However, the resources that such growth demands have raised deep concerns about the long-term sustainability and hidden costs of the growth. Many of these concerns are associated with the state of Chinas water resources. As demand for water has increased, so too have problems with water shortages, pollution, falling groundwater tables and flood/drought damages. To tackle these challenges the Chinese government increasingly encourages foreign companies to engage in the Chinese water market. Market studies claim that this market holds promising business opportunities. This book questions this observation from a foreign investor's perspective. It shows that the Chinese water market indeed holds business opportunities, but that these opportunities are tied to certain sectors and regions. A questionnaire carried out between managers shows that these opportunities go together with high market entry barriers and market risks. Therefore, this book pays special attention to potential risk treatment measures.

Book excerpt: As China transitions to a market economy, municipal utilities are evolving into commercially viable companies under government oversight. Great challenges confront the reform process for China's water utilities, including rapid urbanization and emerging inequality, coupled with severe water scarcity and degradation. Cities and their water utilities must provide services within a complex mosaic of policies and regulations provided by national and provincial governments. In China, as throughout the world, water is also a sensitive political issue. Governments are keen to provide good water service, but also attuned to the need to ensure that tariffs are socially acceptable. This report presents a strategic framework and set of recommendations for addressing these challenges and accelerating improvements in China's urban water utilities. Drawing upon the World Bank's experience in China, as well as the Bank's global knowledge, the report provides a comprehensive assessment of urban water services, including policy, regulatory, institutional, financial, and technical issues. The report will prove a valuable resource for policy makers, utility companies, and anyone interested in the development of the world's largest water market.

Book excerpt: Amidst China's rapid industrialization and urbanization following market-oriented reforms in its economy, the shortcomings of the state-controlled municipal water sector was brought to the fore. The Chinese government realized the critical role water played in fuelling China's continued economic growth, and implemented a series of water policy reforms in the 1990s which opened up Chinese municipal water services to multinational water companies. In this paper, we track the development of the Chinese municipal water sector to understand how regulatory changes and the market environment has affected the way foreign multinational water companies operate in China. In particular, we analyze the activities of Veolia Water and Suez Environment, seeing how the liberalized regulations governing public-private partnerships, along with water tariff reforms, presented large growth opportunities for both companies. We also see how the same liberalizations intensified competition for projects, necessitating a shift in strategic focus of the foreign multinational water companies. Finally, the paper offers recommendations on how foreign multinational companies can sustain growth opportunities aligned with the development of highly regulated markets.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines the role played by business in urban water governance by analyzing the evolution of the global private water sector along with four public-private partnerships in Mexico and the U.S. The local nature of water services often hides the global developments behind the rise of transnational water corporations, which have gone from being local operators to becoming dynamic and powerful actors within an interconnected transnational space for water. This book focuses on the French groups Veolia and Suez, two of the most prominent private actors in global water governance, and the development and adaptation strategies of both companies in the cities of Aguascalientes, Mexico City, Atlanta, and Milwaukee over the past 30 years. Drawing on over 100 interviews conducted with corporate executives, public authorities, and local users of water services, this book moves beyond the simplistic dichotomy of the public-private debate and develops a theoretical framework that analyzes the economic and political power wielded by transnational business actors in global water governance. Not only does the book explain how Veolia and Suez strategically mobilize resources at difference scales in order to expand their global operations, but it also provides a nuanced picture of how state regulation remains of central importance to understanding the dynamics and evolution of the global water sector. Students and scholars interested in business and the environment, including public-private partnerships, business management and transnational corporations, and water governance, will find this book of great interest as will professionals and policymakers working in these fields.

Book excerpt: Research Paper (postgraduate) from the year 2008 in the subject Politics - Environmental Policy, grade: keine, , language: English, abstract: Worldwide the hidden costs of Chinas rapid transformation have caused deep concerns. In recent years the cases of water shortages, pollution and flood/drought damages steadily increased in numbers. This development is caused by both a large population and a rapidly developing economy. Although China significantly improved its water and wastewater infrastructure, its water shortage problem is worsening year by year. The Chinese government tries to counter this misbalance and insistently pursues an environmentally sustainable development policy. Its countermeasures include management model reforms, Private-Sector-Participation (PSP) projects and the support of new technology development and application. According to the 11th Five-Year-Plan, more than 140 billion Euros will be spent on environmental projects and campaigns before 2010. These reforms have unleashed a wave of optimism in China‟s water market and created great market opportunities for investors. Significant amounts of new water infrastructures are to be built, and the operation and maintenance of all existing and newly built municipal water and wastewater treatment plants have been or will be transferred to authorized enterprises. However, these opportunities are not without risk. Investors are particularly skeptical about the development of the legal environment. The contradiction of theory and practice is striking. On one hand China‟s legal framework for environmental protection appears extensive and strict. On the other hand a violation of these regulations is seldom sanctioned. This paper tries to analyze this ambivalent picture. It examines the key regulations of the Chinese water sector, illustrates the interdependencies between the relevant authorities and analyzes their implications on investment opportunities for foreign enterprises.

Available in PDF, EPUB and Kindle. Book excerpt: Since China adopted its 'open door' policy in 1978, which altered its development strategy from self-sufficiency to active participation in the world market, its goal has remained unchanged: to assist the readjustment of China's economy, to coordinate its modernization programs, and to improve its quality of life. With the 1997 launch of the 'Going Global' policy, an outward focus regarding foreign investment was added, to circumvent trade barriers and improve the competitiveness of Chinese firms. In order to accommodate inward and outward investment, China's participation in the international investment regime has underpinned its efforts to join multilateral investment-related legal instruments and conclude international investment agreements. This collection, compiled by award-winning scholar Professor Julien Chaisse, explores the three distinct tracks of China's investment policy and strategy: bilateral agreements including those with the US and the EU; regional agreements including the Free Trade Area of the Asia Pacific; and global initiatives, spear-headed by China's presidency of the G20 and its 'Belt and Road initiative'. The book's overarching topic is whether these three tracks compete with each other, or whether they complement one another - a question of profound importance for the country's political and economic future and world investment governance.
