Book excerpt: After Ethnic Conflict: Policy-making in Post-conflict Bosnia and Herzegovina and Macedonia investigates how sensitive policy issues can be resolved in the aftermath of war by investigating how political elites interact and make decisions in ethnically divided societies. Focussing on the interactions between political elites and attempts to reach agreement across ethnic lines in Bosnia and Macedonia the book examines the impact that institutional factors can have on political actors and the decisions they make. Examining domestic factors and external influence in politics, Cvete Koneska identifies four key drivers of post-conflict cooperation: cross-cutting identities, minority veto powers, territorial autonomy, and informal practices to explain inter-ethnic political accommodation. By looking beyond the immediate post-conflict landscape, created by foreign peace negotiators and aid missions, to the internal political process she shows the real reasons political actors cooperate and how competing ethnic tensions are reconciled following ethnic conflict. Delving deeper into specific policy areas to compare successful and unsuccessful attempts at ethnic accommodation this book explores the factors behind the different policy outcomes that sustain or undermine peace and ethnic cooperation in ethnically divided societies.

In fact, there are problems across all three measures, including with judicial independence, with the rule of law, and with civic values. On the last of these, research findings show that the citizens of Kosovo rank extremely low on trust of other citizens, low on engagement in social organizations, and tolerance of gays, lesbians, and atheists, but high on trust in the political institutions of their country and in pride of their newly independent state.

Book excerpt: This paper discusses the first phase, to be constructed from 2015 to mid-2019, comprises a 41-kilometer section that is to provide an efficient and safe transport link between Podgorica and the poorest northern region in Montenegro. It runs through the mountainous terrain in the center of the country that is economically undeveloped. Due to its large cost (25 percent of 2017 GDP), the first phase of the highway has used up most of Montenegro’s fiscal space and will crowd out other productive spending. For the foreseeable future, the second and third parts of the highway could only be financed with concessional funds, because loans would destabilize the debt sustainability of Montenegro. The government’s main motivation for this large project is the need to improve connectivity, particularly to Europe through Serbia, boost tourism and trade, improve road safety, and strengthen national security. The highway is a part of Montenegro’s plans to integrate the Montenegrin transport network with those of neighboring countries.
