Inpbanking Operations the Chinese, by the use of printed and written notes representing money, have been the teachers of the Europeans. Venetian merchants learned the use Ofbank forms from the Chinese and taught the system to the French, English, and German merchants. The same thing has happened in the Customs' service. Many of the forms now in use in the Chinese Customs, under foreign control, were employed in the native Custom Houses for generations past. Banking consists in receiving money on deposit, in lending money, and in the dexterous use of paper forms representing money, whether principal or interest. Book excerpt: Excerpt from Chinese Currency The facts of this work have been collected from Chinese books and journals and from Customs' publications, and they have been as far as possible brought up to date. At present the Chinese are importing both gold and silver. In 1900, ao cording to Mr. F. E. Taylor's very valuable report on trade, gold was imported from Japan because many rich Chinese wished for the most portable metal in case they needed to fly to a distance through the mischances of war. Silver was imported to the amount of fifteen million and a half taels. In addition to this sum, known from the Customs' books, there was an enormous import of British, French, and Mexican dollars, brought by the foreign armies which captured Tientsin and Peking. In Manchuria and Chihli dollars are now more plentiful than sycee. The circulation of foreign dollars in the north of China has increased so much as to help the people, in a consider able degree, to recover the commerce which was interrupted by the war of 1900, the year of cruel massacres and severe retribution. Book excerpt: Excerpt from Chapters and Documents on Chinese National Banking The decline of the Shansi bankers is small cause for regret. They understood the use of credit documents, but not the use of credit, which was sometimes lavishly distributed, and then suddenly withdrawn when most needed.3 Wise in their own day, they con stituted a dangerously conservative element in Chinese banking. The bankers failed to anticipate the light of a new day. Had they organized a big private bank on strictly modern lines fifteen years ago, with a policy of service for patrons, iron discipline of employees and branches, and publicity in all, the men of Shansi might easily have held their old-time supremacy. The Opportunity is gone now; for the Bank of China and the Bank of Communications, despite their mani 'fold shortcomings, have appropriated the field with their numerous branches and acquired a joint control of the government balances. Edkins, D.D., for the Imperial Maritime Customs; the two earlier works being "Chinese Currency" (1901) and "The Revenue and Taxation of the Chinese Empire" (1903). The veteran sinologue was engaged on this work at the time of his death on the 23rd April, 1905, and it was left incomplete, literally in the middle of a sentence. Though incomplete it is now given to the public on account of the historical information of great value to be found in its pages. Book excerpt: Excerpt from On Chinese Currency, Preliminary Remarks About the Monetary Reform in China It is questionable, not only if it is advisable, but even if it is possible to introduce at once one single system for the whole of such a country as China; The best monetary system for China in the first twenty or thirty years; Advisable, as an introductory period, to have two standards together: a gold exchange standard as far as possible, and also at the same time a silver standard; China requires as soon as possible an uniform currency, and, as far as practicable, a monetary system with a stable valuta; How to start with a stable gold unit and meanwhile maintain a silver currency; A unit with a fixed relation to gold should be selected from the very start; How to bring such a theoretical or fictitious unit into practical use and make it a real unit for the calculation of daily transactions though it be not minted into hard coins; The Amsterdam Exchange Bank; The Hamburger Giro Bank; The great force of the Amsterdam Exchange Bank was derived from the institution of a bank guilder, which in later years existed no longer as a coin but acted as a fictitious unit and procured absolute stability to all payments; The bank, that will act as a central bank of issue, will also take the initiative of introducing such a bank unit; The bank must also be ready to make transfers in that fictitious gold unit from one account to another; The bank may be able to issue notes to bearer; The gold value of these notes can be secured by offering a redemption in gold value abroad About the Publisher Forgotten Books publishes hundreds of thousands of rare and classic books. Book excerpt: Excerpt from Chapters and Documents on Chinese National Banking The best apology for attempting this treatise and for doing so badly withal is a discussion of the previously existing books on Chinese National Banking printed in the English language. Money reform in China has been treated in various books, pamphlets, and magazine articles. Schemes for the reform of Chinese banks, being closely related to the reform of Chinese money, have also been treated at some length. There are, however, only three books devoted wholly or in part to Chinese bank reform, those of Jenks, Vissering and Wagel, written respectively in 1904, 1913, and 1915. Passing to the realm of events in the practice of banking in China that of banks as they actually have been, not of banks as they should be, we find just one systematic treatise in the English language. This is Mr. Jules Gory's notes on the Ta Chong Bank, 33 pages, written eleven years ago. Therein Mr. Gory sets forth the simple events of the first four years of China's experience in national banking. His treatise is, by the way, highly praiseworthy as a piece of accurate, conscientious work, and I have gratefully drawn from it at several points.
