Book excerpt: "The Southeast Gillnet Observer Program (SGOP) in the SEFSC-Panama City Laboratory has monitored coastal gillnet fisheries with on-board observers since the program began in 1993 (e.g. Mathers et al. 2015 and references therein). There are numerous active gillnet fisheries in Federal waters of the U.S. Atlantic coast and Gulf of Mexico, but the number of gillnet fishers changes from year to year. Depending on time of the year and market conditions, fishers will target a diversity of species such as Spanish mackerel Scomberomorus maculatus, king mackerel Scomberomorus cavalla, and bluefish Pomatomus saltatrix, as well as sharks and dogfish with varying types of gillnet gear. These fisheries have also resulted in interactions with protected species (i.e. marine mammals, sea turtles, sea birds, Atlantic sturgeon, and sawfish) with 61 observed interactions since 1993. However, most observer effort has occurred in Federal waters and little is known regarding fishing effort, catch, bycatch and interactions with protected species INgillnet vessels operating in State waters. While many states have banned gillnets in state water, some states still permit commercial fishing activities using gillnets to harvest their catch. To better characterize fishing effort, catch and bycatch, and interactions with protected resources, the Southeast Gillnet Observer Program began observer coverage on state documented commercial gillnet vessels in coastal Louisiana, Mississippi, and Alabama in November 2012. Book excerpt: "Observer coverage of the Florida-Georgia shark gillnet fishery began in 1992, and has since documented the many changes to effort, gear characteristics, and target species the fishery has undergone following the implementation of multiple fisheries regulations (e.g. Carlson and Bethea 2007 and references therein, Passerotti and Carlson 2009). Most recently, the directed large coastal shark (LCS) gillnet fishery has been significantly reduced since the implementation of Amendment 2 to the Consolidated Atlantic Highly Migratory Species Fishery Management Plan (NMFS 2007). The 33-head LCS trip limit implemented by Amendment 2 has essentially ended the strike net fishery and limited the number of fishers targeting LCS with drift gillnet gear. This regulation has also limited the small coastal shark gillnet fishery. Currently, there are a total of 222 directed and 276 incidental shark permits issued to fishers in the US Atlantic and Gulf of Mexico, of which only a small portion use gillnet gear. Many gillnet fishers have now begun targeting teleost species such as Spanish mackerel Scomberomorous maculatus, king mackerel Scomberomorous cavalla, and bluefish Pomatomus saltatrix, with varying types of gillnet gear. As such, the southeast gillnet observer program currently covers all anchored (sink, stab, set), strike, or drift gillnet fishing by vessels that fish from Florida to North Carolina and in the Gulf of Mexico year-round. Book excerpt: The striped bass anchored gill net fishery in Virginia is of great importance to Virginia's commercial finfishermen. Anchored gill nets are the predominant gear for striped bass in Virginia's coastal and estuarine waters. Reflecting this, they also have the highest rate of Atlantic Sturgeon bycatch (85%) in Virginia waters when compared to other gear types (NMFS). This could cause potentially serious problems because the Atlantic sturgeon has recently been undergoing a Biological Status Review for possible listing under the Endangered Species Act. Recognizing this as a possible threat to a very important fishery, Virginia commercial fishermen propose continued proactive sturgeon data collection to help lay the foundation for restoration and protection of the species so it may fulfill its proper place in the Chesapeake Bay and connected marine and estuarine ecosystems. We proposed to continue to document Atlantic Sturgeon (relative abundance), mortality, age distribution, genetic diversity, essential fish habitat (EFH) and habitat area of particular concern (HAPC) as well as other data that is vitally needed by fishery management through a cooperative study with Virginia Sea Grant (VaSG). All goals included in this study were accomplished.

The Gulf of Mexico is an open and dynamic marine ecosystem rich in natural resources but heavily impacted by human activities, including agricultural, industrial, commercial and coastal development. The Gulf of Mexico has been continuously exposed to petroleum hydrocarbons for millions of years from natural oil and gas seeps on the sea floor, and more recently from oil drilling and production activities located in the water near and far from shore. Major accidental oil spills in the Gulf are infrequent; two of the most significant include the Ixtoc I blowout in the Bay of Campeche in 1979 and the Deepwater Horizon Oil Spill in 2010. Unfortunately, baseline assessments of the status of habitats and biota in the Gulf of Mexico before these spills either were not available, or the data had not been systematically compiled in a way that would help scientists assess the potential short-term and long-term effects of such events. This 2-volume series compiles and summarizes thousands of data sets showing the status of habitats and biota in the Gulf of Mexico before the Deepwater Horizon Oil Spill. Volume 2 covers historical data on commercial and recreational fisheries, with an analysis of marketing trends and drivers; ecology, populations and risks to birds, sea turtles and marine mammals in the Gulf; and diseases and mortalities of fish and other animals that inhabit the Gulf of Mexico.
