As China attempts to gain the economic benefits that come with global connectivity while excluding information seen as a threat to stability, the West will be forced to adjust to a world in which its technological edge is fast eroding and can no longer be taken for granted.

This effort represents the first research paper published outside the annual "Information as Power" student anthology as a stand-alone monograph. There are several reasons for this distinction. Spade's work is exceptionally well-researched and written as evidenced by its receipt of the Armed Forces Communications and Electronics Association (AFCEA) writing award in 2011. Additionally, the topic of cyber power and national security remains a wicked U.S. national security problem that requires thoughtful and scholarly discourse toward a possible solution. To that end, Spade masterfully pushes the body of knowledge forward in this paper. Originally submitted as a Strategy Research Project, this monograph examines the growth of Chinese cyber power and their known and demonstrated capabilities for offensive, defensive and exploitive computer network operations. Comparing China's capacity and potential to the United States' current efforts for cyber security, Spade highlights the degree to which the People's Republic of China's cyber power poses a threat to United States' national security and offers proposals to improve future U.S. policy for cyber security and defense. Like the "Information as Power" student anthology, this paper provides a resource for U.S. Army War College graduates, senior military officers, and national security practitioners concerned with the information element of power. It is indicative of importance of the Army as a learning organization that values soldier-scholars like Colonel Spade.

It can enable citizens to express themselves freely and organize outside state control. Yet while online activity has helped challenge authoritarian rule in some cases, other regimes have endured: no movement comparable to the Arab Spring has arisen in China. In Contesting Cyberspace in China, Rongbin Han offers a powerful counterintuitive explanation for the survival of the world’s largest authoritarian regime in the digital age. Han reveals the complex internal dynamics of online expression in China, showing how the state, service providers, and netizens negotiate the limits of discourse. He finds that state censorship has conditioned online expression, yet has failed to bring it under control. However, Han also finds that freer expression may work to the advantage of the regime because its critics are not the only ones empowered: the Internet has proved less threatening than expected due to the multiplicity of beliefs, identities, and values online. State-sponsored and spontaneous pro-government commenters have turned out to be a major presence on the Chinese internet, denigrating dissenters and barraging oppositional voices. Han explores the recruitment, training, and behavior of hired commenters, the “fifty-cent army,” as well as group identity formation among nationalistic Internet posters who see themselves as patriots defending China against online saboteurs. Drawing on a rich set of data collected through interviews, participant observation, and long-term online ethnography, as well as official reports and state directives, Contesting Cyberspace in China interrogates our assumptions about authoritarian resilience and the democratizing power of the Internet.

Book excerpt: Over the past half-decade, Chinese state-sponsored cyber operations have transformed, emerging as a more mature, stealthy, and coordinated threat than in previous years. This new paradigm is exemplified by the widespread exploitation of zero-day and known vulnerabilities in public-facing security and network appliances. It is coupled with a heightened emphasis on operational security, minimizing evidence of intrusion activity, and impeding adversary tracking tradecraft, including through the use of extensive anonymization networks and "living-off-the-land" techniques. These observed shifts have likely been influenced by both internal factors, such as major restructuring within China's military and changes in domestic vulnerability regulations, and external factors, including public reporting and exposures by Western governments and the cyber threat intelligence community. This evolution of Chinese state-sponsored cyber operations toward greater stealth and operational security has created a more complex and challenging landscape for target organizations, governments, and the cybersecurity community. Chinese cyber-enabled economic espionage activity has evolved from earlier practices characterized by the theft of a very broad range of commercial intellectual property to a focused strategy geared toward supporting more specific strategic, economic, and geopolitical goals, including those associated with foreign investment projects under the Belt and Road Initiative and critical technologies.
