Available in PDF, EPUB and Kindle. Book excerpt: Excerpt from Civil Service Administration Definition. Civil service administration has in the past been that branch of the public service which has jurisdiction over the selection of civilian employes required to carry on the public business. In most cases these employes have been selected by means of competetive tests. With the recent introduction of service records, the recent development of promotion examinations and the prosecution of efficiency studies, the sphere of the civil service administration has been gradually enlarged, and when the present day interest in salary classification, in service instruction and in centralized disciplinary control has been crystalized into legislation, civil service administration will include most of the activities which in private life are comprehended within the field of employment management. Free Appointment. (1) In the history of public administration, the era of the free uncontrolled appointment of subordinates preceded the era of civil service administration. When the public officer was free to appoint his own subordinates, he carried full responsibility for the acts and the character of the employes selected by him (2). Book excerpt: Excerpt from Administration, Vol. 2 of 15: Civil Service Their distrust of Democracy induced them to construct the electoral college for the choice Of a President, the original idea being that the people should elect their best and wisest men, who in turn should, untrammelled by outside pressure, elect a President. AS a matter Of fact the functions Of the electorate have now by time and custom be come Of little more importance than those Of so many letter-carriers. They deliver the electoral votes Of their states just as a letter-carrier delivers his mail. But in the presidential contest this year it may be we shall see a partial return to the ideals Of the men Of I 789; for some Of the electors on the bryan-sewall-watson ticket may exercise a choice between the vice-presidential candidates. Book excerpt: The Federal Service: A Study of the System of Personnel Administration, of the United States Government by Lewis Mayers is a seminal work highlighting the importance of personnel in government administration. Mayers tries to fill a lacuna in existing literature by focusing more on the importance of personnel of which not too much has been explored and debated. It delves into the intricacies of personnel management, making note of existing challenges as well providing a hard hitting critique of set practices. The work aims to provide feasible and long term solutions to a rather delicate and nuanced problem of managing and administering personnel in government service. The title is divided into multiple sections, each dealing with a particular aspect of personnel administration, starting with an articulate introduction and spanning across issues like promotions, recruitment, standardization and organizational structures among others. The insights of the author shine through most chapters, especially when deconstructing complex concepts like federalism and contextualizing personnel administration within the existing government framework of the US. The Federal Service: A Study of the System of Personnel Administration, of the United States Government is interspersed with tables, figures and bulleted points for summarizing important snippets of information. The presence of detailed footnotes and an expansive index make this book an excellent reference point for both casual enthusiasts and researchers. Book excerpt: Excerpt from Twenty-Third Report of the State Civil Service Commission The Commission was also convinced that the Civil Service lav established a State administrative system which may be enforced everywhere as the Legislature may direct. The consti tutional provision of article 10. Section 2, safeguards local self government with respect to counties as well as cities. The administration of the civil service svstem in counties is delegated to the State Commission, and the Legislature might, in its dis cretion. Likewise have devolved the administration of the city civil service upon the State officers. The Legislature in creating municipal commissioners at its discretion lost none of its power to abolish their ofi'ices or to authorize their removal by the State Commission. The civil service system was established not merely or mainly to regulate the performance of the work of government, State or local. But to check a tendency demoralizing to the community and dangerous to political liberty. The sys tem. Though doubtless intended to improve the service. Was pri marily adopted to prevent public office being used as a weapon Of political warfare, and it is a matter of intimate concern to the people of the State at large that the offices of a city should not be used as spoils to build up or tear down a political party. The power to enforce the administration of' the merit system in Cities by removal of unfaithful municipal commissioners is prop reserved to the' State. City rules must be approved by the slate Commission, and the whole civil service system as estab lifllled by the Constitution is founded on the theory that the lolllliuistration of the law in the cities is not a local function. Thelefore the officers of that administration are not local oficers 0 {be meaning of article 10, section 2, of the Constitution. Book excerpt: Excerpt from Reprint of Message From the President of the United States and Report of the Commission on Economy and Efficiency Relative to Retirement From the Classified Civil Service of Superannuated Employees It is unnecessary at this time to discuss at length the necessity for adopting some plan by which the service may be relieved of the loss from the inefficiency of the personnel caused by the retention on the rolls, after long and faithful service, of those who have passed the age when they can perform a full day's work. The subject is one With which all administrative officers are familiar. It has been referred to in several messages which I have sent to the Congress and in many reports of the heads of