The evolution and continuity of Sino-Pakistani relations are explored through three timely case studies: the port of Gwadar, where Chinese investment well pre-dates the advent of the Belt and Road Initiative; the China-Pakistan Economic Corridor, the "flagship project" of China’s global ambitions; and how the relationship between China and Pakistan has played out in Afghanistan. The book assesses the extent of military influence in Pakistan’s relations with China throughout the last 20 years in several key decision-making areas, ranging from internal security to elite recruitment. By looking at the extent of military prerogatives in Pakistan’s domestic politics, the book reveals how the major source of continuity in the ties between the two countries was represented by the role that the military has played overtime. While since the announcement of the BRI elected representative have gained some leverage in decision-making, the military has invariably been the main port of call even under a civilian dispensation. This was conceived as a part of the OBOR initiative. Although a daunting undertaking, the successful completion of this project would result in unparalleled economic and strategic gains for both the parties involved. Also, the increased cooperation between these two neighbors engenders major ramifications for the foreign relations of both the countries. In Pakistan, since its existence, the military played an eminent role in all spheres of socio-economic and political life. In this context it is stated by several analysts that the soldiers are mainly responsible for the country's setbacks on its path to democratic consolidation. The main argument made is that the military top brass, through either formal or informal interventions, were able to avoid the institutionalization of civilian control. Civilian control is understood as the distribution of decision-making power between civilians and the armed forces. This report sheds light on the successes and failures in the efforts of civilian governments to establish supremacy over the country's armed forces in order to consolidate democratic rule. The analysis derives from a conceptualization of civilian control that distinguishes five areas of political decision-making: elite-recruitment, public policy, internal security, national defence, and internal security. In order to establish control in these various areas civilians have a choice between different strategies for which they need certain resources. In this context, the study shows that civil-military relations in Pakistan have tended to be affected by historical legacies, leading to the emergence of military dominance which undermined the civilian supremacy and affected the quality of democracy.
