Although climate change is a global problem, there is a growing recognition of the need to look at its regional manifestations and management. This book takes such a regional approach to the Alpine region. The result of the ongoing Swiss research program Climate and Environment in the Alpine Region (CLEAR), it incorporates the work of an independent network of approximately fifty researchers from a variety of disciplines. The Alpine region is the perfect focus for such a study because of the wealth of historical and contemporary data. The contributors avoid impractical "absolute" solutions to the problem of climate change. They explicitly recognize that climate policy involves not just environmental policy but also economic, agricultural, social, and urban policy. The science required for climate policy need not provide a single definitive answer to the problem of climate change. Rather, it can contribute a variety of insights, explanations, scenarios, and open questions to the public debate. The authors aim at a science for policy that helps to develop realistic options in an ongoing debate involving scientists as well as policymakers and ordinary citizens.Topics covered include past and current climate dynamics, scenarios for future climate development, the sensitivity of plant and soil ecosystems to climate change, scenarios for future ecosytem development, and creative policy responses to mobilize regional action for industrial innovation. The topics are addressed in the spirit of Integrated Assessment (IA), a method that combines scientific and social expertise to explore political and technical strategies for dealing with environmental problems such as climate change.

Book excerpt: The alpine tundra domain occurs in the high elevation zones of some of Europe's mountain ranges. It is an important reservoir of freshwater and provides habitat to unique species. Almost 20% of the domain falls within Natura 2000 sites. The treeline, which is below the domain, represents the forest limit. Despite the importance of high mountains little is known concerning the potential impacts of climate change in high altitude ecosystems. This study assess 1) changes in the spatial range of the alpine tundra domain, and 2) changes in the elevational shift of treelines in Europe, in three warming levels, i.e. 1.5 °C, 2 °C and 3 °C. Our results indicate that 98% of Europe's alpine tundra domain is in the Pyrenees, the Alps and the Scandes. The domain is projected to shrink by over 75% in all these regions in a 3°C warming scenario. Likewise, the treeline is projected to move vertically upwards by up to 8 m every year in a 3°C warming scenario. There are large differences in the losses projected for the three main regions that make up the domain. The most severe impact is projected for the Pyrenees, where the current domain virtually disappears at 3°C, compared to the Scandes and Alps which shrink by around 87% and 75% respectively. Of the 210 Natura 2000 sites that contain alpine tundra, almost all of them are projected to see a shrinking of the domain: 207 and 208 in the 2°C and 3°C warming scenarios respectively. The projected changes have implications for vital ecosystem services, such as the provision and regulation of freshwater from melting snow, habitat for biodiversity and recreational services such as skiing. Adaptation options in high mountain systems face constraints arising from the unique topographic, edaphic and climatic characteristics of these systems. Additionally, the challenges and limitations for adaptation increase in parallel with warming.

Three major aspects may help to explain this phenomenon: The changing frequency-magnitude relationship of the natural hazard processes, the multiplication of the damage potential due to the socio-economic change, and the non-adequate way of coping with the changing risk by the official authorities. As a consequence, this book tries to address key questions related to these developments and to give answers to these problems. Question 1: How can the strategies for coping with the rise in extreme flooding be improved? Question 2: How can the damage potential and other socio-economic aspects be quantified? Question 3: How can new computer based technologies contribute to minimizing the risks related to alpine natural hazards? An initial chapter gives an overview of the global change aspects of natural hazards and their related risks. While three chapters outline answers to question 1, four chapters discuss question 2. Five chapters give examples of new technologies.

By the example of three neighbouring Alpine regions (Switzerland, Southern Germany and Austria), the study strives to shed further light on how flood risk governance regimes embrace the possible impacts of climate change. It builds on the assumption that flood risk management, as a 'technical' policy field, is strongly influenced by scientific evidence and that differences in how countries incorporate climate change can be explained by the way science and policy are brought together in the respective national arenas. We structure the empirical analysis along three dimensions: (i) dynamics of knowledge creation; (ii) institutionalization of the science-policy interface; and (iii) pathways of influence of expertise on policy development. We find that there is a mixed, though increasing influence of climate change on flood risk governance in the three selected Alpine regions. Climate adaptation has become an important issue of flood policy in all three study areas, and this shift has been strongly supported by evidence-based arguments

Furthermore, tourism and its importance as an economic factor is reported. As an exemplary study of the interaction between climate change and tourism, those will be explained using two areas that are particularly sensitive: the Maldives archipelago and the Alpine region. For each of these two examples, the initial situation, the problem, is explained and subsequently possible solutions or solution approaches are presented and critically questioned. Due to the business context, little attention is paid to political or ethical issues. In 2019 there was almost no other global issue as present and polarising as climate change. Starting with many movements, such as "Fridays for Future", the public was increasingly made aware of the topic. The topic has also become increasingly relevant politically. As early with the 2015 UN Climate Conference, important points were set to reduce global warming. Many areas and economic sectors are already affected by climate change and many will con-tinue to feel the effects of climate change in the future.
