In 1992, the Family to Family Initiative created funding to child welfare agencies to address the needs of children in foster care through the use of Team Decision Making (TDM). A total of 18 birth parents were interviewed about their perceptions of the program. Results of this study found that 94.4% of the participants felt they were treated with respect and would attend another TDM in the future if needed. There was a significant association between parents feeling respected and efforts of the facilitator to include their participation in the meeting. Among the female participants, there was a strong correlation between level of involvement in the case plan after the TDM and level of involvement in decisions regarding the care of their children ( r = .998, p

Book excerpt: This study explored the implementation, used and effectiveness of Team Decision Making (TDM) in Sacramento County using self-administered questionnaires. This research project intended to examine the implementation of TDM as a means to reduce multiple placement changes of children in the foster care system. The purpose of this research project was to gain knowledge on the implementation, used and effectiveness of TDM through analysis of the data obtained from the participants, such as the members' attitudes toward the usefulness of TDM. Participants were 23 employees of Sacramento County Children Protective Services and members of the Team Decision Making group located in Sacramento, California who worked with this specific unit between June 2008 and July 2009. The participants included TDM facilitators, supervisors, schedulers, and social workers. Data from the self-administered questionnaire was organized through qualitative data methods of content and thematic analysis. Findings from this study indicated that participants felt that TDM was a success in reducing the number of placements of children while in the foster care system. The findings suggest that TDM could be accepted by social workers through education and training. The knowledge gained through this research findings will provide a better understanding of how TDM was implemented, used and its effectiveness.

Central to this legislation is the Family Group Conference, based on indigenous Maori decision-making practices. Connolly (social work, U. of Canterbury, New Zealand) and McKenzie (community and family studies, U. of Otago, New Zealand) discuss the social construction of family decision-making, the country's experience with this empowering model, international adaptations, and the necessity of a sound theoretical basis--which they provide in their Effective Participatory Practice model exemplified in two case studies. Book excerpt: This innovative and timely book examines the nature and meaning of 'empowerment' in child welfare and protection, using the family group conference (FGC) approach to decision making as an example. In response to the growing clamour for 'evidence-based practice', the book addresses the central question of how the idea of empowerment can be operationalised and evaluated. One of the aims of FGCs is to empower children and their families by enabling them more effectively to participate in the decision-making process and by affording them greater control over the outcomes of that process. Empowering practice? critically assesses the available evidence on the empowerment potential of FGCs and examines the implications of the approach for professionals, their agencies and the children and families involved. Empowering practice? is essential reading for academics and professionals working in a wide range of health, education and social care areas.

Book excerpt: Kids in danger are treated instrumentally to promote the rehabilitation of their parents, the welfare of their communities, and the social justice of their race and tribe—all with the inevitable result that their most precious developmental years are lost in bureaucratic and judicial red tape. It is time to stop letting efforts to fix the child welfare system get derailed by activists who are concerned with race-matching, blood ties, and the abstract demands of social justice, and start asking the most important question: Where are the emotionally and financially stable, loving, and permanent homes where these kids can thrive? “Naomi Riley’s book reveals the extent to which abused and abandoned children are often injured by their government rescuers. It is a must-read for those seeking solutions to this national crisis.” —Robert L. Woodson, Sr., civil rights leader and president of the Woodson Center “Everyone interested in child welfare should grapple with Naomi Riley’s powerful evidence that the current system ill-serves the safety and well-being of vulnerable kids.” —Walter Olson, senior fellow, Cato Institute, Robert A. Book excerpt: Family Group Conferencing indicates a large-scale shift in assumptions about the way child welfare services are planned and delivered - away from models that emphasize pathology, and toward those seeking an ecological understanding of the families and social networks involved. The contributors also present a wealth of information on related approaches, such as community conferences, circles, and wraparound services. The British Journal of Social Work noted that 'there are issues relating to both process and outcome. This book offers some answers that are intelligent and passionate.'

Book excerpt: "Professionals working in child welfare and child protection are making decisions with crucial implications for children and families on a daily basis. The types of judgements and decisions they make vary and include decisions such as whether to substantiate a child abuse allegation, whether a child is at risk of significant harm by parents, and whether to remove a child from home or to reunify a child with parents after some time in care. These decisions are intended to help achieve the best interests of the child. Unfortunately, they can sometimes also doom children and families unnecessarily to many years of pain and suffering. Judgments and decisions in child welfare and protection are based to a large extent on the formidable knowledge base on child abuse and neglect created over the years to support this professional task chore. Nevertheless, making decisions in complex and uncertain environments is fraught with many difficulties and shortcomings. There are in fact many indications that decisions in this area are not reliable and there are many errors in judgment that could be avoided, had the decision makers relied on existing knowledge on decision making under uncertainty and followed appropriate procedures. Much needs to be improved on how these decisions are made by individual professionals and child welfare agencies"--

Book excerpt: This volume examines existing research documenting racial disproportionality and disparities in child welfare systems, the underlying factors that contribute to these phenomena and the harms that result at both the individual and community levels. It reviews multiple forms of interventions designed to prevent and reduce disproportionality, particularly in states and jurisdictions that have seen meaningful change. With contributions from authorities and leaders in the field, this volume serves as the authoritative volume on the complex issue of child maltreatment and child welfare. It offers a central source of information for students and practitioners who are seeking understanding on how structural and institutional racism can be addressed in public systems.
