Abstract: The civil society perspective and the corporatist perspective have thus far dominated studies on state-society relations in the Chinese context. While these paradigms are insightful, their unidirectional and rigid natures may no longer adequately describe the complex nature of evolving state-society relations in China. As such, Joel S. Migdal''s State-in-Society framework is adopted as the theoretical premise of this study. Allowing for more fluidity, the State-in-Society theory serves as an alternative approach towards examining interactions between the state and nonprofits and between the state and society. The concept of social control within the framework is examined in further detail. Descriptive multiple case study was used as a method of inquiry, followed by thematic analysis. Findings generally corroborate with the logic of social control, with compliance, participation and legitimacy being the incremental stages with which both nonprofits and the state seek to attain from each other and from the public. It was found that the state employ strategies including co-optation, procedural validation and hijacking scholarship to gain participation whereas moral reinforcement, rhetoric validation, and image consolidation are used to attain legitimacy. Ironically, nonprofits employ similar strategies in an attempt to change the state''s behaviour. Vilification and shaming are used to gain compliance, while resource appropriation and preemptive engagement are employed to attain participation. Moral reinforcement, image consolidation, individual credibility and persistence were found to be critical factors in bolstering organizational legitimacy. Furthermore, findings generally support the claim that nonprofits operating in rural areas enjoy greater autonomy than those active in urban areas. Even so, state-society relations is highly localized and therefore overgeneralization should be avoided. In addition to contributing to the discourse on state-society relations, this study seeks to identify the role of nongovernmental organizations in orphan care provision in China. Along with content analysis and field observations, 10 in-depth cases are presented to illustrate existing obstacles pertaining to orphan care provision. Identified barriers are subsequently compartmentalized into five main categories: knowledge level, policy level, cultural level, organizational level, and state-NGO relations. Given the distinct welfare system extant between rural and urban areas, findings indicate that orphans in rural areas are disproportionately disadvantaged compared to those residing in cities. This may be due to the relatively weak economic and human resources that often characterize rural China. One important observation is the growing tendency for local governments to regard nongovernmental organizations as critical service partners. However, the sustainability of this service model is questionable, especially when the state claims to carry primary responsibility over citizen welfare. The legal ambiguity concerning the registration and governance of nonprofits also jeopardizes future undertakings. Nevertheless, it is strategically and rationally sensible for local governments to ally with nonprofits insofar as there are deficiencies in the former''s capacity to deliver social services for disadvantaged children. The first full-length book to examine non-state organised care of modern China's ‘lonely children’ (gu'er), this book describes the context in which abandonment occurs and the care provided to children unlikely to be adopted because of their disability. It also explores the various faith groups and humanitarian workers providing this care in private orphanages and foster homes in response to perceived deficiencies in the state orphanage system, in the context of a broader societal shift from ‘welfare statism’ to ‘welfare pluralism’. Formal law and policy has not always kept pace with this shift. This study demonstrates that, in practice, state regulation of these unauthorised care providers has mostly centred on local-level negotiations, hidden rules, and discretion, with mixed outcomes for children. However there has also been a recent shift towards tighter state control and clearer laws, policies, and standards. This timely research sheds light on the life paths and stories of today's ‘lonely children’ and the changing terrain of civil society, humanitarianism, policy-making, and state power in modern China. A series of case studies identifies a dynamic whereby the state increasingly withdraws from social service provision with social organizations taking up the slack. An interdisciplinary line up of contributors explore this dynamic, and how it affects the state-society relationship and the quality of social services provided. Based on current research, this book engages existing debates over state-society relations offering a new thematic framework to evaluate this relationship. Drawing on the framework, each chapter explores a particular aspect of social service provision including orphan care, migrant labor protection and infectious disease control. Differentiating between case studies of crisis and non-crisis social service provision situations, this volume argues that state and social organizations engage in ongoing negotiations to achieve shared social service provision goals – a dynamic largely controlled by the state. However during crises, the controlled relationship may alter as the priority becomes addressing the immediate demand for essential social services. The result is the potential for a rapid change in relations between the state and social organizations.

