Available in PDF, EPUB and Kindle. Book excerpt: An increase in global access to goods and knowledge is transforming world-class science and technology (S&T) by bringing it within the capability of an unprecedented number of global parties who must compete for resources, markets, and talent. In particular, globalization has facilitated the success of formal S&T plans in many developing countries, where traditional limitations can now be overcome through the accumulation and global trade of a wide variety of goods, skills, and knowledge. As a result, centers for technological research and development (R&D) are now globally dispersed, setting the stage for greater uncertainty in the political, economic, and security arenas. These changes will have a potentially enormous impact for the U.S. national security policy, which for the past half century was premised on U.S. economic and technological dominance. As the U.S. monopoly on talent and innovation wanes, arms export regulations and restrictions on visas for foreign S&T workers are becoming less useful as security strategies. The acute level of S&T competition among leading countries in the world today suggests that countries that fail to exploit new technologies or that lose the capability for proprietary use of their own new technologies will find their existing industries uncompetitive or obsolete. The increased access to information has transformed the 1950s' paradigm of "control and isolation" of information for innovation control into the current one of "engagement and partnerships" between innovators for innovation creation. Current and future strategies for S&T development need to be considered in light of these new realities. This book analyzes the S&T strategies of Japan, Brazil, Russia, India, China, and Singapore (JBRICS), six countries that have either undergone or are undergoing remarkable growth in their S&T capabilities for the purpose of identifying unique national features and how they are utilized in the evolving global S&T environment.

Available in PDF, EPUB and Kindle. Book excerpt: The global implications of China's rise as a global actor In 2005, a senior official in the George W. Bush administration expressed the hope that China would emerge as a “responsible stakeholder” on the world stage. A dozen years later, the Trump administration dramatically shifted course, instead calling China a “strategic competitor” whose actions routinely threaten U.S. interests. Both assessments reflected an underlying truth: China is no longer just a “rising” power. It has emerged as a truly global actor, both economically and militarily. Every day its actions affect nearly every region and every major issue, from climate change to trade, from conflict in troubled lands to competition over rules that will govern the uses of emerging technologies. To better address the implications of China's new status, both for American policy and for the broader international order, Brookings scholars conducted research over the past two years, culminating in a project: Global China: Assessing China's Growing Role in the World. The project is intended to furnish policy makers and the public with hard facts and deep insights for understanding China's regional and global ambitions. The initiative draws not only on Brookings's deep bench of China and East Asia experts, but also on the tremendous breadth of the institution's security, strategy, regional studies, technological, and economic development experts. Areas of focus include the evolution of China's domestic institutions; great power relations; the emergence of critical technologies; Asian security; China's influence in key regions beyond Asia; and China's impact on global governance and norms. Global China: Assessing China's Growing Role in the World provides the most current, broad-scope, and fact-based assessment of the implications of China's rise for the United States and the rest of the world.

Available in PDF, EPUB and Kindle. Book excerpt: The Handbook of Research on STEM Education represents a groundbreaking and comprehensive synthesis of research and presentation of policy within the realm of science, technology, engineering, and mathematics (STEM) education. What distinguishes this Handbook from others is the nature of integration of the disciplines that is the founding premise for the work – all chapters in this book speak directly to the integration of STEM, rather than discussion of research within the individual content areas. The Handbook of Research on STEM Education explores the most pressing areas of STEM within an international context. Divided into six sections, the authors cover topics including: the nature of STEM, STEM learning, STEM pedagogy, curriculum and assessment, critical issues in STEM, STEM teacher education, and STEM policy and reform. The Handbook utilizes the lens of equity and access by focusing on STEM literacy, early childhood STEM, learners with disabilities, informal STEM, socio-scientific issues, race-related factors, gender equity, cultural-relevancy, and parental involvement. Additionally, discussion of STEM education policy in a variety of countries is included, as well as a focus on engaging business/industry and teachers in advocacy for STEM education. The Handbook’s 37 chapters provide a deep and meaningful landscape of the implementation of STEM over the past two decades. As such, the findings that are presented within provide the reader with clear directions for future research into effective practice and supports for integrated STEM, which are grounded in the literature to date.

