Book excerpt: This publication, Field Manual FM 3-57 Civil Affairs Operations April 2019, provides Army commanders with the information necessary for the integration of Civil Affairs (CA) capabilities in support of unified land operations. It also provides the doctrinal basis for the conduct of Civil Affairs operations (CAO) in support of civil-military operations (CMO).FM 3-57 clarifies the role of CA forces in the execution of CAO, and in support of CMO, with regard to the missions, employment, support requirements, capabilities, and limitations of these forces. CA forces execute CAO in support of unified land operations in all theaters across the range of military operations to achieve unified action. A force multiplier for every commander, CA forces are one of the primary resources a commander has to assist in dealing with the complex and ever-changing civil component of the operational environment (OE). CA forces are trained, organized, and equipped to plan, execute, and assess CAO in support of Army and joint operations. Their cultural orientation, regional expertise, linguistic capabilities, advisory ability, and civilian acquired professional skills paralleling common government functions are essential elements to the successful completion of the commander's mission. The principal audience for FM 3-57 is the leadership of the Army, officers, and senior noncommissioned officers who command Army forces or serve on the staffs that support those commanders of operations at all levels of war. It is also an applicable reference for the civilian leadership of the U.S. interagency organizations. Although written primarily to assist the Army Service component command, Army corps, Army divisions, brigade combat teams, and maneuver enhancement brigades with the integration of CAO in planning, preparing for, executing, and assessing unified land operations, this FM is applicable for joint force operations as well.FM 3-57 applies to the Active Army, the Army National Guard/Army National Guard of the United States, and the United States Army Reserve (USAR) unless otherwise stated. The proponent of FM 3-57 is the U.S. Army Special Operations Center of Excellence, USAJFKSWCS.

Book excerpt: This Army Field Manual establishes the tactics, techniques, and procedures (TTP) used by individuals, teams, and units of United States (U.S.) Army and United States Marine Corps (USMC) Civil Affairs (CA) forces, as well as planners of civil-military operations (CMO) at the strategic, operational, and tactical levels of operation. The TTP prescribed in this manual are used when engaging other government agencies, indigenous populations and institutions, international organizations, and other nonmilitary entities in support of conventional and special operations (SO) missions. This manual elaborates on doctrine contained in Field Manual (FM) 41-10, Civil Affairs Operations. The focus of FM 3-05.401 is on "how to" conduct CA operations and CMO at the strategic, operational, and tactical levels of operation and at the national, provincial, and local levels of government. Available in PDF, EPUB and Kindle. Book excerpt: Since the Cold War, peace operations have become the core focus of many Western armed forces. In these operations, the division between civil and military responsibilities often rapidly blurs. Among policy makers and in military circles, a debate has erupted regarding the scope of the military in stabilizing and reconstructing war torn societies. Should soldiers, who primarily prepare for combat duties, observe a strict segregation between the "military sphere" and the "civilian sphere" or become involved in "nation building"? Should soldiers be allowed to venture into the murky arena of public security, civil administration, humanitarian relief, and political and social reconstruction? In Soldiers and Civil Power, Thijs Brocades Zaalberg draws on military records and in-depth interviews with key players to examine international operations in the 1990's in Cambodia, Somalia, Bosnia, and Kosovo. Focusing his historical analysis on the experiences of various battalions in the field, he reveals large gaps between this tactical level of operations, political-strategic decision making and military doctrine. By comparing peace operations to examples of counterinsurgency operations in the colonial era and military governance in World War II, he exposes the controversial, but inescapable role of the Western military in supporting and even substituting civil authorities during military interventions. At a time when US forces and its allies struggle to restore order in Iraq and Afghanistan, Brocades Zaalberg’s in-depth study is an invaluable resource not only for military historians, but anyone interested in the evolving global mission of armed forces in the twenty-first century.

Book excerpt: This aid is published to assist Civil Affairs (CA) soldiers as they conduct CA support to special operations forces (SOF) Army, joint, and coalition forces. It is critical that CA elements at all echelons properly plan and execute their missions to enhance the supported commander's successful mission accomplishment. In today's operational environment, the military decision-making process (MDMP) is vital to allowing the commander to make informed decisions to maximize success with minimum risk. Never in history has the role of CA in MDMP been more critical than now. Planning in all phases and at all levels of the operation will be enhanced through the use of this aid. From the basic principles of CA planning through determination of measures of effectiveness (MOEs), this graphic training aid (GTA) outlines and provides examples of successful CA planning. This GTA provides valuable time-saving information on how to conduct a quick but valuable assessment of the operational area to assist the commander in making informed decisions. Incorporating SPHERE Project and United Nations Office of the High Commissioner for Refugees (UNHCR) emergency indicators and standards into emergency humanitarian assistance (HA) assessments will make those assessments more accurate, timely, and resource efficient. The interaction between CA personnel and agency representatives has never been more important than it is today. This GTA contains valuable advice on how to interact with these organizations and with local government officials. CA forces are combat multipliers with unique capabilities to influence and support the commander's mission accomplishment in war and peace. Unless this publication states otherwise, masculine nouns and pronouns do not refer exclusively to men.

Available in PDF, EPUB and Kindle. Book excerpt: Recent military operations in Haiti and Bosnia have shown that civil-military tasks are crucial to the overall accomplishment of the mission. Operations of this nature require coordination of U.S. interagency participants, international relief organizations, and military participants. Current U.S. policy for interagency coordination of Complex Contingency Operations is contained in Presidential Decision Directive 56. This directive does not consider the important role of the Combatant CINC in planning or executing the civil-military objectives inherent in this type of operation and how they must be synchronized with the interagency process. This paper will focus on integration of the interagency process and Civil Affairs Campaign Planning by the Combatant CINC. It will analyze interagency and military aspects of planning, training, force requirements, coordination, deployment, and employment of interagency and military assets in a complex contingency operation while providing recommendations on improving this relationship.
