It forms part of a new project intended to explore fundamental aspects of foreign policy at the global level, against the backdrop of a proliferation of global actors in the 21st century, following half a century with only one undisputed global hegemon: the United States. The European Union is itself a new or emerging foreign policy actor, driven by self-declared normative principles. But Russia, China and India are also increasingly assertive actors on the global stage and similarly claim to be driven by a normative agenda. The fundamental question explored is how will these various global actors define their foreign policy priorities, and how they will interact, especially if their ideas of normative behaviour differ?"--BOOK JACKET.

Book excerpt: Europe, China, and the Limits of Normative Power is a groundbreaking book, offering insights into European influence regarding China’s development, during a period when Europe confronts its most serious political, social, and economic crises of the post-war period. Considering Europe’s identity and its future international relevance, this book examines the extent to which Europe’s multi-layered governance structure, the normative divergence overshadowing EU–China relations and Europe’s crises continue to shape – and often limit – Europe’s capacity to inspire China’s development.

Book excerpt: "This book offers a unique analytical investigation of the international politics of the EU, China, and India in the context of their security strategies in Central Asia. It shows how the interaction between these three actors is likely to change the frameworks and practices of international relations. This is studied through their interactions with central Asia, using the framework of normative powers and the concept of regional security governance. Briefly, a normative power shapes a target state's attitudes and perceptions as it internalizes and adopts the perspectives of the normative power as the norm. The work comparatively studies the dynamics that have allowed Beijing, Brussels, and New Delhi to articulate security mechanisms in Central Asia, and become rising normative powers. This innovative study does not aim to catalog foreign policies, but to uncover the dominant perceptions, cognitive structures and practices that guide these actors' regional agency, as exemplified through the context of Central Asia. It will be an essential resource for anyone studying international relations, international relations theory, and foreign policy analysis."--Publisher's website.

Book excerpt: Written by leading experts in the field, this volume identifies European collective preferences and analyzes to what extent these preferences inform and shape EU foreign policy and are shared by other actors in the international system. While studies of the EU’s foreign policy are not new, this book takes a very different tack from previous research. Specifically it leaves aside the institutional and bureaucratic dimensions of the European Union’s behaviour as an international actor in order to concentrate on the meanings and outcomes of its foreign policy taken in the broadest sense. Two outcomes are possible: Either Europe succeeds in imposing a norms-based international system and thus, in this case, its soft power capacity will not only have been demonstrated but will be enhanced Or, on the contrary, it does not succeed and the global system will become one where realpolitik reigns; especially once China, India and Russia attain a preponderant influence on the international scene. EU Foreign Policy in a Globalized World will be of interest to students and scholars of European Union politics, foreign policy and politics and international relations in general.

Book excerpt: As economic power diffuses across more countries and China becomes more dependent on the world economy, Chinese leaders are being forced to abandon their largely passive approach to global governance. This report analyzes China’s interests and behavior to evaluate both the recent history of its interactions with the postwar international order and possible future trajectories. It also draws implications from that analysis for future U.S. policy.

Book excerpt: This article focuses on the communication tools employed by the EU and the People's Republic of China to project themselves as normative actors and their construction of specific role conceptions in the context of global climate change negotiations. The empirical spine of the article consists of a discourse analysis of 134 documents released by the EU and China on the issue of climate change and climate change negotiations between the 2008 Copenhagen and the 2015 Paris climate summits. The findings are that both the EU and China go to great lengths to position themselves as responsible global citizens, employing relatively consistent framing devices. Not only are the findings interesting when it comes to EU and China identity-building as foreign policy actors; they also hint at more generic parameters along which the role of normative actor is constructed.

Book excerpt: The notion of Normative Power Europe (NPE) is that the EU is an 'ideational' actor characterised by common principles and acting to diffuse norms within international relations. Contributors assess the impact of NPE and offer new perspectives for the future exploration of one of the most widely used ideas in the study of the EU in the last decade.

