Book excerpt: A sense of order has irreversibly retreated at the turn of the twenty-first century with the rise of such ancient civilizations as China and India and the militant resurgence of Islamic groups. The United States and like-minded states want to maintain the once-dominant international and global order buttressed by a set of mainly Western value systems and institutions. Nevertheless, challengers have sought to redraw the international and global order according to their own ideas and preferences, while selectively accommodating and taking advantage of the established order. Because of this, the entire world is teetering on the brink of an order war. This book is a synthesis of two separate bodies of thoughts, from Western and East Asian ideas and philosophies respectively. The authors deploy the major ideas of key Western and East Asian thinkers to shed a new light on their usefulness in understanding the transition of global order. They locate new ideas to overcome the contradictions of the late modern world and provide some ideational building blocks of a new global order. The new concepts proposed are: recognition between the great civilizations; a harmony and floating balance between and within contrasts—individual versus community, freedom versus equality—;and mediation between friends and foes. As the former Israeli Prime Minister Yitzhak Rabin put it, "you don’t need to make peace with your friends, you have to make peace with your foes." The values of the West as well as that of the East cannot survive in a globalized world by taking them as absolute, but only by balancing them to those of the other great civilizations of the world.

The source of the famous aphorism that "war is an extension of politics by other means," it has been widely read and debated. But, as Jon Sumida shows in this daring new look at Clausewitz's magnum opus, its full meaning has eluded most readers-until now. Approaching Clausewitz's classic as if it were an encoded text, Sumida deciphers this cryptic masterwork and offers a more productive way of looking at the sources and evolution of its author's thought. Sumida argues that On War should be viewed as far more complete and coherent than has been supposed. Moreover, he challenges the notion that On War is an attempt to explain the nature of armed conflict through the formulation of abstract theories. Clausewitz's primary concern, Sumida contends, was practical instruction of the military and political leadership of his country. To achieve this end, Clausewitz invented a method of reenacting the psychological difficulties of high command in order to promote the powers of intuition that he believed were essential to effective strategic decision-making. But since the end of the Cold War in 1990, and even more since the 9/11 attacks on the United states in 2001, an increasing number of commentators have argued that On War has lost its analytical edge as a tool for understanding war. They have argued that Clausewitz was concerned solely with inter-state war and with properly defined armies, and that the sorts of conflicts which he discussed are therefore part of a historical pattern which dominated Europe between 1648, the end of the Thirty Years War, and 1990 itself. Some have gone further, and suggested that Clausewitz's best known aphorism, that war is a continuation of policy by other means, is not only irrelevant today but also inapplicable historically. Clausewitz in the Twenty-First Century reconsiders the principal themes in Clausewitz's writings from a contemporary perspective, and finds in them much more inspiration and insight than these generalisations allow. Embracing the perspectives of history, philosophy and political science, the book reconsiders both the text and its current implications. Traditional interpretations of On War are put into fresh light; neglected passages are re-examined; and new insights are derived from the conjunction between Clausewitz's text and today's challenges. This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.

This book challenges this assumption by showing that Clausewitz was an ardent analyst of small war and integrated many aspects of his early writings on partisan warfare and people's war into his magnum opus, On War. It reconstructs Clausewitz's intellectual development by placing it in the context of his engagement with the political and philosophical currents of his own times - German Idealism, Romanticism, and Humanism. The central question that Clausewitz and his contemporaries faced was how to defend Prussia and Europe against Napoleon's expansionist strategy. On the one hand, the nationalization of war that had occurred as a result of the French Revolution could only be countered by drawing the people into the defence of their own countries. On the other, this risked a descent into anarchy and unchecked terror, as the years 1793 and 1794 in France had shown. Throughout his life Clausewitz remained optimistic that the institution of the Prussian Landwehr could achieve both an effective defence of Prussia and a social and political integration of its citizens. Far from leaving behind his early advocacy of people's war, Clausewitz integrated it systematically into his mature theory of war. People's war was war in its existential form; it risked escalating into 'absolute war'. However, if the threat of defensive people's war had become a standard option of last resort in early-nineteenth century Europe, it could also function as a safeguard of the balance of power.

In War as Paradox, Youri Cormier lifts the fog on this iconic work by explaining its philosophical underpinnings. Building up a genealogy of dialectical war theory and integrating Hegel with Clausewitz as a co-founders of the method, Cormier uncovers a common logic that shaped the fighting doctrines and ethics of modern war. He explains how Hegel and Clausewitz converged on method, but nonetheless arrived at opposite ethics and military doctrines. Ultimately, Cormier seeks out the limits to dialectical war theory and explores the greater paradoxes the method reveals: can so-called “rational” theories of war hold up under the pressures of irrational propositions, such as lone-wolf attacks, the circular logic of a “war to end all wars,” or the apparent folly of mutually assured destruction?
