Izzy Asper was an oddity as a Liberal politician in the 1970s. Fiscally, he was to the right of most Conservatives. As a nationally syndicated newspaper columnist, he called for a flat tax and "workfare." As a best-selling author, he helped thwart a plan to shift Canada's tax burden from the middle class onto corporations. But when Asper took his policies to Manitobans as Liberal leader in 1973, he was soundly defeated. Asper got into the television business instead and built Canada's third network. Asper made CanWest the country's most profitable broadcaster by feasting on regulations that encouraged the importation of cheap American programming. He took his formula to the world in the 1990s, buying television networks in New Zealand, Australia, and Ireland. Then in 2000, Asper pioneered media "convergence," buying Canada's largest newspaper chain from Conrad Black. Southam dailies were soon ordered to run "national" editorials written at CanWest Global headquarters in Winnipeg. This corporate news control brought protest from journalists and two government inquiries. Neither resulted in long-sought limits on media ownership, however. Marc Edge offers a compelling account of the political perils involved in allowing the Asper family to dominate Canadian media.

In The Long Reach of the Sixties, eminent legal historian Laura Kalman focuses on the period between 1965 and 1971, when Presidents Johnson and Nixon launched the most ambitious effort to do so since Franklin Roosevelt tried to pack it with additional justices. Those six years-- the apex of the Warren Court, often described as the most liberal in American history, and the dawn of the Burger Court--saw two successful Supreme Court nominations and two failed ones by LBJ, four successful nominations and two failed ones by Nixon, the first resignation of a Supreme Court justice as a result of White House pressure, and the attempted impeachment of another. Book excerpt: In 1998, the Defense Science Board Task Force on Human Resources Strategy was established for the purpose of evaluating the Department of Defense's (DoD's) capacity to attract and retain both civilian and military personnel. As part of this evaluation, RAND was asked to study the growth of political appointment positions within the DoD as well as to examine the appointment and confirmation process that potential political appointees face. Tasked with reviewing relevant DoD data, the National Defense Research Institute (NDRI), acting in support of the Defense Science Board Task Force, found that the number of DoD positions requiring Senate confirmation has grown significantly over the past two decades. The study also revealed that the functional responsibilities of such positions have narrowed while their vacancy rates have increased. In assessing the literature, the NDRI found that disincentives exist in the political appointment and confirmation process -- namely, requirements that candidates disclose a range of personal and financial information; requirements to comply with conflict-of-interest regulations that may require divestiture of stock holdings; and requirements to comply with extensive post employment restrictions. Additionally, the length of the appointment and confirmation process itself may serve as a disincentive to potential appointees.
