Book excerpt: This Selected Issues paper addresses key areas that would contribute to maintaining macroeconomic stability and inclusive growth. Strong economic growth in Colombia has significantly reduced poverty, but has had limited impact on reducing inequality. Strong growth and social programs have helped reduce poverty. Going forward, efforts to further strengthen education, pension, and tax systems stand to yield important social gains, as recognized by the national development plan. Labor market distortions have declined in recent years, but challenges remain. The elimination of infrastructure gaps will also play a key role in sustaining strong and broad-based growth, and supporting further economic diversification.

Book excerpt: Colombia is the most troubled country in the Western Hemisphere. Drug criminals, guerrillas, and paramilitary groups are feeding a spiral of violence that makes "colombianization" a metaphor for a failing state. The authors address the strategic dimensions of the crisis. It argues that Colombia's future deeply affects regional security and U.S. interests. The country's afflictions are spilling over its borders, threatening Venezuela, Panama, Ecuador, Brazil, Peru, Mexico, and the Caribbean. At the same time, Colombia is the origin of most of the cocaine and heroin entering the United States. The fear is that, if the situation continues to worsen, the country may become balkanized, with large areas under the de facto control of guerrilla and paramilitary regimes based, in large part, on narco-economies. U.S. policy is now at a critical juncture. A decision has been made to become more engaged in the war against narcotrafficking. Yet, the question remains: Can counternarcotics be separated from counterinsurgency? The authors believe that it cannot--that everything is related to everything else--and that unless the Colombian and U.S. governments address the problem through the creation of a coherent, holistic strategy, the situation will become much worse. In the latter half of their report, they discuss both the military and nonmilitary components of such a strategy. Among other things, they contend that restrictions on U.S. police training and counterinsurgency assistance should be removed or revised in order to enable the Colombian security forces to halt the momentum of the insurgents and paramilitaries and give them incentives to negotiate seriously. They also argue that a respect for human rights is of strategic importance.

Considerable macroeconomic stabilization has been achieved under the program. Inflation has been reduced, fiscal consolidation has advanced, the exchange market has remained orderly, and significant structural reforms have been implemented, albeit with some slippages. The 2002 program calls for a reduction in inflation to 6 percent, maintenance of a strong external position, and a further strengthening of the public finances to gain better control over the public debt dynamics and help lay the ground for a robust recovery of activity in the private sector.

Available in PDF, EPUB and Kindle. Book excerpt: Colombia's recent past has been characterized by what its Nobel laureate Gabriel García Marquez once called "a biblical holocaust" of human savagery. Along with the scourge of drug-related massacres facing the country, politically-motivated assassinations (averaging 30 per day in the 1990s), widespread disappearances, rapes, and kidnappings have run rampant through the country for decades. For many Colombians, the violence oft-invoked in today's immigration debate is a bleak and inescapable reality. And yet, with only eleven years of military rule during its 200 some years of independence, Colombia's democratic tradition is among the richest and longest-standing in the hemisphere. The country's economic growth rate over the last 75 years is among the highest in South America, the overall living satisfaction of its citizens is on par with citizens of France, and it is home to some of the continent's best universities and most dazzling fine and industrial arts. With such contradictions, even to experts, Colombia is one of the most confusing countries in the Americas. In this new addition to the popular What Everyone Needs to Know® series, Richard D. Mahoney links historical legacies, cultural features, and the relentless dynamics of the illegal drug industry to unravel the enigma. He explores the many key issues running through Colombia's history, distinguishing its national experience, and fueling its unquenchable creativity. With concerns surrounding immigration from the US's southern neighbors mounting to new heights, understanding the history and evolution of Colombia has never been more vital.

Book excerpt: The appreciation of the real exchange rate over the past several years is considered one of the key drivers behind the weak performance of Colombia’s manufacturing sector in recent years. This paper examines the effects of the real exchange rate, external and domestic demand, and structural changes on firms’ profitability in Colombia’s manufacturing sector between 2000 and 2012. While export intensive companies have suffered lower profit growth with real exchange rate appreciation,we find no strong evidence that real appreciation has, on average, negatively affected the profitability of manufacturing firms; on the contrary, we find that real appreciation may have increased firms’ profitability by reducing the cost of imported inputs as Colombian manufacturing firms become more domestically oriented. At the same time, some structural changes (related to trade disruption with Venezuela and increased trade competition from China) seem to partially explain the weakness of the manufacturing sector since 2008.

Book excerpt: This study analyzes foreign investment in Colombia’s financial system, chronicling major changes in legislation, describing how investment flows evolved over time, and comparing performance of foreign–owned versus domestic banks. Panel data estimations reveal that financial liberalization in general had a beneficial impact on bank behavior in Colombia. Although the positive contribution of foreign entry may be overstated in recent studies by not controlling for other liberalization factors, foreign (and domestic) entry beginning in 1990 did improve bank behavior by enhancing operative efficiency and competition. However, this came at the expense of a deterioration in the loan quality of domestic banks.
