Book excerpt: 'Club government' was a fixation of the period: press accounts, diarists, and writers such as Dickens, Disraeli and Trollope all advanced the view that key political decisions were taken behind closed doors, in the clubs of London's St James's district. Yet despite 'club government' being referenced in most major political histories of the period, the topic has never before enjoyed a full-length study. Making use of previously-sealed club archives, and adopting a broad range of analytical techniques, this work of political history, social history, sociology and quantitative approaches to history seeks to deepen our understanding of the distinctive and novel ways in which British political culture evolved in this period. The book concludes that historians have hugely underestimated the extent of club influence on `high politics' in Westminster, and though the reputation of clubs for intervening in elections was exaggerated, the culture and secrecy involved in gentleman's clubs had a huge impact on Britain and the British Empire.

An alternative to the classical models: central authority, privatization, and self-governance, it has provisionally been named “expert and scholar-based-” or “knowledge-driven governance”. The book also identifies seven working rules (or design principles) for successful knowledge-driven governance, and argues that the more strictly these rules are abided by, the more successful this model of governance becomes. Just as telling, the country's informal working population numbers nearly 500 million, or approximately eighty percent of the entire labor force. Despite these figures and the related structural disadvantages that imperil the lives of so many, the Indian elite maintain that the poor need only work harder and they, too, can become rich. The results of this ambitious ten-year ethnography at exclusive golf clubs in Bangalore shatter such self-serving illusions. In Narrow Fairways, Patrick Inglis combines participant observation, interviews, and archival research to show how social mobility among the poor lower-caste golf caddies who carry the golf sets of wealthy upper-caste members at these clubs is ultimately constrained and narrowed. The book highlights how elites secure and extend class and caste privileges, while also delivering a necessary rebuke to India's present development strategy, which pays far too little attention to promoting quality healthcare, education, and other basic social services that would deliver real opportunities to the poor.

Book excerpt: This dissertation makes three contributions on local governance issues and public sector reforms. First, it explores a trade-off in the incentive effects induced by competitive funding schemes such as performance-budgeting or conditional grants. Using a game theoretical model, it is shown how efficiency enhancing effects and wasteful window-dressing incentives affect social welfare. The model derives important normative conclusions for the design of such funding schemes and discusses the advantages and drawbacks of different performance measures. Two empirical studies address the determinants and efficiency effects of intermunicipal cooperation among Hessian municipalities. Using survey data from Hessian municipalities, the author assesses how different municipal characteristics affect the occurrence of intermunicipal cooperation in labor-intensive administration services. The study places an emphasis on neighborhood specific factors. Using data from the municipal wastewater sector, the third study investigates efficiency effects of intermunicipal cooperation. The results from a nonparametric approach of efficiency analysis reveal that especially small municipalities may benefit from cooperation whereas medium-sized municipalities operate at efficient scale. It is likely, that X-inefficiencies and transaction costs outweigh cooperation gains from scale.

This perception is deep-seated, even among intellectuals who see our authors as shallow researchers. But Dr. Dan Mou has debunked that myth and shown that Nigerians can write well-researched and detailed books. It is quite prophetic in its assessment of the Nigerian State (Agbo Agbo, deputy editor, The Nation). Dr. Dan Mou has proven himself a world-class scholar and an intellectual colossus. His reputation as an internationally renowned public policy expert has continued to soar. I congratulate him for these remarkable achievements (Professor Justice Abdul Fatai Kuti, first justice of Abuja High Court and former dean, faculty of law, University of Ado Ekiti, Ekiti State of Nigeria).
