For centuries, they have herded livestock, harvested the indigenous "!nara" melon and relied on the desertriver's natural aquifers. Yet by the middle of this century when their traditional living area was proclaimed part of the Namib-Naukluft Game Park, and upstream farmlands and coastal towns began to experience rapid developments, the lifestyles of the Topnaar began to change. This study is part of the Gender, Households and Environmental Changes research project in southern Africa organised by the Institute for Southern African Studies. It explores how the Topnaar used natural resources in the past and how their land use practices are changing today. It reveals the current conflict over resources in the Game Park and looks at how the Topnaar could actively partake in the decisions about the land they live on.

Book excerpt: By extending their voyages to all oceans from the 1760s onward, whaling vessels from North America and Europe spanned a novel net of hunting grounds, maritime routes, supply posts, and transport chains across the globe. For obtaining provisions, cutting firewood, recruiting additional men, and transshipping whale products, these highly mobile hunters regularly frequented coastal places and islands along their routes, which were largely determined by the migratory movements of their prey. American-style pelagic whaling thus constituted a significant, though often overlooked factor in connecting people and places between distant world regions during the long nineteenth century. Focusing on Africa, this book investigates side-effects resulting from stopovers by whalers for littoral societies on the economic, social, political, and cultural level. For this purpose it draws on eight local case studies, four from Africa’s west coast and four from its east coast. In the overall picture, the book shows a broad range of effects and side-effects of different forms and strengths, which it figures as a "grey undercurrent" of global history.

It is part of a unique landscape, which has formed under extreme conditions. Highly specialized, often endemic species were able to emerge. This study sets forth to consider in detail some of its unique features. The Topnaar (≠Aonin) are an indigenous population living along the Kuiseb for centuries that has managed to practice agriculture in this very barren and hyper-arid landscape mainly by cultivating native, endemic plants. To emphasize this, the Ecosystem services model (MA [Millenium Ecosystem Assessment], 2005) was applied to identify and classify the ecosystem services offerd by the Kuiseb River. The study will also take a look at Namibias community-based natural resource management (CBNRM) which is one of the longest established payment for ecosystem services scheme of the world. Moreover, the Kuiseb Basin Management Committee (KBMC) will be considered, which strives to provide efficient and equitable access to water and sustainable use of related resources in the Kuiseb River basin.

The politics of authority in this contested borderland area were significantly shaped by state and NGO interventions into local institutions and land use between the late 1930s and 2006. Julie J. Taylor pays close attention to the role of NGOs in these processes. She shows that, in their relationship with West Caprivis residents, NGOs unintentionally contributed towards the hardening and politicising of ethnic difference, including through the implementation of land mapping projects. At the same time, in their relationship with the state, NGOs often worked to depoliticise struggles over authority, thus inadvertently reinforcing the states authority in the area.
