Book excerpt: Social protection is an increasingly important part of the social policy dialogue in Africa, and yet because of its relatively new place in a rapidly evolving agenda, evidence on critical design choices such as targeting, and on impacts of social protection interventions, is mostly limited to case studies or small, unrepresentative surveys. This impressive collection makes a major contribution to building the evidence base, drawing on rigorous analysis of social protection programmes in several African countries, as well as original research and thinking on key topical issues in the social protection discourse. Social Protection for Africa’s Children is divided into four parts. The first presents economic and human-rights based right arguments for social protection as an integral part of the social policy menu in Africa. This is followed by a part on targeting, which highlights some of the key policy trade-offs faced when deciding between alternative target groups. The third part presents rigorous quantitative evidence on the impact of social cash transfers on children from programmes in South Africa, Malawi and Ethiopia and the final part addresses a set of issues related to social justice and human rights. This book significantly advances existing knowledge about social protection for children in Africa, both conceptually and empirically. It makes a strong case for social protection interventions that address the short term (amelioration) and long term (structural) needs of children, and shows that programming in this sector for children is both feasible and achievable. Policy makers and practitioners in this sector will have, in this book, the theoretical and empirical evidence necessary to advance social protection for Africa’s children in the decades to come. Furthermore, this book should be an essential resource to postgraduates and students focussing on development economics in Africa.

Book excerpt: Adaptive social protection (ASP) helps to build the resilience of poor and vulnerable households to the impacts of large, covariate shocks, such as natural disasters, economic crises, pandemics, conflict, and forced displacement. Through the provision of transfers and services directly to these households, ASP supports their capacity to prepare for, cope with, and adapt to the shocks they face—before, during, and after these shocks occur. Over the long term, by supporting these three capacities, ASP can provide a pathway to a more resilient state for households that may otherwise lack the resources to move out of chronically vulnerable situations. Adaptive Social Protection: Building Resilience to Shocks outlines an organizing framework for the design and implementation of ASP, providing insights into the ways in which social protection systems can be made more capable of building household resilience. By way of its four building blocks—programs, information, finance, and institutional arrangements and partnerships—the framework highlights both the elements of existing social protection systems that are the cornerstones for building household resilience, as well as the additional investments that are central to enhancing their ability to generate these outcomes. In this report, the ASP framework and its building blocks have been elaborated primarily in relation to natural disasters and associated climate change. Nevertheless, many of the priorities identified within each building block are also pertinent to the design and implementation of ASP across other types of shocks, providing a foundation for a structured approach to the advancement of this rapidly evolving and complex agenda.

Available in PDF, EPUB and Kindle. Book excerpt: For millions of Africans, the social situation is dire. Over half of the population of Sub-Sahara Africa do not have access to improved sanitation facilities, and about a quarter are undernourished. If factors such as armed conflicts in the region, the impact of climate change, or the widespread presence of a broad range of infectious agents are considered, it shows a large number of Africans living in very fragile circumstances, highly vulnerable to any kind of shock or rapid change. Small, informal community groups deliver the majority of social protection services in Africa, but most of these are disqualified from official recognition, support or integration with state systems because they do not "fit" the modern management model of accountability. The studies in this book challenge that verdict. This book outlines insightful and valuable research generated by teams of established scholars. It is divided into nine studies exploring the governance of non-state actors in Ethiopia, Ghana, Kenya, Senegal, Tanzania and Uganda. It examines the numerous self-help groups and their effectiveness, and argues that if the modern management model is right – why do so many Africans avoid interacting with it? The book provides a warning against undermining what is possibly the single greatest social protection resource throughout Africa in the name of "reform", and suggests that the modern welfare establishment needs to adapt to (and learn from) self-help groups - not the other way around. Non-State Social Protection Actors and Services in Africa will be of interest to donors, policy makers, practitioners, and students and scholars of African Studies, social policy and politics.

