I make no apology for finding this base in historic Christianity, because, in the historical unfolding of civilization, as it seems to me, the constant factor of genuine growth, is the increasing acceptance of the moral and spiritual sanctions which Jesus Christ laid down in the Christian gospel. This does not of course, mean any narrow, sectarian or theological Christianity. Theological Christianity has been per haps the most constant foe of genuine social advance known in history, because theological Christianity has usually meant ecclesiasticism and ecclesiasticism, um qualified by vigorous and vital civil administration, has uniformly corrupted everything it has controlled. This was inevitable, because no group of men have ever been or ever will be good enough, or wise enough, to have unrestricted supervision over their fellow creatures. Unqualified power has rarely been wisely administered. For this same reason, democracy, without qualifications cannot emerge in anything but tyranny or anarchy. I yield to no man in my devo tion to democracy. But as an unyielding democrat, I do not find myself bound to believe that every plebiscite reveals a mandate from Heaven!
