This is however changing considering the current climate negotiations emphasis on adaptation being treated with the same urgency as mitigation. Kenya is vulnerable to the impacts of climate change, calling for urgent adaptation measures. It has various sectorial policies that deal with adaptation. It introduced a Climate Adaptation Fund to fund adaptation at the county level and its environmental agency was accredited in March 2012 and has already submitted adaptation fund project. Based on this background, the paper examines mechanisms in place to finance adaptation, to access international adaptation fund and whether the mechanisms are sufficient. Kenya will need to put up mechanisms to promote adaptation funding, including policies that promote private investment in adaptation measures.

Book excerpt: Substantial model variability exists regarding the likely meteorological impact of climate change on Kenya, particularly with respect to future precipitation levels. Significant regional differences are expected, largely due to Kenya’s diverse climate profile. Overall, temperatures are projected to increase while future precipitation levels are highly uncertain. Climate change is expected to significantly affect coastal areas, including because of sea level rise risks, stronger winds, and an overall warmer and drier climate. This will likely harm important ecosystems, including wetlands, mangroves, and coral reefs. Some models project that arid and semi-arid areas may become drier and hotter, which would exacerbate preexisting water scarcity and agricultural challenges for the already vulnerable communities living there. That said, these projections are not corroborated by all models. The climate change impact on other areas, particularly south and west of Mount Kenya, could generally be positive, as it would provide even better conditions for agriculture. The key climate change risk for Kenya is from extreme events, in particular droughts and floods. The frequency and intensity of such events is likely to increase because of climate change. They also often lead to adverse knock-on effects, such as soil erosion, land degradation, and pest breakouts. Overall, Kenya’s updated Nationally Determined Contribution (NDC) (2020) estimates that between 2010 and 2020, adverse climate change-related events led to annual socioeconomic losses of 3–5 percent of total gross domestic product (GDP).

Book excerpt: This paper analyses the four main types of expenditures of both national and international sources of public funds by the Kenyan ministries based on both Kenyan national budget data and the most relevant disbursement for financing climate activities. Kenya is among the first countries to develop policies, strategies and institutional frameworks for climate action, creating a policy and legal environment to advance an effective climate change response, similarly, Makueni County (in Kenya) has also enacted county-level regulation on climate change as part of the implementation of the national agenda on climate change. The climate-related expenditures that were tracked represent 18% of total government development expenditures for the fiscal year 2017/18. The research team uses the case of Makueni County to understand levels of devolution by analysing the streams of income from the national budget to the county budget that are channelled towards climate-related activities at the county level. Preliminary analysis shows a strong correlation between climate-friendly policies and the flow of funds for climate change at the county level. Other factors include the establishment of a local climate change fund through the County Climate Change Fund mechanism (CCCF). These factors have enabled the counties to create, access and use climate finance to build communities' resilience and reduce vulnerabilities to climate change in a coordinated way. This analysis is an initial step of the four-year comparative research programme, GAP, looking at the governance of climate change adaptation finance in the Kenya compared to Tanzania. The working paper serves to lay a foundation for further in- depth research.

Book excerpt: This study analyses the impact of climate risk indicators on bank stability in Kenya based on descriptive and quantitative approaches on quarterly data covering thirtyfive banks over the period 2009 to 2021. The analysis reveals a distinct warming trend, variable rainfall pattern and an increasing trend in greenhouse gas emissions especially in the agriculture and transport sectors. Banks' climate financing for sustainable projects remains low. Empirical findings using dynamic panel estimation reveals adverse impact of temperature changes and rainfall variability on bank stability and credit risk arising from non-performing loans. The stress testing results reveal vulnerability of the banking sector to climate change as the probability of defaulting increases in moderate, severe, and extreme temperature changes. The results affirm banks' important role in managing financial stability risks while providing sustainable climate financing and the need to strengthen synergies between private and public sustainable financing for target priority sectors.

Book excerpt: This study analyses the climate risk exposure of Kenyan banks given the greenhouse gas (GHG) emissions represented by their sectoral loan composition and their relative funding of climate risk through their loan portfolios. This is achieved by constructing two climate-relevant indices: Emissions Exposure (EEi), a measure of a bank’s climate risk exposure through its loan portfolio, and Emissions Funding (EFi), a measure of how much of the climate risk a bank funds through its lending relative to other banks and thus a measure of climate risk importance for each bank. Results from the emissions index show that the banks, with the exception of an outlier, have fairly similar exposure to climate risk through their loan portfolio, given the GHG emissions represented by their sectoral lending. On the funding index, banks have differentiated funding of climate risk through their lending that is fairly proportional to their market shares of gross loans. Thus, larger (smaller) banks have higher (lower) funding of climate-related risk. These two complementary indices provide a first set of quantitative climate-related financial disclosures that are comparable across Kenyan banks. Secondly, the results of this analysis provide decision-useful information for the Central Bank of Kenya (CBK) and other financial regulators to formulate macroeconomic and financial policies that would seek to promote low-carbon transition via the banking industry as a key financial sub-sector. Lastly, the analysis provides a template for industry-wide assessment of climate-related risk for banks in other emerging economies and the approach used for mapping national GHG emissions to bank lending sectors is also a key contribution to the literature on quantifying climate risks for the financial sector. Book excerpt: Climate change is expected to bring new challenges and opportunities for the livelihoods of rural communities in Uganda, where more than 80% of the population depends on rain-fed agriculture. The purpose of this review was to analyze national policies on climate change adaptation, agriculture, forests, management of forested and agroforested landscape ecosystems and their goods and services, and the roles of stakeholders in the national arena. Recognizing the role of forest cover in climate change mitigation and adaptation, this review is based on stakeholder engagement and analysis of published literature on the policy, institutional and socioeconomic drivers of forest cover change around Mount Elgon. The bulk of Ugandas forests are on land under private ownership and deforestation has occurred mainly in such forests. Several national laws and international conventions ratified by Uganda offer a framework under which forests are managed. Management of protected forests is shared between central and local authorities. Several natural resource policies are likely to have significant unintended impacts that may enable or limit the adaptation of stakeholders and ecosystems to climate change. The current climate change policy, which is an overarching document that addresses climate change in Uganda, suggests that policy responses, either sector specific or crosscutting in nature, be harmonized in order to better address the challenges associated with climate change adaptation and mitigation.