Available in PDF, EPUB and Kindle. Book excerpt: Africa is now in a much-improved position to support its poor and vulnerable people. It has more money, more policy commitment and abundant intervention programmes. Yet the number of citizens living lives of desperation, or at risk of destitution, is at an all-time high, and still rising. What is turning such positive prospects into such a disappointing result? Politics, Public Policy and Social Protection in Africa reveals key answers, drawing on empirical studies of cash transfer programmes in Botswana, Ghana, Kenya, Nigeria and Uganda. Social cash transfer might be the most effective "safety net" formula to emerge so far. The country chapters in this book explore why it works and how it might be harnessed for poverty alleviation. The studies uncover the very different motives of donors, politicians and the poor themselves for making it their preferred choice; why governments are not expanding the donor-driven pilot programmes as expected, and why ruling elites are not trying to help or hinder a concept which, on the face of it, could derail one of their most lucrative gravy trains. This book will be of value and interest to researchers and students of African politics, African social policy and sociology, as well as policy maker and donors.

Book excerpt: to establish impact, attributing observed changes in welfare to the intervention, while identifying key factors of success. Impact evaluations are aimed at providing feedback to help improve the design of programs and policies. They also provide greater accountability and a tool for dynamic learning, allowing policymakers to improve ongoing programs and ultimately better allocate funds across programs. Such a causal analysis is essential for understanding the relative role of alternative interventions in reducing poverty. The papers in this section again adopt a variety of techniques. The rst two impact evaluation studies employ propensity score matching to establish, ex-post, a valid control group to assess the impact on child schooling outcomes among b- e ciaries of various interventions in Kenya and Ethiopia. The third chapter c- ries out an ex-ante evaluation of alternative cash transfer programs on child school attendance in Uruguay. The nal paper further carries out in-depth macro-modeling and micro-regression analysis to simulate the impacts of the food crisis and various policy responses, including food subsidies and cash transfers, on various dimensions of child poverty in Mali. Though using different approaches, the studies are gen- ally in agreement concerning the positive impact of the cash transfer program on child schooling and labor market outcomes. The studies from Kenya and Uruguay both nd that the schooling interventions are progressive.

Available in PDF, EPUB and Kindle. Book excerpt: This timely book makes accessible to a broad audience the ideas, principles and practicalities of establishing effective social protection in Africa. It focuses on the major shift in strategy for tackling hunger and vulnerability, from emergency responses mainly in the form of food transfers to predictable cash transfers to the chronically poorest social groups. The first part of the book comprises nine theme chapters, covering vulnerability, targeting, delivery, coordination, cost-effectiveness, market impacts, and asset effects, while the second part consists of fifteen social protection case studies. The continuous interplay between these two parts makes for a unique contribution to the contemporary literature on social protection. The book takes a positive and forward looking view regarding the feasibility of achieving successful social transfers to the poorest in Africa; nevertheless, a critical stance is taken where appropriate, and unresolved strategic issues regarding the targeting, coverage and scale of social transfers are highlighted. Social Protection in Africa is an essential read for personnel, advisors and consultants working for aid donors, United Nations agencies, NGOs and governments on social transfer programmes in sub-Saharan African countries. In addition, the book represents a valuable resource for training courses on social protection, and will be vital reading for Masters level students and researchers studying emergency relief, social protection, vulnerability and poverty reduction in low-income countries.

Depending on the group at stake, protection may be more or less advanced. In some cases, the international community has deemed it necessary to adopt conventions providing for the rights of certain vulnerable groups and establishing mechanisms to verify State compliance. Other groups have not been the focus of States’ standard-setting endeavours, but their protection still falls within the scope of human rights treaties of general application and the mandate of their respective monitoring bodies. This book takes an innovative approach to the investigation of the international legal protection of vulnerable groups. Rather than examining the situation of a number of vulnerable groups and applicable international or regional conventions, this book reviews the overall scope of the protection of vulnerable groups under International Human Rights Law. This book conceptualizes the protection of vulnerable groups as an underlying and essential component of International Human Rights Law through a systematic and comprehensive analysis of international human rights law instruments and relevant practice of international and regional human rights monitoring bodies. The book illuminates how human rights monitoring bodies foster protection of vulnerable groups and their members at the domestic level, and underscores and assesses vulnerability paradigms these bodies have elaborated. The book also puts forward a legal definition of vulnerable groups. This book will be of great interest to students and scholars of international human rights law.
