Book excerpt: Many developing countries, including Nigeria, have experienced economic policy changes following the implementation of economic liberalisation programmes. Consequently, there is a new emphasis on the leadership of the private sector and market forces rather than the state in economic development. It is in this context that the thesis studies developments in the relationships between government and private sector, with a special focus on business associations (BAs) and the textile industry in Nigeria. The thesis focuses on: [a] changes in the structure and processes of government-business relationships over economic and industrial policy, and [b] power relations between government and business, especially the influence of business on the reformulation of economic liberalisation policies. I argue that the partial displacement of public action by the private sector and market forces following economic liberalisation, reduced the dependence of individual firms on government agencies for the welfare of their businesses, and led to a reduction in informal modes of interest representation. Conversely, there is a new emphasis on government-business cooperation, thus consultations of various kinds between government agencies and the private sector, and at least in policy formation. To be effective, such consultation requires the limitation of the number of BAs involved, and some form of prior aggregation and harmonisation of the different agenda and demands of business. Corporatist arguments for hierarchical, non-competitive interest intermediation advocated by the National Association of the Chambers of Commerce, Industry, Mines and Agriculture, and the Manufacturers Association of Nigeria, were accepted by government and implemented to some degree. Two sets of contradictory developments resulting from partial corporatisation of government-business relations are observed. First, there is an inherent tension between [a] the enhanced participation of the private sector in economic policy-making (as a result of economic liberalisation) and [b] the interests of manufacturers in particular, who are disposed towards economic deliberalisation. The second is the tension between [a] the fragile cooperation between the peak business associations under the auspices of the ' Organised Private Sector, which was enforced by government and given some form of state license, and [b] the largely pluralist structure of BAs. Moreover, this tendency towards corporatism is not matched by organisational development of BAs, which remain weak in terms of: low membership participation; inadequate and political source of finance; low administrative capacities; low-to-average internal integration; and differences between the interests of members and objectives of BA leaders.

Making It Big: Why Developing Countries Need More Large Firms constitutes one of the most up-to-date assessments of how large firms are created in low- and middle-income countries and their role in development. It argues that large firms advance a range of development objectives in ways that other firms do not: large firms are more likely to innovate, export, and offer training and are more likely to adopt international standards of quality, among other contributions. Their particularities are closely associated with productivity advantages and translate into improved outcomes not only for their owners but also for their workers and for smaller enterprises in their value chains. The challenge for economic development, however, is that production does not reach economic scale in low- and middle-income countries. Why are large firms scarcer in developing countries? Drawing on a rare set of data from public and private sources, as well as proprietary data from the International Finance Corporation and case studies, this book shows that large firms are often born large—or with the attributes of largeness. In other words, what is distinct about them is often in place from day one of their operations. To fill the “missing top†? of the firm-size distribution with additional large firms, governments should support the creation of such firms by opening markets to greater competition. In low-income countries, this objective can be achieved through simple policy reorientation, such as breaking oligopolies, removing unnecessary restrictions to international trade and investment, and establishing strong rules to prevent the abuse of market power. Governments should also strive to ensure that private actors have the skills, technology, intelligence, infrastructure, and finance they need to create large ventures. Additionally, they should actively work to spread the benefits from production at scale across the largest possible number of market participants. This book seeks to bring frontier thinking and evidence on the role and origins of large firms to a wide range of readers, including academics, development practitioners and policy makers.