Book excerpt: In contemporary China a cacophony of voices urges decision makers to pursue a variety of foreign policies. The continuing pluralization of Chinese society and China's growing interdependence with the international order have made decision-making processes more complex. These changes, taking place at a time when China's cooperation is increasingly vital to the resolution of key global issues, present a challenge to foreign policy makers. Effective engagement of China in the international arena requires an understanding of the interplay within and between not only the Communist Party of China (CPC), the Chinese Government and the People's Liberation Army (PLA) but also new foreign policy actors on the margins of the traditional power structure. These new actors include resource companies, financial institutions, local governments, research organizations, the media and netizens. These three trends, fractured authority, varying views of the degree to which China should internationalize and the demands that China defend its core interests, are changing the nature of Chinese foreign policy formulation and the way China interacts with the outside world. Only by persistently engaging a broad spectrum of Chinese foreign policy actors, recognizing the variations in their perspectives and concerns, and integrating them into engagement strategies can foreign policy makers succeed in securing China's cooperation.

Book excerpt: This paper analyses India's behaviour as a foreign policy actor by looking at India's changing relations over the past decade with the EU, US, China, Japan, Myanmar, Pakistan, Nepal and, in a historical departure, the former princely state of Sikkim. It argues that though India has almost always been a normative actor, Indian foreign policy is today transiting from abstract, and frequently 'unrealpolitik,' views of what constitutes normative behaviour. India's 'Look East' policy has been the cornerstone of this transition, indicating that economic growth, maritime capability and peace and stability in its neighbourhood are key goals of India's present behaviour as a normative foreign policy actor.

Available in PDF, EPUB and Kindle. Book excerpt: The European Union's foreign policy and its international role are increasingly being contested both globally and at home. At the global level, a growing number of states are now challenging the Western-led liberal order defended by the EU. Large as well as smaller states are vying for more leeway to act out their own communitarian principles on and approaches to sovereignty, security and economic development. At the European level, a similar battle has begun over principles, values and institutions. The most vocal critics have been anti-globalization movements, developmental NGOs, and populist political parties at both extremes of the left-right political spectrum. This book, based on ten case studies, explores some of the most important current challenges to EU foreign policy norms, whether at the global, glocal or intra-EU level. The case studies cover contestation of the EU's fundamental norms, organizing principles and standardized procedures in relation to the abolition of the death penalty, climate, Responsibility to Protect, peacebuilding, natural resource governance, the International Criminal Court, lethal autonomous weapons systems, trade, the security-development nexus and the use of consensus on foreign policy matters in the European Parliament. The book also theorizes the current norm contestation in terms of the extent to, and conditions under which, the EU foreign policy is being put to the test.

Available in PDF, EPUB and Kindle. Book excerpt: During the last two decades the study of European foreign policy has experienced remarkable growth, presumably reflecting a more significant international role of the European Union. The Union has significantly expanded its policy portfolio and though empty symbolic politics still exists, the Union’s international relations have become more substantial and its foreign policy more focused. European foreign policy has become a dynamic policy area, being adapted to changing challenges and environments, such as the Arab Spring, new emerging economies/powers; the crisis of multilateralism and much more. The SAGE Handbook of European Foreign Policy, Two-Volume set, is a major reference work for Foreign Policy Programmes around the world. The Handbook is designed to be accessible to graduate and postgraduate students in a wide variety of disciplines across the humanities and social sciences. Both volumes are structured to address areas of critical concern to scholars at the cutting edge of all major dimensions of foreign policy. The volumes are composed of original chapters written specifically to the following themes: · Research traditions and historical experience · Theoretical perspectives · EU actors · State actors · Societal actors · The politics of European foreign policy · Bilateral relations · Relations with multilateral institutions · Individual policies · Transnational challenges The Handbook will be an essential reference for both advanced students and scholars.
