Book excerpt: This paper provides an overview of conceptual understandings of, and methodological research issues on, the relationship between chronic, or long-term, poverty and processes of migration. The paper presents a framework to enable an analysis of social relations and processes of exclusion, and the ways in which these are structured around poverty-related capitals. While livelihood strategies are diverse and multiple, for many poor people, migration represents a central component of these. This paper explores how research can be carried out to examine the characteristics of those who move and those who stay, the processes by which they are compelled or excluded from adopting migration as a livelihood strategy and the circumstances under which migration sustains chronic poverty or presents an opportunity to move out of poverty. Subsequently the paper addresses some of the implications of current migration-related policies for chronic poverty. Taking chronic poverty to mean the intergenerational transfer of poverty and recognising that those amongst the chronically poor are the least likely to benefit from current national and international development efforts (Hulme et al 2001), this paper identifies possible future research priorities for the Chronic Poverty Research Centre into the relationship between moving, staying put and chronic poverty.

It also requires understanding the dynamic nature of poverty or the fact that many of those who are poor are able to move out of poverty as well as the fact that many others who are not poor become impoverished. These are the issues that are comprehensively examined and addressed in this book. In addition to students, teachers and researchers in the areas of development, economic growth, equity and welfare, the book is also of great interest to policy makers, planners and non‐government agencies who are concerned with understanding and addressing poverty-related issues in the developing countries.

Book excerpt: China has achieved remarkable progress in poverty alleviation since the start of its reform process, with rural poverty having dropped from 30.7 per cent in 1978 to 2.6 per cent in 2005. Rural-urban labour migration on an unprecedented scale played a vital role in rural income growth, poverty reduction and economic development. Empirical evidence shows that while the vast rural to urban migration does not significantly increase urban income poverty, labour market discrimination and social exclusion expose rural migrants to many risks and vulnerabilities in the cities, where the poor are becoming increasingly marginalised. Capacity building for the poor, the adoption of an integrated labour market system that also takes account of migrants, and the creation a of rural social security system are the three important poverty alleviation options promoted by the government. Although migration in China has unique institutional characteristics owing to the existence of the hukou system (Household Registration System), the experience of China has important lessons for our understanding of the impact of migration on development and poverty reduction.

The case studies chapters compiled in this book (from Tanzania, Nepal, Albania and Nicaragua), as well as the last, policy-oriented chapter illustrate the diversity of migration experience and tackle the complicated nexus between migration and poverty reduction. Two main messages emerge: Although evidence indicates that migration reduces poverty, it also shows that migration opportunities of the poor differ from that of the rest. In general, the evidence suggests that the poor either migrate less or migrate to low return destinations. As a consequence, many developing countries are not maximizing the poverty-reducing potential of migration. The main reason behind this outcome is difficulties in access to remunerative migration opportunities and the high costs associated with migrating. It is shown, for example, that reducing migration costs makes migration more pro-poor. The volume shows that developing countries governments are not without means to improve this situation. Several of the country examples offer a few policy recommendations towards this end.

Book excerpt: The Chronic Poverty Report on Growth aims to put in front of economic policymakers in developing countries and international agencies evidence about the type of growth and the policies and interventions that will best allow the poor to escape poverty and stay out of it through growth. Growth does usually reduce poverty, certainly, but with much variation - from substantial impacts, through attenuated impacts - and there are also episodes where it does not, or where growth may be immiserising. The "big idea" embedded in this report is that most governments promote "growth from above", involving large, formal investments, while most people escape poverty through "growth from below", involving small, usually informal, investments by individuals and households, enabled or disadvantaged by their working environments. "Growth from below" is critical for most poor and vulnerable people but remains unrecorded and much harder to promote. Evidence from a growing database of country studies of poverty dynamics shows that most people sustaining their escapes from poverty do so through growth from below, even in countries where growth from above is generating jobs. This report analyses policies and programmatic approaches that directly help people out of poverty through the informal economy, women's economic empowerment and the inclusion of most marginalised groups, agriculture, the rural non-farm economy and migration.
