Book excerpt: This study focuses on the MPA network planning process associated with California’s Marine Life Protection Act (MLPA) in southern California, occurring between 2008-2009. This case study demonstrates the ongoing complexity of MPA planning efforts in balancing social and science goals and reinforces the view that public participation alone may not be sufficient in achieving the type of stakeholder support needed for successful MPA implementation. Using a qualitative approach, this research draws upon the field of public participation to examine the efficacy of the planning process from the perspectives of fishing, government, and environmental stakeholders. Findings reveal significant differences in perceptions among stakeholder groups. The fishing stakeholder group felt marginalized and expressed dissatisfaction with the process and the final MPA designations. The environmental and government stakeholder groups expressed a higher level of satisfaction, but were disappointed with the compromises that were made on the scientific criteria used for MPA design. The key factors that impacted stakeholder perceptions about the planning process and outcome were decision-making, influence, and transparency. Despite these findings, this study highlights a number of positive outcomes associated with capacity-building.

Unfortunately, we have yet to develop, test, and refine systematic approaches for understanding political systems. In this article I explain how the advocacy coalition framework (ACF) can be used as a theoretical basis for understanding political context via a stakeholder analysis. An ACF stakeholder analysis widens the attention of policy analysts toward subsystem-wide dynamics with multiple actors who are motivated by their beliefs, structure their relationships into advocacy coalitions, and try to influence policy through utilizing multiple resources and venues. I illustrate an ACF approach to stakeholder analysis in a scientifically contentious political conflict over the establishment of marine protected areas in California. I conclude with a summary of contributions to the ACF literature and the strengths and limitations of conducting an ACF stakeholder analysis.

Book excerpt: Environmental managers and planners have become increasingly enthusiastic about the potential of collaborative technology such as decision support tools (DSTs) to improve environmental decision-making processes. Discussions about technology, however, rarely recognize the range of ways software can influence users' thinking and social dynamics in decision-making processes, in part because there are few empirical studies of processes that integrated technology tools. This mixed-methods study--which draws on data from approximately 60 semi-structured interviews, an online survey, the applications' log files, and videotaped meeting archives--examines how the geospatial DST MarineMap influenced participants' experiences during the implementation of California's Marine Life Protection Act (MLPA), producing a network of marine protected areas (MPAs) along the California Coast. More broadly, it argues for the importance of empirically observing how tools functioned and provides suggestions for evaluating software in environmental decision making. Overall, this research suggests that software should not be considered an objective source of information, but an active shaper of process dynamics. Implications include the need to evaluate tools as well as processes and the need for those implementing decision making processes to pay attention to the role software is playing.
