Book excerpt: In November 2000, Congress directed the Secretary of Transportation to develop a child restraint safety rating system that is practicable and understandable (Section 14 (g) of the Transportation Recall Enhancement, Accountability, and Documentation (TREAD) Act, November 1, 2000, Pub.L. 106-414, 114 Stat. 1800) and that will help consumers to make informed decisions when purchasing child restraints. The responsibility of this mandate fell to the National Highway Traffic Safety Administration (NHTSA), which published a final rule on November 6, 2002 announcing its intent to establish a consumer information program for add-on child restraints based on ease of use.

Book excerpt: Precious Cargo is a term safety advocates use to describe helpless children who are at risk when riding in automobiles. These fragile passengers are dependent upon parents and caregivers to protect them and ensure their wellbeing. Motor vehicle crashes claim thousands of child fatalities and debilitating injuries every year. Unrestrained children are at the greatest risk of death and serious injury. Use of Child Restraint Systems is essential to protect your loved ones. The author reviews the historical basis of child car seats and the evolution of child safety restraints to date. Child restraint systems have a proven record of saving the lives of numerous children, and reducing serious injury of thousands of others. However, it has been a rocky road. Current child seats are effective when used correctly but misuse; confusion, and product recalls have tainted the industry. Progress toward advancing child safety has stalled; with little progress over the past 40 years. Obsolete and ineffective testing methodology needs to be corrected to advance the state-of-art. The Car companies are not involved in child restraint design, crash testing or vehicle installation problems. The National Highway Traffic safety Administration (NHTSA) oversight has been negligent and ineffective in advancing child safety technology. Cooperation between car companies, child seat manufacturers, NHTSA, and concerned safety advocates as the way-forward to advancing child safety is presented.

Book excerpt: Safety is a key element in new vehicle design and active safety, together with driver distraction prevention, has become one of the most talked about issues in the mobility industry. This book features 20 SAE technical papers, originally published in 2009 and 2010, which showcase how the mobility industry is considering all aspects of safety in designing and producing safer vehicles. These papers were selected by SAE International's 2010 President Dr. Andrew Brown Jr., Executive Director and Chief Technologist for Delphi Corporation. The contents of this book explore a variety of safety issues in the areas of market and consumer preferences; driver assistance and modeling; active safety system, crash sensing and sensor fusion; communications; and road safety. The publication also includes a number of articles authored by renowned experts in the field of active safety. This book is the second in the trilogy from SAE on "Safe, Green and Connected" vehicles in the mobility industry edited by Dr. Andrew Brown, Jr. The other two books in this trilogy are: Green Technologies and the Mobility Industry Connectivity and the Mobility Industry Buy a Combination of Books and Save! Book excerpt: This book provides a state-of-the-art look at the applied biomechanics of accidental injury and prevention. The editors, Drs. Narayan Yoganandan, Alan M. Nahum and John W. Melvin are recognized international leaders and researchers in injury biomechanics, prevention and trauma medicine. They have assembled renowned researchers as authors for 29 chapters to cover individual aspects of human injury assessment and prevention. This third edition is thoroughly revised and expanded with new chapters in different fields. Topics covered address automotive, aviation, military and other environments. Field data collection; injury coding/scaling; injury epidemiology; mechanisms of injury; human tolerance to injury; simulations using experimental, complex computational models (finite element modeling) and statistical processes; anthropomorphic test device design, development and validation for crashworthiness applications in topics cited above; and current regulations are covered. Risk functions and injury criteria for various body regions are included. Adult and pediatric populations are addressed. The exhaustive list of references in many areas along with the latest developments is valuable to all those involved or intend to pursue this important topic on human injury biomechanics and prevention. The expanded edition will interest a variety of scholars and professionals including physicians, biomedical researchers in many disciplines, basic scientists, attorneys and jurists involved in accidental injury cases and governmental bodies. It is hoped that this book will foster multidisciplinary collaborations by medical and engineering researchers and academicians and practicing physicians for injury assessment and prevention and stimulate more applied research, education and training in the field of accidental-injury causation and prevention.

Book excerpt: As a result of the concern for the growing number of air-bag-induced injuries and fatalities, the administrators of the National Highway Traffic Safety Administration (NHTSA) and the National Aeronautics and Space Administration (NASA) agreed to a cooperative effort that leverages NHTSA's expertise in motor vehicle safety restraint systems and biomechanics with NASAs position as one of the leaders in advanced technology development... to enable the state of air bag safety technology to advance at a faster pace... They signed a NASA/NHTSA memorandum of understanding for NASA to evaluate air bag to assess advanced air bag performance, establish the technological potential for improved technology (smart) air bag systems, and identify key expertise and technology within the agency (i.e., NASA) that can potentially contribute significantly to the improved effectiveness of air bags. NASA is committed to contributing to NHTSAs effort to: (1) understand and define critical parameters affecting air bag performance; (2) systematically assess air bag technology state of the art and its future potential; and (3) identify new concepts for air bag systems. The Jet Propulsion Laboratory (JPL) was selected by NASA to respond to the memorandum of understanding by conducting an advanced air bag technology assessment. JPL analyzed the nature of the need for occupant restraint, how air bags operate alone and with safety belts to provide restraint, and the potential hazards introduced by the technology. This analysis yielded a set of critical parameters for restraint systems. The researchers examined data on the performance of current air bag technology, and searched for and assessed how new technologies could reduce the hazards introduced by air bags while providing the restraint protection that is their primary purpose. The critical parameters which were derived are: (1) the crash severity; (2) the use of seat belts; (3) the physical characteristics of the occupants; (4) the proximity...