Book excerpt: In Innovate to Dominate, Tai Ming Cheung offers insight into why, how, and whether China will overtake the United States to become the world's preeminent technological and security power. This examination of the means and ends of China's quest for techno-security supremacy is required reading for anyone looking for clues as to the long-term direction of the global order. The techno-security domain, Cheung argues, is where national security, innovation, and economic development converge, and it has become the center of power and prosperity in the twenty-first century. China's paramount leader Xi Jinping recognizes that effectively harnessing the complex interactions among security, innovation, and development is essential in enabling China to compete for global dominance. Cheung offers a richly detailed account of how China is building a potent techno-security state. In Innovate to Dominate he takes readers from the strategic vision guiding this transformation to the nuts-and-bolts of policy implementation. The state-led top-down mobilizational model that China is pursuing has been a winning formula so far, but the sternest test is ahead as China begins to compete head-to-head with the United States and aims to surpass its archrival by mid-century if not sooner. Innovate to Dominate is a timely and analytically rigorous examination of the key strategies guiding China's transformation of its capabilities in the national, technological, military, and security spheres and how this is taking place. Cheung authoritatively addresses the burning questions being asked in capitals around the world: Can China become the dominant global techno-security power? And if so, when?

Science and technology (S&T) and innovation are not only the underlying areas of trade dispute between the two largest economic powers, but also the critical factors in determining whether China can win this 'trade war'. Notably, after the 'ZTE event' and 'Huawei event', spotlight has been placed on the gap between the two countries in S&T. This book will introduce the competitiveness in S&T (a multifaceted concept) and its evaluation index. This is followed by a comparison of differences in S&T development in China and the United States, in the areas of human resources, financial resources, scientific research, technological innovation and internationalization, based on detailed and authoritative statistical data, as well as in-depth analysis of high-tech industries, such as the equipment manufacturing and information and communications technology.

Available in PDF, EPUB and Kindle. Book excerpt: Since the late 1970s, China has undergone perhaps the most sweeping process of urbanization ever witnessed. This is typically understood as a story of growth, encompassing rapid development and economic dynamism alongside environmental degradation and social dislocation. However, over the past decade, China’s leaders have claimed that the country’s urbanization has entered a new stage that prioritizes “quality.” What does China’s new urban vision entail, and what does the future hold in store? Richard Hu unpacks recent trends in urban planning and development to explore the making and imagining of the contemporary Chinese city. He focuses on three key concepts—the “green revolution,” “smart city movement,” and “great innovation leap forward”—that have become increasingly influential. Through case studies of Beijing, Hangzhou, and Hefei, Hu analyzes how attempts to achieve greater sustainability, promote data-driven governance, and foster innovation have fared on the ground. He also considers the experimental city Xiong’an in terms of China’s idealized vision of the urban future and investigates how the recent experiences of Hong Kong relate to regional and national development projects. Reinventing the Chinese City provides a careful accounting of the ideas that have dominated urban policy in China since 2010, emphasizing key continuities underlying claims of novelty. Shedding light on the transformations of the Chinese city, this book offers a new perspective on the factors that will shape the trajectory of urbanization in the coming decades.

Book excerpt: Since the onset of the twelfth Five-Year Plan, China has been at the forefront as an innovative nation based on a carefully designed strategy. Despite this, it can be argued that the Chinese government requires a series of more effective and systematic fiscal and taxation policies. This book analyses the status quo and possible optimization of China’s fiscal and taxation policies. By drawing comparisons with other countries, as well as a practical investigation into the lessons China has drawn from elsewhere, the author shows how a nation should make steadily growing and optimized financial investments in science and technology in order to foster the optimum environment for innovation. It is shown that institutional innovation should be a systematic project which involves top-level design and top-down leadership. This volume will be a useful reference for students, scholars, and policy makes who are interested in financial policy.
