The issue for Congress addressed in this book is: How should China's military modernisation be factored into decisions about U.S. Navy programs? Several laments of China's military modernisation have potential implications for future required U.S. Navy capabilities. These include theatre-range ballistic missiles (TBMs), land-attack cruise missiles (LACMs), anti-ship cruise missiles (ASCMs), surface-to-air missiles (SAMs), land-based aircraft, submarines, surface combatants, amphibious ships, naval mines, nuclear weapons, and possibly high-power microwave HPM) devices. China's naval limitations or weaknesses include capabilities for operating in waters more distant from China, joint operations, C4ISR (command, control, communications, computers, intelligence, surveillance, and reconnaissance), long-range surveillance and targeting systems, anti-air warfare (AAW), antisubmarine warfare (ASW), mine countermeasures (MCM), and logistics. Observers believe a near-term focus of China's military modernisation is to field a force that can succeed in a short-duration conflict with Taiwan and act as an anti-access force to deter U.S. intervention or delay the arrival of U.S. forces, particularly naval and air forces, in such a conflict. Some analysts speculate that China may attain (or believe that it has attained) a capable maritime anti-access force, or elements of it, by about 2010. Other observers believe this will happen later. Potential broader or longer-term goals of China's naval modernisation include asserting China's regional military leadership and protecting China's maritime territorial, economic, and energy interests. China's naval modernisation has potential implications for required U.S. Navy capabilities in terms of preparing for a conflict in the Taiwan Strait area, maintaining U.S. Navy presence and military influence in the Western Pacific, and countering Chinese ballistic missile submarines. Preparing for a conflict in the Taiwan Strait area could place a premium on the following: on-station or early-arriving Navy forces, capabilities for defeating China's maritime anti-access forces, and capabilities for operating in an environment that could be characterised by information warfare and possibly electromagnetic pulse (EMP) and the use of nuclear weapons. Certain options are available for improving U.S. Navy capabilities by 2010; additional options, particularly in shipbuilding, can improve U.S. Navy capabilities in subsequent years. China's naval modernisation raises potential issues for Congress concerning the role of China in Department of Defense (DOD) and Navy planning; the size of the Navy; the Pacific Fleet's share of the Navy; forward homeporting of Navy ships in the Western Pacific; the number of aircraft carriers, submarines, and ASW-capable platforms; Navy missile defence, air-warfare, AAW, ASW, and mine warfare programs; Navy computer network security; and EMP hardening of Navy systems.

China's reliance on foreign trade and overseas interests such as China's Belt and Road strategy. McDevitt dubs this China's "sea lane anxiety" and traces how this has required the PLA Navy to evolve from a "near seas"-focused navy to one that has global reach; a "blue water navy." The more than 10 years of anti-piracy patrols in the far reaches of the Indian Ocean has acted as a learning curve accelerator to "blue water" status. McDevitt then explores the PLA Navy's role in the South China Sea and the Indian Ocean. He provides a detailed assessment of what the PLAN will be expected to do if Beijing chooses to attack Taiwan potentially triggering combat with America's "first responders" in East Asia, especially the U.S. Seventh Fleet and U.S. Fifth Air Force. He conducts a close exploration of how the PLA Navy fits into China's campaign plan aimed at keeping reinforcing U.S. forces at arm's length (what the Pentagon calls anti-access and area denial [A2/AD]) if war has broken out over Taiwan, or because of attacks on U.S. allies and friends that live in the shadow of China. Book excerpt: The Naval War College has expanded its expertise in the Asia-Pacific Rim region in recent years largely in response to the growing significance of the region to U.S. national security. The College has actively hired prominent scholars and hosted a number of conferences, workshops, and guest speakers focusing on the problems and possibilities facing the Pacific Rim. South and Northeast Asia, after all, are home to some of the world's fastest-growing economies and close American allies, as well as several potential political and diplomatic flashpoints. Even more to the point, China is an ascending economic and military power both in the region and on the world stage. The U.S. Navy plays a leading role in maintaining stability in the region with its strong presence and ability to guard the freedom of navigation in vital sea lines of communication. The efforts of the Asia-Pacific Rim specialists at the Naval War College in some ways represent a case of “back to the future.” One of the proudest episodes in the College's history came in the 1930s when Newport played a central role in developing the military plans necessary to cope with the ascendance of another Asian economic and military power—Japan. Although we expect that wise diplomacy and national self-interest will prevent a reoccurrence of similar difficulties in the coming decades, there is no substitute for military preparedness and well-thought-out international and regional strategies for dealing with the important region. The Naval War College Press has done its part in providing its readers with many excellent articles on regional security in Asia in the Naval War College Review; an important book—Jonathan Pollack, editor, Strategic Surprise? U.S.-China Relations in the Early Twenty-first Century (released March 2004); and now Newport Paper 22. Professor Lyle Goldstein of the Strategic Research Department of the College's Center for Naval Warfare Studies has been at the forefront of recent research into China's future. In this project he has guided a handful of naval officers through the puzzle of China's ongoing nuclear modernization programs. With the able assistance of Andrew Erickson, these sailor-scholars have examined various aspects of nuclear modernization from ballistic missile defense to nuclear command and control. In general the chapter tells a cautionary tale; the progress of China's nuclear modernization documented here should give pause to those inclined to dismiss China's military modernization. Steadily and with relatively little attention the People's Republic continues to improve its technologies and weapons systems. As the authors emphasize, no “Rubicon” has been crossed, but potentials are already apparent that, if realized, the U.S. Navy as now constituted would find challenging indeed.

Yet, for all these achievements, there is still profound skepticism regarding China’s potential as a genuine maritime power. Beijing must still import the most vital subcomponents for its shipyards, maritime governance remains severely bureaucratically challenged, and the navy evinces, at least as of yet, little enthusiasm for significant blue water power projection capabilities. This volume provides a truly comprehensive assessment of prospects for China’s maritime development by situating these important geostrategic phenomena within a larger world historical context. China is hardly the only land power in history to attempt transformation by fostering sea power. Many continental powers have elected or been impelled to transform themselves into significant maritime powers in order to safeguard their strategic position or advance their interests. We examine cases of attempted transformation from the Persian Empire to the Soviet Union, and determine the reasons for their success or failure. Too many works on China view the nation in isolation. Of course, China’s history and culture are to some extent exceptional, but building intellectual fences actually hinders the effort to understand China’s current development trajectory. Without underestimating the enduring pull of China’s past as it relates to threats to the country’s internal stability and its landward borders, this comparative study provides reason to believe that China has turned the corner on a genuine maritime transformation. If that proves indeed to be the case, it would be a remarkable if not singular event in the history of the last two millennia.
