An important contractual relation, which is to last sometimes for years, is to be entered into and, to avoid trouble and litigation, the "meeting of the minds" must be exact on all points. On the one hand the interests of the corporation or individual for whom the work is to be done must be carefully safeguarded; on the other hand, no injustice must be done the contractor, nor any provisions introduced or omitted which will prevent him from making an honest profit on his work. The author, who has a wide experience in Civil Engineering work, has tried first to develop a logical system of preparing specifications, and to present a method of avoiding the mistakes and omissions all too common in papers of this kind. He has also attempted to cover all types of specifications from railroad work, bridges, culverts, excavations, fills, tunnels, and road-beds to country and city paving. In addition to typical specifications, the proposal, agreement, and contract forms are discussed and illustrated. Advice is also given as to the points to be considered and avoided in drawing up a set of specifications and in properly drafting a contract. Joe's position is that lawyers have no business writing specifications, that being the designer's province. Joe Goldbloom and I first met in 1964, while serving together on the ASCE Committee on Contract Administration. Joe became my teacher, mentor, and friend. Underlying our good natured debate was the serious issue of the technical qualifications required of a specifications writer. As a matter of fact, specifi cations writing traditionally has fallen in a crack between the two professions. Specifications writing typically is neither taught in engineering school nor in law school. Engineers are taught how to design; lawyers are taught how to draft contracts. Specifications writing requires mastery of the technical elements of design as well as the skills of contract drafting. Specifications writing is neither glamorous nor sexy; it is often viewed as a necessary evil of the designer's job.

HISTORICAL BACKGROUND In the late 1950s many members of the design professions-Engineers as well as Ar chitects-became concerned about their exposure to claims for professional malprac tice and particularly about the increasing number of claims that had been successfully brought against them arising out of their Construction Phase activities. This led to special studies sponsored by the American Institute of Architects and the Engineers joint Counsel. The outcome was twofold: the development of a policy of professional liability insurance to insure Engineers and Architects against errors and omissions in the performance of their professional services, and the review and development of the customary contractual arrangements defining the design profeSSional's undertakings vis a vis his client (the Owner), the Project to be designed, and the Contractor who was to implement that design. At the outset, the AlA's Owner-Architect Agreement (No. B131), General Conditions (No. A201) and the Owner-Contractor Agreements (Nos. A101 & 111) were the documents most frequently used by design professionals, and these received particular attention. In the early 1960s it became apparent that there was a need for a separate series of documents prepared to address these relationships when the Project to be designed involved primarily engineering considerations. The number of Projects for which the Engineer was employed by the Owner as the prime professional to handle the Project design and construction administration was increasing.
