Book excerpt: Various efforts by US lawmakers and the executive during the Trump administration to move toward technological decoupling with China betray a deep-rooted and pathological misunderstanding of how the global technology industry works. They also risk backfiring on five counts. First, it is too little too late. If the United States was serious about policing what it refers to as China’s “innovation mercantilism,” it should have taken steps in this direction almost 15 years ago when China first got serious about increasing “indigenous innovation.” Second, efforts to contain China by cutting off its companies’ access to western technologies and markets are bound to be counterproductive. Chinese firms are sure to gain access sooner or later to these technologies and thereby succeed in their global ambitions anyway. Third, a policy of uncompromising confrontation only strengthens hawkish elements in China and further undercuts China’s case to embrace deeper market opening and structural reforms. Fourth, technological decoupling undermines the US’s relative position and its technology companies’ ability to maintain pre-eminence across a range of advanced technologies. Fifth and finally, US efforts to contain China for the sole purpose of retaining unchallenged hegemony essentially cedes the moral high ground to the Chinese leadership and undermines the US’s position globally as the so-called “city upon a hill.” Instead, the new Biden administration should use the US’s still formidable market power and geopolitical influence to both gently coerce and actively incentivize China into shouldering more responsibilities with its newfound economic power. Indeed, the carnage that the Trump administration has wreaked on the US-China relationship and the many trade and investment restrictions imposed on Chinese firms and imports provide a great starting point for the Biden administration to negotiate with China. They should focus on a more balanced and reciprocal relationship of mutual market openness and competitive opportunities for each nation’s firms and their respective domestic markets.

Historians of science, political scientists, mathematicians, and others analyze how Maoist science served modern China in nationalism, socialism, and nation-building--and also where it failed the nation and the Chinese people. If the Cultural Revolution contributed to China's emerging space program and catalyzed modern malaria treatments based on Traditional Chinese Medicine, it also provided the origins of a science talent gap and the milieu from which a one-child policy would arise. Given the fundamental importance of China today, and of East Asia generally, it is imperative to have a better understanding of its most recent scientific history, but especially that history in a period of crisis and how that crisis was resolved. Its path from the 1949 revolution to the present has been filled with twists and turns, including internal upheavals, a dramatic break with the Soviet Union, the 1989 revolution wave, and various wars and quasi-wars against India, the USSR, Vietnam, and South Korea. Throughout it all, international pressures have been omnipresent, forcing the regime to periodically shift course. In short, the evolution of the PROC in world politics is an epic story and one of the most important developments in modern world history. Yet to date, there has been no authoritative history of China's foreign relations. John Garver's monumental China's Quest not only addresses this gap; it will almost certainly serve as the definitive work on the topic for years to come. Garver, one of the world's leading scholars of Chinese foreign policy, covers a vast amount of ground and threads a core argument through the entirety of his account: domestic political concerns-regime survival in particular-have been the primary force driving the People's Republic's foreign policy agenda. The objective of communist regime survival, he argues, transcends the more rudimentary pursuit of national interests that realists focus on. Book excerpt: Today's China is governed by a new economic model that marks a radical break from the Mao and Deng eras; it departs fundamentally from both the East Asian developmental state and its own Communist past. It has not, however, adopted a liberal economic model. China has retained elements of statist control even though it has liberalized foreign direct investment more than any other developing country in recent years. This mode of global economic integration reveals much about China’s state capacity and development strategy, which is based on retaining government control over critical sectors while meeting commitments made to the World Trade Organization. In China's Regulatory State, Roselyn Hsueh demonstrates that China only appears to be a more liberal state; even as it introduces competition and devolves economic decisionmaking, the state has selectively imposed new regulations at the sectoral level, asserting and even tightening control over industry and market development, to achieve state goals. By investigating in depth how China implemented its economic policies between 1978 and 2010, Hsueh gives the most complete picture yet of China's regulatory state, particularly as it has shaped the telecommunications and textiles industries. Hsueh contends that a logic of strategic value explains how the state, with its different levels of authority and maze of bureaucracies, interacts with new economic stakeholders to enhance its control in certain economic sectors while relinquishing control in others. Sectoral characteristics determine policy specifics although the organization of institutions and boom-bust cycles influence how the state reformulates old rules and creates new ones to maximize benefits and minimize costs after an initial phase of liberalization. This pathbreaking analysis of state goals, government-business relations, and methods of governance across industries in China also considers Japan’s, South Korea’s, and Taiwan’s manifestly different approaches to globalization.
