GAO found that: (1) the Army's assessment that the chemical weapons stockpile can be safely stored until 2004 is questionable based on inconsistencies in the assessment's supporting data; (2) Sandia National Laboratory officials believe that the Army's assessment data are outdated and no longer representative of the munitions in actual field storage; (3) Sandia National Laboratory officials recommended that the Army expand its stockpile monitoring activities to include propellant samples from non-leaking and leaking munitions at each storage location because the aging problems in its nuclear weapon systems are similar to those encountered in the chemical weapon stockpile; (4) although the Army has established a work group to review its assessment and received $4.5 million to expand its stockpile monitoring activities, these expanded monitoring activities will not resolve all of the questions concerning the stability of the stockpile; (5) the Army needs to establish a contingency plan for emergency disposal of the M55 rocket because it is the only munition in the stockpile that cannot be easily defused; and (6) although the Army is studying several ways to dispose of the M55 rocket, additional information on its specific hazards is needed before a contingency plan can be finalized.

GAO found that: (1) the Army's effort to expand and test the Johnston Atoll Chemical Agent Disposal System (JACADS) delayed its operations; (2) full-scale operations at JACADS slipped another 9.5 months because of technical and contractor staffing problems during the program's operations and maintenance phase; (3) continuing technical problems could result in further slippage in the JACADS schedule; (4) the Army's estimated total costs for JACADS have increased $190 million and will likely continue to grow; (5) the Army has developed a program for implementing design changes to the follow-on stateside chemical disposal facilities based on the technical problems encountered at JACADS; (6) the Army has taken actions to improve the contractor's performance and its own oversight of the operations and maintenance contract; (7) Army officials said that the operations and maintenance contract did not include adequate provisions for the Army to ensure that contractor overtime was necessary; (8) the Army plans to incorporate lessons learned from operations verification testing at JACADS into the design of future U.S. disposal plants; (9) JACADS schedule delays caused construction start-up delays at three other planned facilities; and (10) because of delays in JACADS operational verification testing schedules, additional munition storage time is needed and will increase storage costs to an estimated $33 million.

The Army was forced to delay its own schedule and increase the breadth and depth of the program to address political demands and idealistic environmental concerns. Mauroni contends that Army and Department of Defense leadership's insistence on treating this program as a strictly technical effort, rather than as a public policy concern is in part responsible for the public's misunderstanding of the Army's execution of the program. Despite its challenges, the Army is well on its way to accomplishing its goal of destroying the U.S. chemical weapons stockpile with no impact on the public or environment. They have stumbled through, however, rather than planned their exit. According to Mauroni, the Army needs to examine this program carefully to identify how to address public policy questions better in the future, to include responding to chemical and biological terrorism, developing a biological warfare vaccine program, and addressing future Gulf War illness questions. Their failure to learn will otherwise result in a continued inability to address critical questions on how they respond to chemical and biological warfare issues.

Although relocation may not offer increased public safety, given the high safety expectations of the current course of action, political acceptance of the overall program is essential to realize program objectives. The Army plans to destroy its entire chemical weapons stockpile by 2007 and is taking measures to protect the public before and during the demilitarization process. In 1988, the Army established the Chemical Stockpile Emergency Preparedness Program to assist the 10 states with communities near the eight storage facilities obtain the additional necessary equipment and training they need to be fully prepared to protect the public, the facilities workforces, and the environment in the unlikely event of a chemical stockpile accident. The Army and the Federal Emergency Management Agency share the federal governments responsibility for the programs funding and execution. On the basis of varying needs for critical items (such as warning sirens, protective equipment, and response plans) required by the states, the Army and the agency agree that when these items are in place, the states and communities are fully prepared to respond to a chemical emergency. The program established a self-imposed goal of reaching full preparedness by 1998. In 1999, the Army estimated that the program would cost about $1.2 billion through 2010.

GAO noted that: (1) the Army's cost estimate to destroy the chemical weapons stockpile has increased from $1.7 billion to $11.9 billion, and the planned completion date has been extended from 1994 to 2004; (2) DOD has taken steps to improve its management of the disposal program, such as designating the program as a major acquisition to improve cost and schedule controls and reassessing the stability of chemical weapons; (3) two of nine planned incinerators have been built, but only one incinerator is operational; (4) about $2 billion has been spent on the program, but only 2 percent of the stockpile has been destroyed; (5) the Army plans to issue a revised cost estimate and disposal schedule in December 1995, since added program requirements, public opposition, and technical problems put the program at risk for further cost growth and schedule slippage; (6) although storing the M-55 rocket poses a large safety risk, the Army cannot predict the safe storage life of the rocket; (7) although the Army has spent over $300 million on the Chemical Stockpile Emergency Preparedness Program, communities near storage sites are not prepared to respond to a chemical emergency; and (8) alternatives to the baseline incineration process include neutralization and biodegradation, but this technology will not be ready by 2004.

Book excerpt: Chemical warfare materiel (CWM) encompasses diverse items that were used during 60 years of efforts by the United States to develop a capability for conducting chemical warfare. Non-Stockpile CWM (NSCWM) is materiel not included in the current U.S. inventory of chemical munitions and includes buried materiel, recovered materiel, components of binary chemical weapons, former production facilities, and miscellaneous materiel. Because NSCWM is stored or buried at many locations, the Army is developing transportable treatment systems that can be moved from site to site as needed. Originally, the Army planned to develop three transportable treatment systems for nonstockpile chemical materiel: the rapid response system (RRS), the munitions management device (MMD), and the explosive destruction system (EDS). This report supplements an earlier report that evaluated eight alternative technologies for destruction of the liquid waste streams from two of the U.S. Army's transportable treatment systems for nonstockpile chemical materiel: the RRS and the MMD. This report evaluates the same technologies for the destruction of liquid waste streams produced by the EDS and discusses the regulatory approval issues and obstacles for the combined use of the EDS and the alternative technologies that treat the EDS secondary waste streams. Although it focuses on the destruction of EDS neutralent, it also takes into consideration the ability of posttreatment technologies to process the more dilute water rinses that are used in the EDS following treatment with a reagent.
