Book excerpt: During the last decade, forced internal displacement in Colombia has been a growing phenomenon closely linked to the escalation of the internal armed conflict, particularly in rural areas. The displacement problem has affected nearly every region and vulnerable groups of the population. Two emerging policy questions are whether the magnitude of the response to this problem has been proportional to its size and to what extent the instruments chosen are the most adequate to address it. The purpose of this paper is twofold. First, to identify the determinants of displacement behavior and to compare these findings with standard migration literature. Second, to estimate the burden or welfare losses of displacement. Empirical evidence shows that the welfare loss of displacement is considerable and amount to 37 percent of the net present value of rural lifetime aggregate consumption for the average household. This loss is estimated for each household with a method that derives welfare changes from behavioral model estimates, widely used in environmental economics. Our empirical findings also show that the level of violence at the origin site is not only the dominant factor of displacement behavior, but also that in a violent environment other migration determinants have the opposite effect, relative to the one expected by the migration literature in a non-violent context. That is, the violent environment modifies the migration incentives for risk aversion, access to information, the planning horizon, and location-specific assets, human and non-human.

While land remains a key resource at the core of many contemporary civil wars, the impact of high-intensity armed violence on the formation of agrarian capitalism is seldom discussed. Drawing on nearly 200 interviews, archival research, and geographical data, this book examines land grabbing and the role of violence in capital with a particular focus on one key actor in the Colombian civil war: paramilitary militias. This book demonstrates how the intricate ties between armed conflict and economy formation are obscured by the widespread belief that violence is a radical form of action, breaking with the normal course of society and disconnected from the legal economy. Under this view, dispossession is perceived as diametrically opposed to capitalist accumulation. This belief is enormously influential in precisely those bureaucratic agencies that are in charge of peacebuilding, both domestically and internationally. However, this narrow view of the relationship between armed violence and capitalism belies the close ties between plunder and lawful profit, and obscures the continuity between violent dispossession and the free market. By the same token, it legitimizes post-war inequality in the name of capitalist development. The book concludes by arguing that the promotion of radical democracy in the government of land and rural development emerges as the only reasonable path for pacifying a violent polity. The book is essential reading for students, scholars, and development aid practitioners interested in land and resource grabbing, agrarian capitalism, civil wars, and conflict resolution.

Migration is one of the oldest adaptation measures of humanity. Indeed, without migration the multitude of civilizations and interactions between them – peaceful and otherwise – would be hard to imagine. The United Nations (UN)-led global dialogue on migration is a clear sign that governments and the specialized UN agencies and bodies have recognized the need to view, govern, manage, and facilitate migration; to mitigate its negative effects; and to capitalize on the positive ones. It is a common expectation among experts that environmentally induced migration will further increase in the decades to come. Hence, next to the political, economic, ethnic, social, financial, humanitarian, and security aspects of migration, the environmental component should urgently be considered in the ongoing international dialogue on migration. This need is also a challenge. Without appropriate scientific knowledge, assessment, definitions, and classifications, the intergovernmental frameworks would not be able to deal with these complex phenomena. The Five-Pronged-Approach as formulated by the United Nations University (UNU) may serve as a framework to identify the additional dimensions of this challenge next to – and actually simultaneously with – the scientific one.
