Through a richly detailed examination of India's experience, Locked in Place argues that the critical factor was the reaction of domestic capitalists to the state-building project. During the 1950s and 1960s, India launched an extremely ambitious and highly regarded program of state-led development. But it soon became clear that the Indian state lacked the institutional capacity to carry out rapid industrialization. Drawing on newly available archival sources, Vivek Chibber mounts a forceful challenge to conventional arguments by showing that the insufficient state capacity stemmed mainly from Indian industrialists' massive campaign, in the years after Independence, against a strong developmental state. Chibber contrasts India's experience with the success of a similar program of state-building in South Korea, where political elites managed to harness domestic capitalists to their agenda. He then develops a theory of the structural conditions that can account for the different reactions of Indian and Korean capitalists as rational responses to the distinct development models adopted in each country. Provocative and marked by clarity of prose, this book is also the first historical study of India's post-colonial industrial strategy. In India, electrification was central to how early nationalists and planners conceptualized Indian development, and huge sums were spent on the project from then until now. Yet despite all this, sixty-five years after independence nearly 400 million Indians have no access to electricity. Electrifying India explores the political and historical puzzle of uneven development in India's vital electricity sector. In some states, nearly all citizens have access to electricity, while in others fewer than half of households have reliable electricity. To help explain this variation, this book offers both a regional and a historical perspective on the politics of electrification of India as it unfolded in New Delhi and three Indian states: Maharashtra, Odisha, and Andhra Pradesh. In those parts of the countryside that were successfully electrified in the decades after independence, the gains were due to neither nationalist idealism nor merely technocratic plans, but rather to the rising political influence and pressure of rural constituencies. In looking at variation in how public utilities expanded over a long period of time, this book argues that the earlier period of an advancing state apparatus from the 1950s to the 1980s conditioned in important ways the manner of the state's retreat during market reforms from the 1990s onward.

Berberoglu examines three major alternative development theories: developmentalism, dependency, and neo-Marxist. He then critically analyzes these theories and their variants to set the stage for a detailed examination of various development paths. Two paths of capitalist development are contrasted: the export-oriented neo-colonial model and the import-substituting state-capitalist model. The role of the state in each of these alternatives is discussed in the context of the balance of class forces. Berberoglu also provides case studies of Turkey, Tanzania, Peru, and India -- countries in which the state played a significant role in the development process. In each case, he demonstrates that the process of state-capitalist development inevitably leads to neo-colonialism. This export-oriented path ties Third World countries to centers of world capitalism, with all the consequent contradictions that such a linkage entails. The book outlines the class nature of these contradictions on a global scale and maps out the balance of class forces and struggles, the role of the state, and the resultant revolutionary developments that are part of the process of social change and transformation now under way in many Third World countries. How can states and migrants themselves explain the causes and effects of global migration? The Migration-Development Regime introduces a novel analytical framework to help answer this question in India, the world's largest emigrant exporter and the world's largest remittance-receiving country. Drawing on an archival analysis of Indian government documents, an original data base of Indian migrants' transnational organizations, and over 200 interviews with poor and elite Indian emigrants, recruiters, and government officials, this book exposes the vital role the Indian state (from the colonial era to the present day) has long played in forging and legitimizing class inequalities within India through the management of international emigration. It also exposes how poor and elite emigrants have differentially resisted and re-shaped state emigration practices over time. By taking a long and class-based view, this book recasts contemporary migration not simply as a problematic function of neoliberalism or as a development panacea for sending countries, but as a dynamic historical process that sending states and migrants have long used to shape local development. In doing so, it re-defines the primary problems of global migration, exposes the material and ideological impact that migration has on sending state development, and isolates what is truly novel about contemporary migration.

Establishing, sustaining and renewing effective state-business relations are political processes.
