The city of New Orleans and the nuclear attack postulated in the Five City Study are used as a situation model. These requirements embrace communications between the central city and the MTS area, within the MTS area, between the MTS area and the adjacent communities and counties, and people-to-people civil defense communications. The additional communications, including alternative configurations needed to implement the MTS concept are tabulated in terms of telephone, radio facilities, reserve power supplies, and personnel. The added requirements under the MTS concept are compared with those under the current in-city shelter concept, and conclusions and recommendations concerning the magnitude and costs of the increased needs are stated. The urban population would be relocated to these shelters during periods of high international tension. The labor force, however, would commute from the MTS area to work locations in the central city to maintain industrial production and essential services while in the MTS posture. The proportion of the labor force commuting to the city would vary depending upon the degree of threat and the imminence of attack.

A generalized methodology is developed for the determination of CD communications requirements including telephone and radio circuits, equipments, and facilities and complementary doctrine (plans and standard operating procedures) for any county, state region, and state. A brief study is also presented concerning the CD communications implications of the OCD Concept of Operations Under Nuclear Attack. (Author).

Embraced in the study are the review of San Jose's CD organization, and facilities; CD concept of emergency operations, and direction and control; communications resources and vulnerability; and economic factors. A methodology was developed for the determination of telephone and radio circuitry and associated materiel requirements to support the public fallout shelter system, emergency services and CD-supporting agencies' operations of this community, as well as for the complementary communications plans and procedures. The grade of communication service based on an analysis of critical traffic generated during the trans and post attack phases was used as the criterion in the determination of circuit requirements. A basic objective of the study was to provide a practical approach for the derivation of a generalized methodology for determining the CD communications requirements of any community. (Author).
