In 1989, the fall of Romania's Ceausescu regime left approximately 170,000 children in impoverished institutions across the country. This crisis prompted the most comprehensive study to date on the effects of institutionalization on a child’s brain development, behavior, and psychological functioning. Romania's Abandoned Children documents this landmark study, and the devastating toll paid by children who are deprived of responsive care, social interaction, stimulation, and psychological comfort. Launched in 2000, the Bucharest Early Intervention Project was a rigorously controlled investigation of foster care as an alternative to institutionalization. Examining a total of 136 abandoned infants and toddlers, researchers randomly assigned half of them to foster care, while the other half stayed in Romanian institutions. Over a twelve-year span, both groups were assessed for physical growth, cognitive functioning, brain development, and social behavior. Data from a third group of children raised by their birth families were collected for comparison. The study found that the institutionalized children were severely impaired, but that the sooner they were placed into foster care, the better their recovery. Combining scientific, historical, and personal narratives in a gripping, often heartbreaking, account, Romania's Abandoned Children highlights the need to help the millions of parentless children living in institutions throughout the world.

(3)AimsTo understand the situation, the facts; to gather views from the Romanian society; to understand how health and social care professionals feel about institutionalized children. MethodsA trip to childrenu2019s centres allowed me to experience the difficulties first-hand. Next, I analysed the provision of care, the regulations that govern it. An online survey enquiring about health and social care providersu2019 and the wider publicu2019s view on institutional care, their availability for advocacy and direct involvement in projects. Results The professionals voluntary trip to Romania was a very powerful experience. I met children with extraordinary stories. The current social care provision includes family-type and community-type care and the big orphanages are being closed. My online survey had 81 respondents, 56% working in health or social care. 75% knew about the problem from different sources. 68% did voluntary work in childrenu2019s institutions. 70% rated their own feelings regarding institutionalization as negative and listed words like: u201cstigmau201d, u201cabuseu201d, u201cstolen childhoodu201d, u201cwrong care systemu201d, u201cno rightsu201d, u201cforgottenu201d to illustrate it, also asked how they can help, recognised the level of inequality and expressed empathy and love for the children. Conclusions Institutionalization of children is harmful. Every child should grow up in a family, not an institution. The Romanian societyu2019s views on institutionalization are changing. The public is more aware of the problem. Every individual, regardless of role can make a difference by advocating for a compassionate, supportive care for children growing up in institutions.
