Unlike Japan, which by the late 1860s boldly embraced western thought and technology, Korea's orthodox Neo-Confucian elites resisted change. Trade agreements signed in the 1880s led to some reforms and the "opening" of Korea to the West. Soon China, Japan, Russia, France, Germany, and Great Britain vied for economic opportunity. Significantly, American missionaries and traders formed a core cadre among the foreigners who ventured to what the West called the Hermit Kingdom. Meanwhile, open conflict erupted on the peninsula between rival Japanese and Chinese forces. The outcome was substantial socio-economic transformation. By 1895, the Korean monarch King Kojong looked to align with the West to thwart ever-growing Japanese imperialism. King Kojong pursued a strategy of granting trade concessions to westerners in hopes that the investors would pressure their governments to support the monarchy and contain Japanese imperialism.The most successful of these concessions were granted to several Americans. By the early 1900s, the American-run Northern Frontier mines were among the richest in Asia. During his time in Korea, Gale developed into the foremost Western scholar of Korean history, language, and literature, completing the first translation of Korean literature into a Western language, the first translation of English literature into Korean, and the first comprehensive Korean-English dictionary. In addition to these translations, the typescripts entitled Pen Pictures of Old Korea (ca. 1910) and Old Corea (ca. 1925), each presented here with introductory essays, contain Gale’s observations of various cultural artifacts, behaviours, and practices. Gale lived in Korea during a tumultuous and transformative period that witnessed the transition of the country from a "hermit" suzerain kingdom to an independent empire, and finally to a colonial possession of Japan. Pen Pictures of Old Korea and Old Corea preserve what Gale viewed as inevitably fated for extinction. This realization imbues his writings with a sense of ambivalence towards the "passing" of traditional Korea – owing to the conflict between his profound admiration for pre-modern Korean culture and his Western missionary identity, which demanded that the country adapt to a modern, Christian world.

His year there sparked his interest in East Asia, so when a position in Korea opened, he took it, with the help of his influential father, an admiral in the US navy. For two years he served under US Minister Horace Allen until a more powerful position opened as chief qdviser to the Korean government in 1900. As the most influential foreign adviser, Sands attempted to convince Emperor Kojong to undertake reforms and to promote Korean neutrality to keep the country independent. The author argues, however, that Sands was hampered by corrucpt officials who had the ear of the emperor, by the Japanese and the Russians who competed for influence and who tried to replace Sands with their own advisers, and, ironically, by Horace Allen. When he lost the confidence of Kojong and when the Russo-Japanese War broke out, Sands was forced out, having failed to maintain Korea's independence as Japan moved to take over. Although his subsequent activities included other diplomatic postings, teaching, and writing, he maintained an interest in Korea and offered his services as World War Two raged.
