Book excerpt: This report assesses the state of the art in several areas of climate research in the former Soviet Union. This assessment was performed by a group of six internationally recognized US experts in related fields. The areas chosen for review are: large-scale circulation processes in the atmosphere and oceans; atmospheric radiative processes; cloud formation processes; climate effects of natural atmospheric disturbances; and the carbon cycle, paleoclimates, and general circulation model validation. The study found an active research community in each of the above areas. Overall, the quality of climate research in the former Soviet Union is mixed, although the best Soviet work is as good as the best corresponding work in the West. The best Soviet efforts have principally been in theoretical studies or data analysis. However, an apparent lack of access to modern computing facilities has severely hampered the Soviet research. Most of the issues considered in the Soviet literature are known, and have been discussed in the Western literature, although some extraordinary research in paleoclimatology was noted. Little unusual and exceptionally creative material was found in the other areas during the study period (1985 through 1992). Scientists in the former Soviet Union have closely followed the Western literature and technology. Given their strengths in theoretical and analytical methods, as well as their possession of simplified versions of detailed computer models being used in the West, researchers in the former Soviet Union have the potential to make significant contributions if supercomputers, workstations, and software become available. However, given the current state of the economy in the former Soviet Union, it is not clear that the computer gap will be bridged in the foreseeable future.

It contributes to the study of climate change as a cultural idea by developing the extensive Anglophone literature on environmental science, politics and policy pertaining to climate change in the West to consider how Russian discourses of climate change have developed. Drawing on contributors specialising in numerous periods, regions, disciplines and topics of study, the central thread of this book is the shared attempt to understand how environmental issues, particularly climate change, have been understood, investigated and conceptualised in Soviet and post-Soviet Russia. The chapters aim to complement work on the history of the discursive political construction of climate change in the West by examining a highly contrasting (but intimately related) cultural context. Russia remains one of the world’s largest greenhouse gas emitters with one of the most carbon-intensive economies. As the world begins to suffer the extreme consequences of anthropogenic climate change, finding adequate solutions to global environmental problems necessitates the participation of all countries. Russia is a central actor in this global process and it, therefore, becomes increasingly important to understand climate change discourse in this region. Insights gained in this area may also be illuminating for examining environmental discourses in other resource rich regions of the world with alternative economic and political experiences to that of the West (e.g. China, Middle East). This book will be of great interest to students and scholars of Russian environmental policy and politics, climate change discourses, environmental communication and environment and sustainability in general.

This book examines the development of environmental activism in Russia and the former Soviet republics in response to these problems and its effect on policy and planning. It also shows that because of increasing economic, ethnic, and social inequality in the former Soviet states, debates over environmental justice are beginning to come to the fore. The book explores the varying environmental, social, political, and economic circumstances of these countries--which range from the Western-style democracies of the Baltic states to the totalitarian regimes of Central Asia--and how they affect the ecological, environmental, and public health. Among the topics covered are environmentalism in Russia (including the progressive nature of its laws on environmental protection, which are undermined by overburdened and underpaid law enforcement); the effect of oil wealth on Azerbaijan and Kazakhstan; the role of nationalism in Latvian environmentalism; the struggle of Russia's indigenous peoples for environmental justice; public participation in Estonia's environmental movement; and lack of access to natural capital in Tajikistan. Russia will be one of the countries most affected by climate change. No major power is more economically dependent on the export of hydrocarbons; at the same time, two-thirds of Russia’s territory lies in the arctic north, where melting permafrost is already imposing growing damage. Climate change also brings drought and floods to Russia’s south, threatening the country’s agricultural exports. Thane Gustafson predicts that, over the next thirty years, climate change will leave a dramatic imprint on Russia. The decline of fossil fuel use is already underway, and restrictions on hydrocarbons will only tighten, cutting fuel prices and slashing Russia’s export revenues. Yet Russia has no substitutes for oil and gas revenues. The country is unprepared for the worldwide transition to renewable energy, as Russian leaders continue to invest the national wealth in oil and gas while dismissing the promise of post-carbon technologies. Nor has the state made efforts to offset the direct damage that climate change will do inside the country. Optimists point to new opportunities—higher temperatures could increase agricultural yields, the melting of arctic ice may open year-round shipping lanes in the far north, and Russia could become a global nuclear-energy supplier. But the eventual post-Putin generation of Russian leaders will nonetheless face enormous handicaps, as their country finds itself weaker than at any time in the preceding century. Lucid and thought-provoking, Klimat shows how climate change is poised to alter the global order, potentially toppling even great powers from their perches.
