Using a distinct perspective that combines cultural and structural approaches on Chinese big business with exclusive material derived from interviews with some of Indonesia’s major business leaders, Chua identifies the strategies employed by tycoons to adapt their corporations to the post-authoritarian regime and provides a unique insight into how state-business relationships in Indonesia have evolved since the crisis. Book excerpt: In Diasporic Cold Warriors, Chien-Wen Kung explains how the Chinese Nationalist Party (Kuomintang) sowed the seeds of anticommunism among the Philippine Chinese with the active participation of the Philippine state. From the 1950s to the 1970s, Philippine Chinese were Southeast Asia's most exemplary Cold Warriors among overseas Chinese. During these decades, no Chinese community in the region was more vigilant in identifying and rooting out suspected communists from within its midst; none was as committed to mobilizing against the People's Republic of China as the one in the former US colony. Ironically, for all the fears of overseas Chinese communities' ties to the PRC at the time, the example of the Philippines shows that the "China" that intervened the most extensively in any Southeast Asian Chinese society during the Cold War was the Republic of China on Taiwan. For the first time, Kung tells the story of the Philippine Chinese as pro-Taiwan, anticommunist partisans, tracing their evolving relationship with the KMT and successive Philippine governments over the mid-twentieth century. Throughout, he argues for a networked and transnational understanding of the ROC-KMT party-state and demonstrates that Taipei exercised a form of nonterritorial sovereignty over the Philippine Chinese with Manila's participation and consent. Challenging depoliticized narratives of cultural integration, he also contends that, because of the KMT, Chinese identity formation and practices of belonging in the Philippines were deeply infused with Cold War ideology. Drawing on archival research and fieldwork in Taiwan, the Philippines, the United States, and China, Diasporic Cold Warriors reimagines the histories of the ROC, the KMT, and the Philippine Chinese, connecting them to the broader canvas of the Cold War and postcolonial nation-building in East and Southeast Asia.

For much of the late colonial history of the Philippines, sugar was its most lucrative export, the biggest employer, and the greatest source of political influence. The so-called "Sugar Barons"--wealthy hacendero planters located mainly in Central Luzon and on the Visayan island of Negros--gained the reputation as kingmakers and became noted for their lavish lifestyles and the quasi-feudal nature of their estates. But Philippine sugar gradually declined into obsolescence; today it is regarded as a "sunset industry" that can barely satisfy domestic demand. While planters continue to think of themselves as wielding considerable power and influence, they are more often seen as vestiges of a bygone era. Michael Billig examines sugar's decline within both the dynamic context of contemporary Philippine society and the global context of the international sugar market. His multi-sited ethnographic analysis focuses mainly on conflicts among the various elite sectors (planters, millers, traders, commercial buyers, politicians) and concludes that the most salient political, economic, and cultural trend in the Philippines today is the decline of rural, agrarian elite power and the rise of urban industrial, commercial, and financial power. His reflections on his relationships with informants in the midst of the politically charged atmosphere that surrounds the sugar industry provide a candid look at the role of the observer who, try as he might to remain impartial, finds himself swept into the vortex of policy debates and power plays.

Does the rise of middle "classes" promise future liberalization? Why has Philippine democracy brought no boom and barely served the Filipino people? This book, unlike previous books, shows that both the roots and results of growth are largely political, not just economic. Specifically, it pays attention to local, not just national, power networks that caused or prevented growth in the aforementioned countries. Violence has been common in these politics, along with money. Elections have contributed to socio-political problems that are also obvious in Leninist or junta regimes, because elections are surprisingly easy to buy with corrupt money from government contracts. Liberals should pay more serious theoretical attention to the effects of money on justice, and Western political science should focus more clearly on the ways non-state local power affects elections. By considering the role of local money and power (above all, from small- and medium-sized firms that emerged after agrarian reforms) on elections and justice, this book asks democrats squarely to face the extent to which electoral procedures have failed to help ordinary citizens. Students and scholars of Asia will all need this book - as will students of the West whose methods have become parochial.
