Today the Cincinnati Police Department boasts a dedicated staff of more than 1,000 sworn officers. Throughout its 200-plus years, the department has celebrated many firsts, such as being the first police agency to use telephones, and has also persevered through some difficult times, the most recent being the 2001 race riots. The Cincinnati police have won such awards as the Best Community Police Program by National League of Cities, the Governor's Community Policing Award of Excellence, and more than 35 local, state, national, and international awards. Programs like the Cadet/Intern Program, the Civilian Volunteer Program, the Juvenile Aid Bureau, the Youth Services Section, and the Citizens Police Academy are ways the police have reached out to the community to educate and protect over the years.

CPD polices differently than it did in 2001. But without a concerted effort, black Cincinnati residents will likely remain less satisfied than whites with CPD.

Book excerpt: In 2002, the Cincinnati Police Department (CPD), the Fraternal Order of Police, and the American Civil Liberties Union (ACLU) entered into a collaborative agreement. This agreement pledges its signatories (the parties) to collaborate in efforts to resolve social conflict, improve community relations, and avoid litigation. The agreement requires the CPD to implement a variety of changes, most notably the adoption of Community Problem-Oriented Policing (CPOP) as a strategy for addressing crime problems and engaging the community. Other provisions of the agreement require the CPD to establish a civilian complaint review process. The collaborative agreement incorporates a previous agreement between the CPD and the U.S. Department of Justice on use-of-force issues. The agreement specifies the need to evaluate achievement of its goals. In 2004, the parties contracted with RAND to conduct this evaluation. These goals are assessed through a variety of evaluation mechanisms, including surveys of citizens and of CPD officers; analyses of motor vehicle stops and of CPD staffing patterns; periodic observations of structured meetings between citizens and representatives of the CPD; and a review of CPD statistical compilations. The collaborative agreement requires an annual assessment of progress toward the agreement2s goals. This report is the first such annual review.

Book excerpt: Prescriptive package designed to assist police managers to improve the success of their departments' criminal investigation efforts. While skilled detectives are often essential, there are a number of new methods police managers can adopt to improve investigative success. Management issues addressed include budgeting and allocating resources; improving relationships with the prosecutor; interacting with the public, especially victims and witnesses; improving relationships between investigators and patrol officers; decentralizing detective assignments, particularly in neighborhood team policing approaches; using civilian employees for investigative tasks; assigning personnel; supervising and training investigative personnel; improving investigative procedures; and conducting investigative activities not related to specific cases. The suggestions are based on an examination of the investigative practices of six selected police departments, a review of the relevant literature and recent experiments in other departments, and the observations and conclusions of a panel of experienced police officials. It is especially interesting to note that many of the ideas require little or no additional resources. This report is written primarily for police chiefs and heads of detective units, but should also be of interest to other police officials and to local government officials such as city managers.
