To address this crisis, government officials have claimed that fishers need to become responsible producers who create economic advantages by taking better care of the ocean ecologies they exploit. In Coastal Lives, Maximilian Viatori and Héctor Bombiella argue that this has not made Peru’s fisheries more sustainable. Through a fine-grained ethnographic and historical account of Lima’s fisheries, the authors reveal that new government regimes of entrepreneurial agency have placed overwhelming burdens on the city’s impoverished artisanal fishers to demonstrate that they are responsible producers and have created failures that can be used to justify closing these fishers’ traditional use areas and to deny their historically sanctioned rights. The result is a critical examination of how neoliberalized visions of nature and individual responsibility work to normalize the dispossessions that have enabled ongoing capital accumulation at the cost of growing social dislocations and ecological degradation. The authors’ innovative approach to the politics of constructing and degrading coastal lives will interest a wide range of scholars in cultural anthropology, environmental humanities, and Latin American studies, as well as policymakers and anyone concerned with inequality, global food systems, and multispecies ecologies.

This is in part due to a series of little-known regulations that have aimed to protect the global north from epidemic threats for the last two centuries, starting with International Sanitary Conferences in 1851 and culminating in the present with the International Health Regulations, which organize epidemic responses through the World Health Organization. Unlike other equity-focused global health initiatives, their mission—to establish "the maximum protections from infectious disease with the minimum effect on trade and traffic"—has remained the same since their founding. Using this as his starting point, Alexandre White reveals the Western capitalist interests, racism and xenophobia, and political power plays underpinning the regulatory efforts that came out of the project to manage the international spread of infectious disease. He examines how these regulations are formatted; how their framers conceive of epidemic spread; and the types of bodies and spaces it is suggested that these regulations map onto. Proposing a modified reinterpretation of Edward Said's concept of orientalism, White invites us to consider "epidemic orientalism" as a framework within which to explore the imperial and colonial roots of modern epidemic disease control.

Book excerpt: Our Indigenous Ancestors complicates the history of the erasure of native cultures and the perceived domination of white, European heritage in Argentina through a study of anthropology museums in the late nineteenth and early twentieth centuries. Carolyne Larson demonstrates how scientists, collectors, the press, and the public engaged with Argentina’s native American artifacts and remains (and sometimes living peoples) in the process of constructing an “authentic” national heritage. She explores the founding and functioning of three museums in Argentina, as well as the origins and consolidation of Argentine archaeology and the professional lives of a handful of dynamic curators and archaeologists, using these institutions and individuals as a window onto nation building, modernization, urban-rural tensions, and problems of race and ethnicity in turn-of-the-century Argentina. Museums and archaeology, she argues, allowed Argentine elites to build a modern national identity distinct from the country’s indigenous past, even as it rested on a celebrated, extinct version of that past. As Larson shows, contrary to widespread belief, elements of Argentina’s native American past were reshaped and integrated into the construction of Argentine national identity as white and European at the turn of the century. Our Indigenous Ancestors provides a unique look at the folklore movement, nation building, science, institutional change, and the divide between elite, scientific, and popular culture in Argentina and the Americas at a time of rapid, sweeping changes in Latin American culture and society.

In Planning for Coastal Resilience, Tim Beatley argues that, in the face of such threats, all future coastal planning and management must reflect a commitment to the concept of resilience. In this timely book, he writes that coastal resilience must become the primary design and planning principle to guide all future development and all future infrastructure decisions. Book excerpt: Goethe’s 1832 poem Faust offers a vision of humanity realising freedom and prosperity through transcending natural adversity. Changing European Visions of Disaster and Development returns to Faust as a way of exploring the rise and fall of European humanist aspirations to build free and prosperous national political communities protected from natural disasters. Faust stories emerged in early modern Europe linked to the shaking of the traditional religious and political order, and the pursuit of new areas of human knowledge and activity which led to a shift from viewing disasters as acts of God to acts of nature. Faust’s dam building and land reclamation project in Goethe’s poem was inspired by Dutch hydro-engineering and in turn inspired others. Faustian dreams of an engineered future were pursued by the American Yugoslav inventor Nikola Tesla and the country of his birth towards establishing its national independence and escaping the fate of being a borderland. Faust remains a compelling reference point to explore European visions of disaster and development. If Faust captured the European spirit of earlier centuries, what is today’s outlook? Ambitious Faustian development visions to eradicate natural disasters have been replaced by anti-Faustian risk cosmopolitanism sceptical towards human activity in ways counter to building collective protection from disaster. Tesla’s country of birth fears returning to being an insecure borderland of Europe. This powerful and timely book calls for a rekindling of European humanism and Faust’s vision of ‘free people standing on free land’.
