Previous campaigns had consisted of top-view visual surveys of-open fuel canisters, limited collection of gas and liquid from sealed canisters, detailed examinations of only a few-fuel elements and collection of sludge from the floor of only one basin. More recent work has included lifting fuel elements from both Basins to ascertain bottom end and circumferential cracks. Sludge collection has now been performed for material residing inside of spent fuel canisters in both Basins. Finally the number of gas and liquid samples from sealed canisters has been greatly expanded leading to a maximum observed cesium-137 content ten times higher than previous reports. Characterization has been a challenge because of the age of the fuel materials, the water environment, and the radiation field.

Characterization includes the examination of fuel, canisters, and associated sludge. It consists firstly of in-basin activities such as visual examination, sludge depth measurements, and sampling of gas and liquid in canisters. Secondly characterization ecompasses the examination of samples of fuel and sludge which have been removed from the basins and shipped to laboratories. This paper presents observations made in the basins during the most recent attempts to ship samples from the basins and data obtained in the laboratory hotcells.

The intent of the program is to provide bounding behavior for the fuel, and acceptability for the transfer of the sludge to the Double Shell Tanks. Fuel examinations are based on two shipping compains from the K West Basin and one from the K East Basin with coincident sludge sampling campaings for the associated canister sludge. Sampling of the basin floor and pit sludge will be conducted independent of the fuel and canister sludge shipping activities. Fuel behavior and properties investigated in the laboratory include physical condition, hydride and oxide content, conditioning testing, oxidation kinetics, and dry storage behavior. These laboratory examinations are expected to provide the necessary data to establish or confirm fuel conditioning process limits and support safety analysis. The purpose of the characterization program is to provide fuel and sludge data in support of the SNF Project in the effort to remove the fuel from the K Basins and place it into dry storage. Characterization of the K Basin fuel and sludge was initiated in 1994 and has been guided by the characterization plans (Abrefah 1994, Lawrence 1995a, Lawrence 1995b) and the characterization program management plan (PMP) (Lawrence 1995c, Lawrence 1998, Trimble 1999). The fuel characterization was completed in 1999. Summaries of these activities were documented by Lawrence (1999) and Suyama (1999). Lawrence (1999) is a summary report providing a road map to the detailed documentation of the fuel characterization. Suyama (1999) provides a basis for the limited characterization sample size as it relates to supporting design limits and the operational safety envelope for the SNF Project. The continuing sludge characterization is guided by a data quality objective (DQO) (Makenas 2000) and a sampling and analysis plan (SAP) (Baker, Welsh and Makenas 2000) The original intent of the characterization program was ''to provide bounding behavior for the fuel'' (Lawrence 1995a). To accomplish this objective, a fuel characterization program was planned that would provide data to augment data from the literature. The program included in-situ examinations of the stored fuel and laboratory testing of individual elements and small samples of fuel (Lawrence 1995a). Some of the planned tests were scaled down or canceled due to the changing needs of the SNF Project. The fundamental technical basis for the process that will be used to place the K Basin fuel into dry storage was established by several key calculations. These calculations characterized nominal and bounding behavior of fuel in Multi-Canister Overpacks (MCOs) during processing and storage. Characterization data supported input parameters that were used for the calculations. These parameters are documented in the Project Technical Databook (Reilly 1998). Calculations and reviews used in developing the parameters describe how characterization data were used in the parameter development, e.g. statistically based, added factors of conservatism, etc.

This paper describes near term activities to gather data on the mechanical condition and chemical state of the fuel and associated sludge. These on-going in-situ, nondestructive, examinations are intended to complement hot cell examinations which are planned for the near future. Characterization data will feed decisions on interim storage, long term storage and the environmental documentation process as the fuel is relocated. Several techniques have been, or are planned to be, employed during the conduct of examinations in the K Basins. (1) A video survey using underwater cameras has been made for the open top canisters which hold fuel in the K East Basin. These data have given early assessments of cladding degradation, canister corrosion, fuel swelling, and canister/fuel interactions; (2) Ultrasonic measurements of the water level in gas traps connected to sealed canisters have been used to provide indications of gas generation in or water leakage into the canisters; (3) Sampling of gas and water from closed canisters of fuel in the K West Basin will furnish indications of fuel corrosion, fission product release, and canister integrity and will guide choices of fuel to be retrieved for detailed hot cell examinations; (4) Depth measurements and qualitative properties assessments for the sludge on the floor of the basins and in the bottom of canisters have been made using underwater video techniques.