Much of the popular information is dated and ill-informed about the experiences of most orphans in China today, Chinese government policy, and improvements evident in parts of China. Informal kinship care is the most common support for the orphaned children. The state supports orphans and abandoned children whose parents and relatives cannot be found or contacted. The book explores concrete examples about the changing experiences and future directions of Chinese child welfare policy. It is about the support to disadvantaged children, including abandoned children in the care of the state, most of whom have disabilities; HIV affected children; and orphans in kinship care. It identifies how many orphans are in China, how they are supported, the extent to which their rights are met, and what efforts are made to improve their rights and welfare provision. When our research about Chinese orphans started in 2001, these children were almost entirely voiceless. Since then, the Chinese government has committed to improving child welfare. We argue that a mixed welfare system, in which state provision supplements family and community care, is an effective direction to improve support for orphaned children. Government needs to take responsibility to guarantee orphans’ rights as children, and support family networks to provide care so that children can grow up in their own communities. The book contributes to academic and policy understanding of the steps that have been taken and are still required to achieve the goal of a child welfare system in China that meets the rights of orphans to live and thrive with other children in a family.

Countries that allow their vulnerable children to be cared for by outsiders are typically viewed as weaker global players. However, Leslie K. Wang argues that China has turned this notion on its head by outsourcing the care of its unwanted children to attract foreign resources and secure closer ties with Western nations. She demonstrates the two main ways that this "outsourced intimacy" operates as an ongoing transnational exchange: first, through the exportation of mostly healthy girls into Western homes via adoption, and second, through the subsequent importation of first-world actors, resources, and practices into orphanages to care for the mostly special needs youth left behind. Outsourced Children reveals the different care standards offered in Chinese state-run orphanages that were aided by Western humanitarian organizations. Wang explains how such transnational partnerships place marginalized children squarely at the intersection of public and private spheres, state and civil society, and local and global agendas. Book excerpt: The purpose of this study is to explore the set of sociocultural agendas that emerge around the care of orphaned and vulnerable children (OVC) in China. While there is general agreement among stakeholders about the need to work for "the best interests" of OVC, there is significant variance in how these best interests are constructed and defined. An ethnographic scan of attitudes and awareness of OVC and OVC care in Henan Province, China, provide the initial context for exploration. This context is the basis for the subsequent nested case study of a multi-party, intergovernmental cooperative project designed to develop and disseminate alternative non-institutional care systems for OVC in China. Central to this project was the proposed re-purposing of China's Child Welfare Institutes (CWIs), the large state-run congregate orphan care institutions that represent the core of China's OVC care strategies and policies. Organizations involved in the development, funding, and implementation efforts include both Chinese and US faith-based NGOs, and Chinese and US Governmental bodies. A case study analysis of the participating organizations and their interactions provide the basis for identifying the behaviorally-expressed agendas advanced by these stakeholders in the context of OVC care. The results of this analysis illustrate that the essence of the debate around "the best interests of OVC" is not primarily a Chinese vs. Western set of sociocultural agendas, but rather is a conflict between traditional Western models of institutionally-based orphan care and a Progressive/Universalist model of family- and community-based OVC care.

Making use of data from the longitudinal Chinese Family Panel Studies survey, the authors of this timely study provide a multi-faceted description and analysis of China’s younger generations. They assess the economic, physical, and social-emotional well-being as well as the cognitive performance and educational attainment of China's children and youth. They pay special attention to the significance of family and community contexts, including the impact of parental absence on millions of left-behind children. Throughout the volume, the authors delineate various forms of disparities, especially the structural inequalities maintained by the Chinese Party-state and the vulnerabilities of children and youth in fragile families and communities. They also analyze the social attitudes and values of Chinese youth. Having grown up in a period of sustained prosperity and greater individual choice, the younger Chinese cohorts are more independent in spirit, more open-minded socially, and significantly less deferential to authority than older cohorts. There is growing recognition in China of the importance of investing in children’s future and of helping the less advantaged. Substantial improvements in child and youth well-being have been achieved in a time of growing economic prosperity. Strong political commitment is needed to sustain existing efforts and to overcome the many obstacles that remain.
