Available in PDF, EPUB and Kindle. Book excerpt: Field Manual (FM) 3-19.15 addresses continental United States (CONUS) and outside continental United States (OCONUS) civil disturbance operations. Today, United States (US) forces are deployed on peacekeeping, peace enforcement, and humanitarian assistance operations worldwide. During these operations, US forces are often faced with unruly and violent crowds intent on disrupting peace and the ability of US forces to maintain peace. Worldwide instability coupled with increasing US military participation in peacekeeping and related operations requires that US forces have access to the most current doctrine and tactics, techniques, and procedures (TTP) necessary to quell riots and restore public order. In addition to covering civil unrest doctrine for OCONUS operations, FM 3-19.15 addresses domestic unrest and the military role in providing assistance to civil authorities requesting it for civil disturbance operations. It provides the commander and his staff guidance for preparing and planning for such operations. The principles of civil disturbance operations, planning and training for such operations, and the TTP employed to control civil disturbances and neutralize special threats are discussed in this manual. It also addresses special planning and preparation that are needed to quell riots in confinement facilities are also discussed. In the past, commanders were limited to the type of force they could apply to quell a riot. Riot batons, riot control agents, or lethal force were often used. Today, there is a wide array of nonlethal weapons (NLW) available to the commander that extends his use of force along the force continuum. This manual addresses the use of nonlethal (NL) and lethal forces when quelling a riot.

Book excerpt: As the Cold War ended with the fall of the Berlin Wall and the collapse of Soviet communism in 1989, the Army was no longer concerned with containing the aggressive Soviet Union. The US Army began to transform because the battlefield on which it would fight had changed. Operations Just Cause, Joint Endeavor, Desert Shield, and Desert Storm have all been recognized as containing nontraditional battlefields. Following these operations, the Army was called upon to conduct peacekeeping, peace enforcement, and humanitarian assistance operations. These operations required US forces to protect refugees and humanitarian workers and keep hostile factions separate to enforce peace. Field Manual (FM) 3-19.15 addresses continental United States (CONUS) and outside continental United States (OCONUS) civil disturbance operations. Today, United States (US) forces are deployed on peacekeeping, peace enforcement, and humanitarian assistance operations worldwide. Book excerpt: Research objectives are to enhance the understanding of social and psychological factors that incite, perpetuate, and enlarge civil unrest before and during civil disturbances, and to identify management techniques to be employed by the Army to counteract these social and psychological forces. Concentration is directed toward historical precedence for Federal intervention, the principles of collective behavior as applied to civil disorders, the social and psychological dynamics of American society which contribute to civil disturbances, the authority of a commander and his troops when ordered into a city to quell a riot, and the civil or criminal liability they may incur should they exceed their authority. Research methodology includes the study of individual and government research reports and an examination of academic documents containing current philosophies and doctrine.

This book was released on 2002-04-01 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is the latest edition of an important U.S. Army field manual (FM 19-15) covering the procedures and tactics used by the military in civil disturbances. Early chapters focus on basic principles and concepts, but most of the book provides detailed descriptions (with illustrations) of real street-level tactics to handle disturbances. Some of the techniques covered include: * Isolating the Area * Protecting Likely Targets * Establishing Area Control * Neutralizing Special Threats * Force Options * Crowd Control Formations * Riot Control Agents * Riot Batons (baton grip and positions, offensive and defensive techniques) * Extreme Force Options (ring airfoil, shotguns, rifles, machine guns) * Apprehension and Detention Operations. The book states up front: ?The purpose of this field manual is to provide guidance for the commander and his staff in preparing for and providing assistance to civil authorities in civil disturbance control operations. It discusses the principles, policies, and legal considerations that govern the commitment of federal forces to civil disturbance control operations, the principles of civil disturbance control operations, planning and training for such operations, and the operational tasks and techniques employed to control civil disturbances and neutralize special threats. This guidance is intended for use of both active and reserve component US Armed Forces. Commanders of federal installations that use nonmilitary personnel, such as DOD police or contract security guards, for security must consult current DOD policy on the use of such personnel in civil disturbance control operations.
