Book excerpt: Around half of all children in the UK from separated families are being brought up in poverty. In 2010-11 the Child Maintenance and Enforcement Commission collected and transferred £1.1 billion to parents caring for more than 880,000 children. Nevertheless significant, all too familiar and recurring challenges remain: parents are frustrated with the standard of support received from the Commission. Maintenance payments totalling some £3.7 billion are outstanding, but the Commission estimates that only £1 billion of this is collectable; and costs remain high. The Commission also faces further significant challenges in introducing its new child maintenance scheme. In particular, it will need to respond to substantial cost reductions and successfully implement a new system of charging fees to parents who choose to use the Commission's services. The Commission needs to deliver acceptable standards of service at a reasonable cost. The new child maintenance scheme should improve efficiency, but further changes are needed to streamline existing processes. The Commission has to deliver cost reductions of £117 million by 2014-15 and its plans are currently £16 million short of this target. Its cost reduction plans depend in part on a new IT system which is already late. To meet the current timetable critical testing will have to be undertaken in parallel with development work, mirroring poor practices that have contributed to the failure of a number of government IT projects. Each month of delay will increase the Commission's costs by at least £3 million and may delay planned income from fees.

This replaces two previous schemes for child maintenance which had struggled with IT problems, leading to poor customer service and incomplete information about outstanding debt. The 2012 scheme is designed to maximise the number of children benefiting from child maintenance arrangements and reduce government spending on administering child support. It introduced new rules for calculating payments, a new IT system for managing cases, and charges for using and enforcing the scheme. Newly separated parents access information through an online and telephone 'gateway', which explains the benefits of the choices available, and provides guidance on how to set up family-based arrangements. The good practice evident in the way the Department designed and introduced the first phase of the 2012 scheme reflected lessons learned from previous programmes. The key factors behind the successful introduction of the scheme included: identifying what had gone wrong with the previous schemes; maintaining a stable and experienced leadership team that brought together both policy and operational expertise to the project; and implementing the scheme progressively, by moving forward only when the Department was confident it could introduce each stage, rather than trying to meet pre-announced deadlines. The 2012 scheme is simpler and more efficient to administer than the previous schemes, for example, by automating the process of collecting data on parents' income from HM Revenue & Customs (HMRC) systems

It has to administer complex assessment, collection and enforcement processes and deal with complicated emotional, financial and legal issues to bring about a degree of financial stability for children and parents. Following on from a NAO report (HCP 1174, session 2005-06; ISBN 9780102938692) published in June 2006, the Committee's report examines the implementation of child support reforms, focusing on why the problems in implementing the reforms arose, the impact on the quality of service, the remedial action taken by the Child Support Agency and the lessons learnt. The report finds that implementing the reforms has cost the taxpayer £539 million since 2000, with plans for a further £320 million to improve service levels over the next three years; but the money has failed to deliver improvements in efficiency and quality of service. The Agency still performs less effectively than its counterparts in Australia and New Zealand, with higher average costs per case and lower rates of compliance. The Government published its White Paper (Cm. 6979, ISBN 9780101697927) in December 2006, drawing on the recommendations made by Sir David Henshaw in his report "Recovering child support: routes to responsibility" (Cm. 6984, ISBN 9780101689427). Amongst the reforms announced, the Government will replace the Child Support Agency (CSA) with a new organisation, the Child Maintenance and Enforcement Commission (C-MEC) by 2008.
