Forty years on, they have made a notable impact in American political life. They have voter participation rates higher than most other Asian American ethnic groups, and they have won seats in local and state legislative bodies. Yet the average level of education among Hmong Americans still lags behind that of the general U.S. population and high rates of poverty persist in their community, highlighting a curious disparity across the typical benchmarks of immigrant incorporation. Carolyn Wong analyzes how the Hmong came to pursue politics as a key path to advancement and inclusion in the United States. Drawing on interviews with community leaders, refugees, and the second-generation children of immigrants, Wong shows that intergenerational mechanisms of social voting underlie the political participation of Hmong Americans. Younger Hmong Americans engage older community residents in grassroots elections and conversation about public affairs. And in turn, within families and communities, elders often transmit stories that draw connections between ancient Hmong aspirations for freedom and contemporary American egalitarian projects.

In response to the devastation, an unprecedented wave of volunteers and civic associations streamed into Sichuan to offer help. The Politics of Compassion examines how civically engaged citizens acted on the ground, how they understood the meaning of their actions, and how the political climate shaped their actions and understandings. Using extensive data from interviews, observations, and textual materials, Bin Xu shows that the large-scale civic engagement was not just a natural outpouring of compassion, but also a complex social process, both enabled and constrained by the authoritarian political context. While volunteers expressed their sympathy toward the affected people's suffering, many avoided explicitly talking about the causes of the suffering—particularly in the case of the collapse of thousands of schools. Xu shows that this silence and apathy is explained by a general inability to discuss politically sensitive issues while living in a repressive state. This book is a powerful account of how the widespread death and suffering caused by the earthquake illuminates the moral-political dilemma faced by Chinese citizens and provides a window into the world of civic engagement in contemporary China.

Civic Hopes and Political Realities shows that while immigrant organizations play an important role in the lives of members, their impact is often compromised by political marginalization and a severe lack of resources. S. Karthick Ramakrishnan and Irene Bloemraad examine community organizations in six cities in California and find that even in areas with high rates of immigrant organizing, policymakers remain unaware of local ethnic organizations. Looking at new immigrant destinations, Kristi Andersen finds that community organizations often serve as the primary vehicle for political incorporation—a role once played by the major political parties. Floris Vermeulen and Maria Berger show how policies in two European cities lead to very different outcomes for ethnic organizations. Amsterdam's more welcoming multicultural policies help immigrant community groups attain a level of political clout that similar organizations in Berlin lack. Janelle Wong, Kathy Rim, and Haven Perez report on a study of Latino and Asian American evangelical churches. Els de Graauw finds that many non-profit organizations without explicitly political agendas nonetheless play a crucial role in advancing the political interests of their immigrant members. Recent cuts in funding for such organizations, she argues, block not only the provision of key social services, but also an important avenue for political voice. Looking at community organizing in a suburban community, Sofya Aptekar finds that even when immigrant organizations have considerable resources and highly educated members, they tend to be excluded from town politics. Some observers worry that America's increasing diversity is detrimental to civic life and political engagement.
