It provides additional underpinning and evidence for the overall story of the Bank's relevance and effectiveness in the PICs provided in the main report. The Tonga country assistance strategy (CAS) was prepared in 2010 and covered the period from FY11 to FY14. The CAS signaled a considerable scaling up of analytic and financial support for Tonga (and the other PICs). It identified connectivity as the Bank's major contribution over the previous five years, through the support for increased temporary migration opportunities and the encouragement of telecoms reform that led to the opening of the market for mobile telephones. In addition to the two broad themes in the regional framework (connectivity and resilience), the CAS added a third: Supporting policy reform to strengthen growth prospects and improve service delivery. Going forward the Bank planned to make increased use of the development policy operation (DPO) instrument which would support Tonga during the very difficult period it was going through at the time, given the combination of coping with the global crisis and with natural disasters. There was to be emphasis on support for improved governance and public financial management (PFM) reforms. Under the theme of Building resilience against shocks, the Bank looked to tap the Global Facility for Disaster Reduction and Recovery (GFDRR) to provide support for integrated adaptation and disaster risk management (DRM) activities. The GFDRR would also be used to "climate proof" future infrastructure investment. The CAS also declares the intention in small island states like Tonga to be, more nimble in project preparation and give greater attention to implementation support. The Bank can at times be more of an elephant than a lynx.

Governments are motivated to support SMEs both because they make up the majority of industrial enterprises and contribute substantially to GDP, employment and earnings, and because SMEs are thought to be weaker than their larger counterparts. Few governments, however, have evaluated their SME programs rigorously so there is little empirical basis for rational allocation of resources to the well performing programs. The paucity of empirical evidence from rigorous impact evaluations also presents problems for multi-lateral and bilateral donors in deciding whether or not to provide lending or aid for such policy interventions to promote SME development. This study rigorously evaluate SME programs in four Latin American countries to gain insights into which programs perform better than others, and just as important, why. These countries – Mexico, Chile, Colombia and Peru – cover a wide range of enterprise support programs, including training, innovation and technology upgrading, quality control, market development, export promotion and network formation. Broadly comparable panel data on enterprises is used to investigate the net impacts of these SME interventions.

This book is not a conference proceedings although it has its roots in the Third International Conference on Evaluating Environment and Development organized by the GEF Independent Evaluation Office in October 2019. Book excerpt: The evaluation finds that the content of the World Bank s Country Policy and Institutional Assessment (CPIA) is largely relevant for growth and poverty reduction in the sense that it maps well with the determinants of growth and poverty reduction identified in the economics literature. However, some CPIA criteria need to be revised (in particular trade and finance), and one needs to be added (assessment of disadvantaged socio-economic groups). Second, the evaluation finds that the CPIA ratings are in general reliable and correlate well with similar indicators. The World Bank s internal review process helps guard against potential biases in having Bank staff rate countries on which their work programs depend. The CPIA ratings are found to correlate better with similar indicators for middle income countries than for low income countries. This could be because there is more information available on middle income countries, which increases the likelihood of different institutions having similar assessments on them. This could also be because the CPIA rating exercise takes into account the stage of development, which is more pertinent for low income countries, and which also subject the ratings of those countries to more judgment in an exercise that is already centered on staff judgment.
