Book excerpt: The April 2019 Global Financial Stability Report (GFSR) finds that despite significant variability over the past two quarters, financial conditions remain accommodative. As a result, financial vulnerabilities have continued to build in the sovereign, corporate, and nonbank financial sectors in several systemically important countries, leading to elevated medium-term risks. The report attempts to provide a comprehensive assessment of these vulnerabilities while focusing specifically on corporate sector debt in advanced economies, the sovereign–financial sector nexus in the euro area, China’s financial imbalances, volatile portfolio flows to emerging markets, and downside risks to the housing market. These vulnerabilities require action by policymakers, including through the clear communication of any changes in their monetary policy outlook, the deployment and expansion of macroprudential tools, the stepping up of measures to repair public and private sector balance sheets, and the strengthening of emerging market resilience to foreign portfolio outflows. This GFSR also takes an in depth look at house prices at risk, a measure of downside risks to future house price growth—using theory, insights from past analyses, and new statistical techniques applied to 32 advanced and emerging market economies and major cities. The chapter finds that lower house price momentum, overvaluation, excessive credit growth, and tighter financial conditions predict heightened downside risks to house prices up to three years ahead. The measure of house prices at risk helps forecast downside risks to GDP growth and adds to early-warning models for financial crises. Policymakers can use estimates of house prices at risk to complement other surveillance indicators of housing market vulnerabilities and guide macroprudential policy actions aimed at building buffers and reducing vulnerabilities. Downside risks to house prices could also be relevant for monetary policymakers when forming their views on the downside risks to the economic and inflation outlook. Authorities considering measures to manage capital flows might also find such information useful when a surge in capital inflows increases downside risks to house prices and when other policy options are limited.

Exacerbating this polarization, the federal government has largely abandoned urban policy. Most officials, educators, and citizens have been at a loss to create workable solutions to these complex, widespread trends. And until now, there has been no national discussion to adequately and practically address the future of America's metropolitan regions. Metropolitics is the story of how demographic research and state-of-the-art mapping, together with resourceful and pragmatic politics, built a powerful political alliance between the central cities, declining inner suburbs, and developing suburbs with low tax bases. In an unprecedented accomplishment, groups formerly divided by race and class--poor minority groups and blue-collar suburbanites--together with churches, environmental groups, and parts of the business community, began to act in concert to stabilize their communities. The Twin Cities of Minneapolis and St. Paul believed that they were immune from the forces of central city decline, urban sprawl, and regional polarization, but the 1980s hit them hard. The number of poor and minority children in central-city schools doubled from 25 to 50 percent, segregation rapidly increased, distressed urban neighborhoods grew at the fourth fastest rate in the United States, and the murder rate in Minneapolis surpassed that of New York City. These changes tended to accelerate and intensify as they reached middle- and working-class bedroom communities, which were less able to respond and went into transition far more rapidly. On the other side of the region, massive infrastructure investment and exclusive zoning were creating a different type of community. In white-collar suburbs with high tax bases, where only 27 percent of the region's population lived, 61 percent of the region's new jobs were created. As the rest of the region struggled, these communities pulled away physically and financially. In this powerful book, Myron Orfield details a regional agenda and the political struggle that accompanied the creation of the nation's most significant regional government and the enactment of land use, fair housing, and tax-equity reform legislation. He shows the link between television and talk radio sensationalism and bad public policy and, conversely, how a well-delivered message can ensure broad press coverage of even complicated issues. Metropolitics and the experience of the Twin Cities show that no American region is immune from pervasive and difficult problems. Orfield argues that the forces of decline, sprawl, and polarization are too large for individual cities and suburbs to confront alone. Book excerpt: The rapid eclipse of Chartism, and the relative tranquility of the period 1848-67 has been one of the most enduring puzzles of nineteenth-century British history. This book takes a fresh look at this conundrum, treating the period between the Reform Acts of 1832 and 1867 as a coherent whole for the first time. It suggests that previous depictions of 1848 as a watershed in British history have both exaggerated the nature of the transitions which occurred at mid-century, and have over-estimated both the collapse of radical attitudes and the fading of working-class resentment. The experiences of the Manchester working class show that poverty, unemployment and hardship persisted through the mid-Victorian boom. While some workers may have taken advantage of economic opportunities and the various movements of social and moral reform promoted by the middle class to acquire respectability, in general, attempts at middle-class ’moral imperialism’ brought only marginal changes to popular culture and attitudes. Instead, it is argued, the roots of the radical collapse and of political stability lie elsewhere: in the initial failure of radical leaders to sustain a firm consensus on effective strategies of reform, and in changes in the political culture of the mid-century city which closed off spaces in which independent working-class politics could continue to function. In the context of the most important industrial city of the era, this study provides a wide-ranging analysis of the complex forces which forged the uneasy compromise on which mid-nineteenth century stability rested.
