He considers factors including social inertia, climate skepticism and lack of political structure and presents a climate change action plan that is targeted at the local level in the Congo Basin. Book excerpt: The countries in the Congo Basin are poor and vulnerable and, as such, suffer from the negative effects of climate change. Fighting this phenomenon has become an item on countries policy agendas. Processes, based on mitigation and adaptation measures, have been launched at various levels and places in these countries to cope with the dynamics of a changing climate. But to study and implement mitigation and adaptation measures simultaneously is not enough. In a situation characterized by poverty and resource shortages especially financial resources and to support a process that is already exceptionally slow, it is important to go further and consider the synergy between mitigation and adaptation. The principle described in this analysis is combined with thoughts on the best way to proceed, a way to encourage more thorough analyses and ensure ex situ integration and coherence between climate and development policies, and in situ integration and coherence within the climate policies, the objective being to deliver both ecological and policy synergy outcomes.

Book excerpt: The focus of this book is on the key water-related vulnerabilities to climate change in Africa, particularly in its most vulnerable areas, exploring potential management responses to such vulnerabilities. The African countries are particularly exposed and vulnerable to the negative impacts of climate change, with important impacts on water resources and hydrological systems, water availability, water resource management and sea level variations. Already, under various anthropogenic pressures, the status of water resources in Africa has been changing over the past decades, with decreasing water quality, falling groundwater levels, and variability in rainfall, both in terms of timing and intensity. Climate change will further accelerate the rate of change, affecting the ability of people and societies to respond in a timely manner. It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.

To compound this vulnerability, there remains large knowledge gaps on African climate, manifestations of future climate change and variability for the region and the associated problems of climate change impacts. Research on the subject of African climate change requires an interdisciplinary approach linking studies of environmental, political and socio-economic spheres. In this book we use different case studies on climate change and variability in Africa to illustrate different approaches to the study of climate change in Africa from across the spectrum of physical, social and political sciences. In doing so we attempt to highlight a toolbox of methodologies (along with their limitations and advantages) that may be used to further the understanding of the impacts of climate change in Africa and thus help form the basis for strategies to negate the negative implications of climate change on society.

Although justice is a fundamental human motive, which should induce climate-just behavior, system justification is common and makes people rather justify their unjust behavior. In this book, a general and systemic framework on human behavior is provided, including internal factors, such as knowledge and psychological needs, external factors, such as socio-cultural and politico-economic factors, feedback loops and interactions. The authors draw on multiple theories to examine how denial and moral disengagement affect individual responsibility, despite real-world evidence of the climate crisis. The book highlights the role of emotions in encouraging a pro-environmental response and discusses solutions on both the individual and the collective level, such as transparency laws. Moreover, making climate-friendly options more accessible, affordable and convenient facilitates behavior change more effectively. Overall, this book presents knowledge-based, realistic approaches to surmounting these obstacles in order to achieve a more climate-just world.
