The importance of the book is expressed in the view that peacekeeping intervention is a tool that strengthens or fulfills policy goals in the United Nations Mission in Liberia (UNMIL), the UN Stabilization Mission in the Democratic Republic of the Congo (MONUSCO), and the UN Mission in Darfur (UNAMID). China has considerable interests at stake in Africa, in terms of promoting economic cooperation or gaining access to natural resources. In order to maintain these efforts, it is imperative that a secure and stable environment is created, not only to maintain diplomatic relations with its African partners, but also to express the harmonious worldview and peaceful development concepts, which rose to prominence under the presidency of Hu Jintao. The purpose of this book is therefore to examine the extent to which peacekeeping intervention contributes to China’s relations with these countries. Two models are employed to shed light on this thesis. The rational actor model (RAM) developed by Graham Allison is used in the first instance to explain the goals for each country, the options considered to reach the goals, the consequences or outcomes of choice that will ensure whether a particular option is chosen, and then selecting the option that has the consequences that rank the highest in the leadership’s payoff function. However, the leadership in policy formulation does not always act in a unitary fashion and often needs the input of governmental actors to produce results in decision making. Therefore, the bureaucratic politics model (BPM) of Allison is used in the second instance to indicate the bargaining, influencing and compromising positions of the bureaucracy that has reinforced the rational decisions of the leadership. The main findings are that peacekeeping interventions serve as a mechanism to facilitate cooperation, is significant to China’s goals in the mission countries, and influence and shape bargaining that occur between bureaucratic actors regarding peacekeeping.

This book comes at a critical time, as China has just inaugurated its first overseas military base in Djibouti, thereby establishing a long-term military presence outside Asia. Based on a large number of Chinese primary sources, the book examines how the main actors involved in the making and implementation of Chinese foreign policy understood the problem of protecting the assets and lives of Chinese companies and nationals abroad, especially in North Africa and the Middle East, and interacted with each other depending on their priorities, preferences, and organizational interests. As the different chapters explore various aspects and dynamics within the Chinese foreign and security policy machine, the analysis concludes that the emergence of China's strategy to defend its interests overseas was, to a large extent, crisis-driven. The evacuation of 36,000 Chinese nationals from Libya in 2011 was a critical moment in this process. Henceforth, significant efforts were made to strengthen the capabilities of and coordination between the different agencies under the control of the Chinese leadership, especially the Chinese People's Liberation Army. Consistently, China's military presence abroad expanded and evolved over the years to stabilize the regions where the country's human and economic presence is most significant, and to neutralize the non-traditional security threats against it. However, Chinese policymakers still face important challenges and complex dilemmas on the path to formulate a sustainable policy towards this very difficult issue. Protecting China's Interests Overseas also offers an opportunity to rethink how we study and understand Chinese foreign policymaking.

Couched in the debate on the responsibility to protect civilians from violence and drawing on traditional 'just war' principles, the centralpremise of this book is that humanitarian military intervention can be justified as a policy option only if decision makers can be reasonably sure that intervention will do more good than harm. This book asks, 'Have past humanitarian military interventions been successful?' It defines success as saving lives and sets out a methodology for estimating the number of lives saved by a particular military intervention. Analysis of 17 military operations in six conflict areas that were thedefining cases of the 1990s-northern Iraq after the Gulf War, Somalia, Bosnia and Herzegovina, Rwanda, Kosovo and East Timor-shows that the majority were successful by this measure. In every conflict studied, however, some military interventions succeeded while others failed, raising the question, 'Why have some past interventions been more successful than others?' This book argues that the central factors determining whether a humanitarian intervention succeeds are theobjectives of the intervention and the military strategy employed by the intervening states. Four types of humanitarian military intervention are offered: helping to deliver emergency aid, protecting aid operations, saving the victims of violence and defeating the perpetrators of violence. Thefocus on strategy within these four types allows an exploration of the political and military dimensions of humanitarian intervention and highlights the advantages and disadvantages of each of the four types.Humanitarian military intervention is controversial. Scepticism is always in order about the need to use military force because the consequences can be so dire. Yet it has become equally controversial not to intervene when a government subjects its citizens to massive violation of their basic humanrights. This book recognizes the limits of humanitarian intervention but does not shy away from suggesting how military force can save lives in extreme circumstances.

According to recent estimates, the value of China’s trade with African nations grew from a mere USD 10 million in the 1980s to USD 55 billion in 2006, and to more than USD 100 billion by the end of 2009, at which time nearly 1,600 Chinese companies were doing business in Africa with a direct stock investment of about USD 7.8 billion. It is the current and potential future efficacy of such a system that is taken up in this book with great understanding and skill. The author evaluates existing mechanisms of dispute resolution in all aspects of China-Africa economic relations in light of the parties’ economic and cultural profiles and their evolving legal traditions, and goes on to propose a comprehensive institutional model of dispute resolution that takes full account of the economic needs and legal cultures of both China and the various African countries.