departments. It is conceded by everyone acquainted with the situation that some action must be taken. Under present conditions the loss to the Government will continue to increase. Some method other than the summary dis charge of employees when they become inefficient on account Of age must be adopted. The present practice of retaining such employees On the rolls and, as they grow older, expecting from them a smaller. Quantity and lower grade of work can not continue indefinitely with out seriously impairing the efficiency of the entire service and impos ing upon the Government a cost that will be m excess of the expense to be incurred by the adoption of a reasonable plan for remedying existing conditions. Book excerpt: Excerpt from A Reform for the Civil Service The reform of the Civil Service, by which I mean those reforms which will place it in a permanent state of efficiency, is a question which must necessarily become more and more urgent. On the one hand our administrative obligations have increased at an unprecedented rate - witness, amongst others, the Ministries of Education, Health and Pensions-ou the other, our financial resources have diminished. If I employ one gardener at a salary of £3 per week, and receive from him work to the value of £22 105. Per week, my weekly loss is 103. But if I employ three gardeners on the same terms, my loss rises to £1 10s. If we admit, then, as we must do, that the Civil Service is not efficient, we must also admit that the wastage has become vastly more serious with the increase in the number of our Departments. Book excerpt: Excerpt from Principles of Public Personnel Administration The Institute for Government Research is an association of citizens for cooperating with public officials in the scientific study of government with a view to promoting efficiency and economy in its operations and advancing the science of administration. It aims to bring into existence such information and materials as will aid in the formation of public opinion and will assist officials, particularly those of the national government, in their efforts to put the public administration upon a more efficient basis. To this end, it seeks by the thorough-going study and examination of the best administrative practice, public and private, American and foreign, to formulate those principles which lie at the basis of all sound administration, and to determine their proper adaptation to the specific needs of our public administration. The accomplishment of specific reforms the Institute recognizes to be the task of those who are charged with the responsibility of legislation and administration; but it seeks to assist, by scientific study and research, in laying a solid foundation of information and experience upon which such reforms may be successfully built. While some of the Institute's studies find application only in the form of practical cooperation with the administrative officers directly concerned, many are of interest to other administrators and of general educational value. The results of such studies the Institute purposes to publish in such form as will insure for them the widest possible utilization. Book excerpt: Excerpt from Report of an Investigation of the Municipal Civil Service Commission and of the Administration of the Civil Service Law and Rules in the City of New York: Transmitted to the Legislature February 1, 1915 Though an examination of each local civil service commission is required to be made at least once in two years, it appears that no formal inspection of any, matter has been made in New York city for nine years, and that no general examination has been made within present memory. As this Commission began to consider the duty of examining civil service conditions in municipalities, its attention was directed to the many exceptions and exemptions from examination made by the New York City Civil Service Commission, and the nu morons requests of the local officials for rulings which required the concurrence of the State Civil Service Commission. Such concurrence had been freely given, relying upon the judgment and care of the local commission, until abuse became apparent and curtailment necessary. This abuse reached a climax when the municipal commission permitted the appointment of forty-seven examiners of charitable institutions ignoring an appropriate eli gible list containing 110 names. Book excerpt: Excerpt from From Patronage to Proficiency in the Public Service: An Inquiry Into Professional Qualification and Methods of Recruitment in the Civil Service and the Municipal Service The old saying that the success or failure of all institutions depends on the men who work them is a political platitude of the first water; but it is acquiring a new aspect of truth with the gradual evolution of modern political science from the old "art of government." For with this development success or failure comes to depend not only, as hitherto, on the spirit and character of the men who work the institutions, but also, to an ever-increasing extent, on their expert knowledge and professional qualifications. The progress of this transition is necessarily a slow one, and in our own day we shall see no more than its mere beginning; but still we can note that the most significant characteristic of the progressive development of State activity, public ownership and administrative regulation which has been one of the outstanding political features of the past century, is the alteration in the methods by which the greatly extended functions of government are carried out. In the old days, the whole sphere of government was in the hand of the amateur. Legislation was mainly the privileged affair of the leading members of a few wealthy landowning families, and administration entrusted to the tender mercies of their usually incompetent and corrupt satellites - younger sons, needy relatives and the lower strata of a nobleman's entourage. Those days are gone, so far as administration is concerned. Gone, too, are the days when the central government relied for its local execution on the benevolent despotism of the propertied Justice of the Peace.
