In particular, Chinese cities have witnessed the largest housing boom in history and unprecedented housing privatization. China now is a country of homeowners, with more than 70 per cent of urban residents owning homes, higher than many developed countries. This book shows how China’s spectacular housing success is not shared by all social groups, with rapidly rising housing inequality, and residential segregation increasingly prevalent in previously homogeneous Chinese cities. It focuses on the two extremes of the residential landscape, and reveals the stark contrast between low-income households who live in shacks in so-called ‘urban villages’ and the nouveaux riches who live in exclusive gated villa communities. Over four parts, the contributors look at the degree to which inequality affects Chinese cities, and the extent of residential differentiation; housing for the urban poor, and in particular, housing for migrants from rural China; housing for the rapidly expanding Chinese middle class and the new rich; and finally, governance in residential neighbourhoods. Some 80 percent of urban housing has been privatized, and the rents for public rental housing has been raised substantially. Housing conditions of most urban residents have been improved, and corruption in the housing allocation process has been reduced. Housing is becoming a commodity rather than welfare good. However, on the other hand, housing socialization has not been achieved, and housing inequality among different work units (horizontal inequality) still exists, and in some cases, has even worsened. The causes of this worsening inequality are that an urban housing market has not been established, and the work units still play a key role in urban housing provision. This paper suggests that, in the future, China's urban housing reform should focus on the housing problems of urban disadvantaged people, and make efforts to reduce the involvement of work units in housing provision.

Book excerpt: The purpose of this paper is to analyze some major elements of a market-oriented reform drawing on the experiments carried out in selected cities prior to the 1988 Reform Plan. Following a general introduction about the status and context of reform in China, the paper selects some critical issues for the introduction of market mechanisms in urban housing. First, it analyzes pricing and allocation reforms in the existing stock. The present policy of low rents where urban households spend about 1% of cash income on housing is unsustainable and leads to ever growing distortions and large scale subsidies. The paper provides an analysis of the tenure choice based on the user-cost of capital concept to show the functional relationship between rent reforms and the potential development of home ownership in Chinese cities. Pursuing further the critical distinction between the demand for housing ownership and that for housing services, the significant efficiency benefits that can be derived from allowing the free exchange and allocation of existing housing units are evaluated. Finally, the paper provides suggestions to improve the present approach to housing reforms in China regarding sale prices, the setting of rents and credit conditions offered to finance housing sales. Particular stress is placed on property rights reforms to achieve maximum economic and social benefits from urban housing reform.
