Since then, the year that has passed has been fraught with uncertainty but has also brought signs of hope. Indeed, the past year was marked by the outbreak of the deepest and most p- vasive nancial and economic crisis since the Great Depression of 1929, a crisis generated in the United States but whose negative repercussions have spread at a phenomenal rate throughout the planet. The impact of this crisis on the p- ples of Latin America and the Caribbean will undermine the region’s prospects for economic growth, employment, and poverty alleviation. This was the year in which United States citizens elected Barack Obama as their President, a clear sign of new hope. This hope was tangible at the Fifth Summit of the Americas, held in 2009 in Port of Spain, which marked a turning point in the relations between the countries that make up this hemisphere. The open posture of the United States and that country’s readiness to listen rather than to impose any particular position and its willingness to engage in dialogue on an equal footing were positive signs. Moreover, it was generally admitted that there is not just one model for advancing successfully toward development.

Al respecto, se han desarrollado diferentes variantes: Sistema Nacional de Innovación (SNI), Sistema Regional de Innovación (SRI) y el Sistema Sectorial de Innovación (SSI). El concepto que definió al SNI como "el conjunto de instituciones que interactúan para desarrollar, difundir, transferir y aplicar conocimientos y tecnologías en una nación", apareció en los años ochenta en los estudios de algunos economistas. Este enfoque cuestionó el concepto de innovación del modelo lineal, según el cual la investigación y el desarrollo (I+D) es una actividad formal y secuencial que se desarrolla únicamente en el laboratorio, e involucró una definición que considerara a la innovación como un proceso interactivo y acumulativo, alcanzado en otros espacios diferentes al laboratorio, como en el caso de las empresas en donde la innovación se expresa de diferentes maneras. Esta forma de análisis tomó fuerza en la década del noventa, y logró adquirir un reconocimiento importante en los ámbitos académico y político, en el caso de este último logró que diferentes organizaciones internacionales (OCDE, UNCTAD, el Banco Mundial y el FMI), adoptaran el concepto de innovación del SNI.

Book excerpt: During the late twentieth and early twenty-first centuries, dictatorships in Latin America hastened the outward movement of intellectuals, academics, artists, and political and social activists to other countries. Following the coups that toppled democratically elected governments or curtailed parliamentary oversight, the incoming military or civilian-military administrations assumed that, by forcing those aligned with opposition movements out of the country, they would assure their control of politics and domestic public spheres. Yet, by enlarging a diaspora of co-nationals, the authoritarian rulers merely extrapolated internal dissent and conflicts, emboldening opposition forces beyond their national borders. Displaced individuals soon had a presence in many host countries, gaining the support of solidarity circles and advocacy networks that condemned authoritarianism and worked with exiles and internal resistance towards the restoration of electoral democracy. Exiles soon became vehicles for spreading cultural ideas from abroad, celebrating cosmopolitanism over nationalism, and emphasizing human rights and democracy in Latin American countries. Exile, Diaspora, and Return explores how Argentina, Chile, Paraguay, and Uruguay have been affected by post-exilic relocations, transnational migrant displacements, and diasporas. Specifically, this book provides the first comprehensive analysis of diasporic experiences and the impact of returnees on the public life, culture, institutions, and development of post-authoritarian politics in the Southern Cone of the Americas.
