Book excerpt: Between 2002 and 2010, Colombia made remarkable progress toward establishing security and governance in the face of multiple threats: insurgents, paramilitaries, and organized crime, all supported by illicit markets (most notably drug trafficking). In 1998, US intelligence analysts were predicting the overthrow of the Colombian government by the Revolutionary Armed Forces of Colombia (FARC) insurgency. However, the Colombian government and society rallied to develop new strategies to confront the threats. The United States also provided significant, sustained assistance. By 2005, the government had seized the strategic offensive. In 2008, government forces began to regularly kill or capture FARC senior leaders. Although the conflict is not over, prospects for terminating the conflict look promising. This study set out to determine and describe how Colombia went from near failure to palpable success.

In each case, the weaker state’s leadership wanted to remain in power while the great power sought to safeguard its interests linked to the regime’s stability. The book adds to International Relations (IR) theory by presenting a distinct conceptual framework that explains why internal threat alliances form, why some are more cohesive than others, and why some are effective while others are not. It thus promises to be of interest to IR scholars and students working in the areas of security studies, alliance dynamics, political violence, and civil war, but also to policy-makers grappling with how to salvage interests, such as access to natural resources or regional stability, imperiled by violence in weak states.

He examines how the multibillion-dollar U.S. military aid and official indifference contributed to the Colombian military's atrocities. Drawing on his human rights activism and interviews with military officers, community members, and human rights defenders, Lindsay-Poland describes grassroots initiatives in Colombia and the United States that resisted militarized policy and created alternatives to war. Although they had few resources, these initiatives offered models for constructing just and peaceful relationships between the United States and other nations. Yet, despite the civilian death toll and documented atrocities, Washington, DC, considered Plan Colombia's counterinsurgency campaign to be so successful that it became the dominant blueprint for U.S. military intervention around the world.
