Por último se denuncia la hiperinflación carcelaria europea más o menos análoga a la observada en Estados Unidos, y donde el papel que en ésta le cabe a los negros sería asignado a extranjeros y cuasi extranjeros e inmigrantes.

Arqueología, cuerpo(s) y mirada(s), plantea que las imágenes son vínculos entre distintas épocas y culturas, son síntomas e indicios que dejan huellas en el imaginario cultural. Son la elegíaca memoria como musa que deambula por los tiempos pero fuera de los tiempos (genealogía) o, en otros términos, las imágenes son Mnemosyne, es decir, la musa de todas las musas. Una arqueología de la imagen, implica considerar a la imagen desde la intermedialidad (entre-medios), los cuerpos y las miradas. Concebirla desde una crítica de la cultura en una contemporaneidad atravesada por la crisis. La pregunta ¿qué son las imágenes? que se formula desde la debilidad de cierta inocencia de la escritura, adquiere toda su dimensión desde el momento en que se confunde imagen con visualidad o imagen con medios audiovisuales, dejando por el camino todos los restos de imágenes que no son visuales. Aún más, ese debate se torna más complejo, cuando en su trasfondo está la «memoria» del holocausto (o de los holocaustos); las imágenes de la crisis política, económica y social o los miles de refugiados, en la paradigmática imagen de un niño muerto en la playa, deambulando por geografías europeas. La imagen es, en efecto, «nómada», viaja por territorios y culturas. But development has been uneven and has taken a toll: As recently as the early 1980s, nearly a quarter of the city's almost three million inhabitants did not have running water in their homes. At the same time, heavy industry - especially steel, iron, chemical, and paper works - were major users of water in their production processes.Extensive industrialization coupled with a lack of infrastructure development astonishing in a major industrial city raises serious questions about the process of planning urban services in Mexico. Bennett uses the water crisis of the 1980s as a lens through which to reveal this planning process and the provision of public services in Monterrey. She finds three groups who were central to the evolution of the city's water system: federal and state government leaders, the regional private sector elite (the Grupo Monterrey), and women living in the low-income neighborhoods of the city.Bennett unravels the politics of water in Monterrey by following three threads of inquiry. First, she examines the water services themselves - what was built, when, why, and who paid for them. She then reveals the response of poor women to the water crisis, analyzing who participated in protests, the strategies they used, and how the government responded. And, finally, she considers the dynamics of planning water services for the private sector and the government in investment and management. In the end, Monterrey's water services improved because power relations shifted and because poor women in Monterrey used protests to make national news out of the city's water crisis.The Politics of Water makes a significant contribution to the emerging scholarship on regional politics in Mexico and to a deeper understanding of the Monterrey region in particular. Until recently, most scholarly writing on Mexico spoke of the national political system as a monolithic whole. According to the same CEPAL, in 2002 44 per cent of the population of Latin America was poor, whereas 19.40 per cent were living in extreme poverty, indigence or misery. Seen in another way, the poverty in Latin America increased in that period of 20 years, from 1970 to 1990, 38.97 per cent. At the moment, in Latin America there are 225 million poor people. Trata de las diversas formas de marginación, según los modos de ser, modos de actuar o modos de pensar de los individuos estudiados, donde no están todos los grupos marginales sino solo una muestra, no circunscritos al-Andalus sino a otras poblaciones y regiones del Islam. La primera de estas secciones se refiere a los que sufrieron algún tipo de privación o personalidades estigmatizadas: pobres, homosexuales, eunucos¿ Los autores de los artículos prestan atención al tema de la construcción de la identidad cultural, a través de la dialéctica de la inclusión o exclusión en un conjunto de individuos u otro. En la segunda, los artículos versan sobre los diversos modos de comportamiento que, en cierto momento, ocasionaron críticas por parte de los autores de obras. Los individuos considerados aquí transgresores de las normas son con mucha frecuencia ciudadanos perfectamente integrados en los grupos sociales y su rechazo puede estar condicionado por factores diversos, temporales o parciales., sufriendo en ocasiones por desobediencia a la ley sagrada, crítica, marginación o condena. La tercera sección se ocupa de los distintos grupos pertenecientes a las élites intelectuales que, por sus creencias o por la práctica de una determinada doctrina son considerados diferentes por las fuentes o por ellos mismos. Se encuentran aquí individuos que se autodiferencian, y se autoexcluyen por una valoración positiva por lo general de sí mismos (filósofos, etc.), considerándose incomprendidos e infravalorados por el resto de la sociedad, al estimarse superiores de manera excepcional.
